Okay, seeing none, seeing nobody go up there, we will go ahead and close the public comment and go on to our statement of purpose, which is that we are charged with carrying out the California planning and zoning laws in the city of Santa Rosa.

Duties include implementing of plans, ordinances, and policies relating to land use matters, assisting in writing and implementing the general plan area plans, holding public hearings, and acting on proposed changes to the zoning code, zoning map, general plan to tentative subdivision maps, and undertaking special planning studies as needed.

And we'll move on to commissioner reports.

Are there any Commissioner Carter?

Yes, uh on May 22nd, the subdivision uh advisory committee approved the minor subdivision for a.96 acre parcel into four single family lots zoned R1-6.

Um CQA had previously been completed for this project when it was approved as a general plan amendment rezoning and a previous tentative map, which expired.

This map was no different, so it got approved.

Um, I think you probably all know that um on a couple, I guess it was two weeks ago, maybe it was last week, at the council um they reviewed the Bunya Bunya tree appeal, and the council um supported uh the commission's recommendation um to um go with what staff had recommended.

Um so with that uh we will go to department report.

I do not have any report for tonight.

Um we will go, we don't have any presentations, consent items, report items.

We have one public hearing, and this is our fiscal year 2024-2025 capital improvement program consistency with the City of Santa Rosa 2035 general plan.

And Sheila Wolski will be doing the presentation.

Um, good afternoon, Chair Weeks and members of the planning commission.

I'm Sheila Walski, City Planner with the Planning and Economic Development Department.

Government Code Section 65401 requires that the planning commission annually review public projects associated with the city's capital improvement program, otherwise known as the CIP, for conformity with the city's general plan.

There are total of seven new CIP projects for the upcoming fiscal year.

These um cover regional and wastewater infrastructure improvements, uh improvements at city parks, and bicycle infrastructure improvements.

Now we'll look at the CIP projects and how they are consistent with the general plan goals and policies.

Each slide will show how will show the project site if that's applicable, as well as the general plan goals and policies the project implements.

We'll start first with water projects.

The first is slope stabilization or slip-out repair neither near the Mayacamas pump station.

In 2017, a geotechnical study was completed that evaluated and prioritized where slope repair was necessary near city infrastructure.

And at that time it was determined that uh this location was deemed the highest priority, and the initial project will stabilize this slope.

This meets the following goals and policies of the general plan listed on this slide, which speak to ensuring an adequate supply of water is available and evaluating and mitigating hazards.

Okay, there we go.

The next water project is replacement of variable frequency devices, also known as VFDs.

These are controllers that help water pumps work more efficiently.

A number of these VFDs are at least 15 years old and in need of immediate replacement.

Difficult to see, but these replacements are proposed throughout the city of various pump stations.

General plan goals and policies achieved with this project are listed and include ensuring an adequate supply of water and utility upgrades.

The final water project would provide a new building for reclamation pump station E at the Laguna treatment plant, which is a critical piece of reclamation operations.
