Um the planning commission is charged with carrying out the California planning and zoning laws in the city of Santa Rosa.

Duties include implementing of plans, ordinances, and policies relating to land use matters, assisting in writing and implementing the general plan and area plan, holding public hearings, and acting on proposed changes to the zoning code, zoning map, general plan, tentative subdivision maps, and undertaking special planning studies as needed.

Um the other item I just wanted to uh brief the commission on uh in case anybody had not uh heard we had uh an interesting cultural heritage board meeting last week.

Um we had a number of members of our cultural heritage board um resigned verbally during the meeting.

Um the meeting had to be closed because we lost a quorum following that meeting.

Four members of our CHB resigned in writing.

So we currently do not have a quorum of our CHB.

Um the purpose of their resignation um revolved around concerns related to increases in permitting fees for our landmark alteration permits.

Um the city council recently adopted a new fee schedule for our um planning, building and engineering permits, um, and it did include an increase uh in landmark alteration permits which have historically been subsidized.

Um due to the concern of the cost of that, the members um felt that um they uh didn't want to continue on with the board.

Santa Rosa Planning Commission Regular Meeting - July 25, 2024

The Santa Rosa Planning Commission met on Thursday, July 25, 2024, at 4:30 p.m. in the City Hall Council Chamber. Public Hearing: Robin Way Water System Improvements – Annexation Pre-Zoning (ANX23-002/003)

  • Project Planner Sheikhali presented the proposal to pre-zone 34 parcels on Barbara Drive, Robin Way, Eddy Drive, Moorland Avenue, and Bellview Avenue in preparation for annexation into Santa Rosa. 29 of these parcels would receive city water service due to known nitrate contamination in the area, while 5 parcels (on the east side of Moorland Avenue) would be annexed without water service.
  • The project is funded by the State of California, with a 2019 citation for nitrate contamination and a 2021 LAFCO decision to annex 29 parcels, later expanded to include 5 additional parcels for an orderly boundary.
  • Proposed zoning includes R-1-6 (single-family residential) and R-2 (medium density multifamily residential), consistent with the General Plan.
  • Staff answered commissioner questions: Santa Rosa Water Supervising Engineer Andy Allen stated no emergency water hookups have been provided to date; LAFCO had no comments on the proposal; and the area will remain within the South Santa Rosa Specific Plan boundaries, though land use changes are unlikely.
  • Commissioner Pardo disclosed that he sold a commercial building to one of the homeowners listed in the project's property information more than a year ago, but stated he has no current financial interest or conflict requiring abstention.

  • Commissioner Cisco moved, seconded by Vice Chair Duggan, to waive reading and adopt Resolution No. PC-2024-011, recommending that the City Council pre-zone the properties into R-1-6 and R-2 districts.
