So whereas during American Red Cross Month in March, we recognize the compassion of people in Shoreline, Washington, and reaffirm our commitment to care for one another in times of crisis.

And whereas this generous spirit is woven into the fabric of our community and advances the humanitarian legacy of American Red Cross founder Clara Barton, one of the most honored women in our country's history, who notably who nobly dedicated herself to alleviating suffering.

And whereas kind-hearted individuals in our community exemplify Barton's commitment as they step up through the American Red Cross King County chapter to provide a beacon of hope for our neighbors in need.

My name is Monica Wellner, and I'm a member of the board and a volunteer with the American Red Cross King County.

And I want to thank the Red Cross volunteers, the community of Shoreline, many of which are here tonight, and I got to talk with.

Part of my role there is overseeing transfusion.

And every day I get to see the life-saving efforts of blood services within the American Red Cross.

We perform over 10,000 blood transfusions every year.

So thank you to those that are organizing blood drives and to those that can donate.

And of course, uh blood blood services is just one component of the core mission of the Red Cross.

Ordinance No. 1056 – Reinstating Transportation Impact Fee Exemptions for Qualifying Businesses

Transportation Manager Kendra Dendinsky presented that since 2016, business exemptions from Transportation Impact Fees (TIF) were in place but some expired December 31, 2025. The proposed ordinance reinstates those exemptions without a sunset date. Since 2016, approximately $3.2 million in payback responsibility has accrued across all exemption types; in 2024-2025 business exemptions totaled about $870,000, while non-exempt businesses paid about $205,000 in TIF.
Council members expressed a shared desire for data to evaluate whether exemptions attract businesses, noting no current data exists. Concerns were raised about broad exemptions and favoring certain business types.
Council discussed adding a five-year sunset date and directing staff to begin collecting data on TIF's effect on business location decisions.
Mayor Robertson summarized Council's direction: staff to return with an amended ordinance including a five-year sunset date and begin data collection. The item is scheduled for action on March 23, 2026.

Ordinance No. 1053 – Salary Table Adjustment for Public Works Reorganization

Public Works Director Tricia Juhnke explained that Ordinance No. 1053 updates the salary range placement table to transition the existing Utility and Operations Manager position (Range 69) to a Maintenance Services Manager (Range 70), as part of a departmental realignment adopted in September 2025. The current manager is retiring at the end of May 2026, necessitating the change before recruitment. The adjustment has no impact on the 2025-2026 budget.
Council had no further questions. The ordinance is scheduled to return on the March 23, 2026 consent calendar.
