Shoreline City Council Regular Meeting - February 3, 2025

The Shoreline City Council met on Monday, February 3, 2025, at 7:00 p.m. in the Council Chamber. • Suzanne Pardee, Shoreline resident, spoke in support of expanding Boeing Creek Park by adding two acres of family-owned forest, noting that King County Conservation Futures grant funding is available. She submitted letters of support from the Richmond Highlands Neighborhood Association, Safe Shoreline Trees, and the Shoreline Historical Museum.
• Charlotte and Chip Erikson, Shoreline residents, expressed support for the Boeing Creek expansion, highlighting its value as mature wildlife habitat and its potential to connect existing trails in Shoreview Park, Boeing Creek Park, and Sunset Park.

Ordinance No. 1028 and Resolution No. 537 – Carshare Service in Rights-of-Way

• Senior Transportation Planner Jeff Raker presented the proposed ordinance and resolution, which would amend Shoreline Municipal Code Chapter 12.15 to allow dedicated-space carshare services in city rights-of-way and establish a fee structure.
• Key details:
  • Annual fee of $1,300 per dedicated parking space, plus a one-time right-of-way site permit fee of $1,040 (based on $260/hour for a 4-hour minimum). First-year total per space: $2,340.
  • 58% of surveyed residents expressed interest in trying carshare; focus groups among multifamily residents also showed demand.
  • Two carshare providers (Zipcar and Zev Co-op) have expressed interest.
  • The ordinance aligns with the Climate Action Plan, transportation goals for first/last mile connections, and Council goals to reduce per capita driving.
• Council discussion:
  • Councilmember Scully supported the ordinance and asked about limiting spaces per geographic area; staff responded that the traffic engineer would review permits and require public engagement. He also advocated for a quick rollout to build critical mass for data collection.
  • Councilmember Pobee asked about the fee breakdown and confirmed that the ordinance applies to app-based rentals like Zipcar, not to King County Metro Flex or vanpools.
  • Councilmember Ademasu asked whether vehicles must be returned to the same location; staff confirmed that for now, operators require round-trip return. She noted this does not serve first/last mile trips but reduces car ownership.
  • Deputy Mayor Mork asked about site selection; staff said operators would propose sites, subject to public engagement and review by the traffic engineer.
  • Councilmember Ramsdell asked about street amenities and signage; staff said curb, gutter, and sidewalk conditions would be considered, and signage (not street markings) would be required.
• No formal vote was taken; staff will return with the proposed ordinance and resolution for adoption on March 3, 2025.
