Tonight, I have the pleasure of proclaiming the week of April 19th through April 25th, 2026, as volunteer appreciation week in the city of Shoreline, and encourage all residents to seek volunteer opportunities and express appreciation to those who have engaged as such.

Whereas April 19th through April 25th, 2026 is volunteer appreciation week across the country.

And whereas in 2025, the City of Shoreline volunteers logged 7,996 hours of service towards important city programs and projects.

And whereas volunteers contribute their time and talents by providing recreational opportunities for shoreline residents, serving on boards and commissions, restoring habitat, organizing local neighborhood associations, providing emergency communication capability, cleaning up trails and streets, and growing food for neighbors in need, among other arts of service.

And whereas through their dedicated efforts, volunteers strengthen the connective tissue that ties our community together and greatly enhance the quality of life in Shoreline.

- Authorization for a five‑year temporary use permit with Seattle City Light for 900 and 910 NE 185th Street to create a new community gathering space.

Public Comments & Testimony

Three members of the public testified:

Nicole Solano (Shoreline resident) urged the council to cancel a scheduled dinner meeting with Flock (automatic license plate reader company) and the Shoreline Police, arguing the technology causes harm and has been banned by over 40 cities. She referenced Resolution 560 and asked the council to stand with immigrant communities.

Operations: 33,217 contacts in 2025. Priority X (life‑safety) response time dropped from 5.3 minutes to 4.2 minutes. Only 9 complaints were received; 6 were exonerated and 3 resulted in performance‑related training. Use of force occurred in only 5 incidents, all within policy.
Traffic & Special Enforcement: A traffic unit deputy has returned, and a DUI enforcement car will begin in June. The Special Emphasis Team increased drug/narcotic and prostitution investigations (interpreted as proactive enforcement). The Interurban Trail special enforcement grant funded 6 patrols with 33 contacts and 4 arrests.
Regional Crisis Response (RCR): Four mental health professionals served 562 individuals through 1,122 encounters.
Explorer Program: 9 official explorers (3 female, 2 people of color); 4 graduated from the State Academy.
Crime Prevention: Detective Toby Velie leads an organized retail theft program that aggregates small thefts into felony cases (one suspect tied to $15,000 in losses is currently incarcerated).
Future Needs: Chief Collins stated that basic police response is at capacity; restoring a full traffic unit and other services depends on achieving higher staffing levels. He noted that about one‑third of the force will be eligible for retirement in 5–7 years, creating a potential staffing cliff.
Councilmembers commended the department’s 5 awards and 31 commendations, asked about increasing RCR resources, and encouraged prevention programs and traffic enforcement on 175th and the Interurban Trail.

B. Discussion of Ordinance No. 1054 – Amending the 2025‑2026 Final Biennial Budget (20 minutes)
