- The parcel is a county island in northwest Santa Rosa; General Plan land use is Very Low Density Residential.
- One public comment (from an adjacent neighbor) inquired about sewer main size and connection costs; Water Engineering Services provided that mains are 8 inches (east and south) or 10 inches (south sewer), and connection fees are set annually.
- LAFCO conducted a sentiment survey of all 25 property owners in the county island (October and December 2025); only four expressed interest in annexation, and no logical boundary could be drawn, so LAFCO recommended single‑parcel annexation.
- Commissioners Horton, Sanders, Carter, and Weeks each disclosed having visited the vicinity but had no ex parte communications.
- Staff recommended approval; no opposition or further questions from the public.

I don't really have very much that everyone is uh drawing out. Good afternoon, everyone. I'd like to call the April 9th, 2026 meeting of the Planning Commission to order. And could we have roll please? Thank you, Chair. Commissioner Carter. Here. Commissioner Sisko. Here. Commissioner Horton. Here. Commissioner Pardot is absent. Commissioner Sanders. Here. Vice Chair Duggan. Here. Chair Weeks. Here. Let the record reflect that all commissioners, Commissioners are present with the exception of Commissioner Pardau. Thank you. We have no remote participation. We have one set of minutes. Any changes, corrections, et cetera, to the minutes. Okay, none. Then they will be approved and submitted. And then we'll move on to public comment. This is the time if anybody in the audience would like to make a public comment on an item that is not on the agenda. Please go to the podium. See no one rise. I will close the public comment, public comment on non-agenda items. And move on to commission business. The planning commission is charged with carrying out the California planning and zoning laws in the city of Santa Rosa. Duties include implementation of plans, ordinances, and policies relating to land use matters, assisting in writing and implementing the general plan and area plan, holding public hearings and acting on proposed changes to the zoning code, zoning map, general plan, tentative subdivision maps, and undertaking special planning studies as needed. And with that, we'll move on to Commissioner Reports. Are there any commissioner reports? Okay. And we have no other and department report, Ms. Jones. Yes, uh, thank you, Chair Weeks and members of the Commission. Uh Jessica Jones, Deputy Director of Planning. Uh just a couple quick things for you. Um item uh just uh to give you notice uh that we expect to be coming forward to the planning commission um in June. Likely your second meeting in June is an appeal of a zoning administrator action um for a minor use permit for a community care facility on Benjamin's Road. Um and then just to note for your calendars, um we do not have any items for your uh meeting um in the next meeting in April, April 23rd, so we will be canceling that meeting. Um and then a couple items um from council, just to note uh that the council on Tuesday heard the um ordinance for the conditional use permit streamlining that the commission moved forward. Um and that was um the first reading was uh approved by the council, so we'll have a second reading of that um at their next meeting on the 21st, and uh as long as there isn't any changes to that, um that ordinance would go into effect on May 21st, and so then we would have our director conditional use permit process um and start um working on streamlining some of uh get the businesses here in town. Um and then the uh Spring Lake Village item that the commission recently heard is scheduled for council on May twelfth. Um and then I can't recall if I've uh let the commission know this um in the past or not, but the Del Valle drive-through um is being appealed. Uh that is the one that the commission voted to deny. Uh and that is uh at this point tentatively scheduled for July 28th.
