The process for the public hearing is as follows.

The city will present its staff report.

The commission will be given an opportunity to ask clarifying questions.

Individuals will be given an opportunity to testify.

After all testimony has been received, the commission will begin deliberation and may ask questions of the staff or individuals who testified.

I'm here to present the annual comprehensive plan amendments for 2022.

So as you know, these are amendments that were collected during 2021.

The commission did have uh multiple opportunities to review these throughout the year.

Um on September 1st discussion.

Um that was a formal kind of discussion on the amendments.

Um the amendment number three, this as was is part of the docket, but was actually a site-specific rezone and comp plan amendment that was reviewed by the hearing examiner.

I I would have liked to tell you what the outcome of that was, but I haven't gotten the decision yet from the hearing examiner.

Um, but that uh public hearing was held um I believe on September 27th and um was well attended.

Um so we'll let you know how that turns out.

But the hearing examiner will make a recommendation to council on that specific amendment item, and then um the rest of the items the commission will make a formal recommendation to council.

Um amendment number one.

This is an amendment to replace the current transportation element with uh new transportation element and remove the transportation master plan as a as a supporting analysis for the transportation element.

Um what the transportation element does is create an overall transportation vision for the city, which translates into transportation related goals and policies, including policies uh related to climate resiliency and community uh vibrancy, and just kind of put on the screen some of the goals and policies that are contained uh within that and the transportation element is included in your staff report.

So hopefully you had a chance uh to look at that, but it also goes on to contain uh pedestrian plans, um, bicycle levels of service and um other bicycle plans.

There are um shared use mode uh mobility modal plans within the transportation element and also preferred locations of our shared uh mobility hubs and the transportation element does contain a uh fiscally uh constrained list of projects that are based on a prioritized project list and also includes funding for those projects.

This was um an amendment to update the 2024 uh comprehensive plan major update.

Requested approval of the map amendment to align with King County. Also commented on Amendment 5 (duplexes/triplexes in single-family zones): opposed the concept at this time, arguing that the city has already nearly met its 2044 growth target with projects currently in the pipeline, and suggested revisiting the issue in 10 years.

Staff explained that middle housing outreach starts in 2023 (funded by a Department of Commerce grant), and the amendment would be folded into that holistic policy discussion.
