The Shoreline Planning Commission met on Thursday, February 6, 2025, at 7:00 PM in the Council Chamber at City Hall. The meeting lasted approximately nine minutes and focused on a single study item: the draft 2025 Comprehensive Plan Docket. All six present commissioners voted unanimously to recommend a staff-initiated amendment to remove a bike level of traffic stress (LTS) table from the Transportation Element.

- Draft 2025 Comprehensive Plan Docket – Staff-Initiated Amendment #1: Senior Planner Steve Szafran presented the single proposed docket item: removal of the Bike Level of Traffic Stress (LTS) table and corresponding language from the Transportation Element. He explained that the table duplicates content already in the city’s Engineering Development Manual (EDM), where it can be updated administratively. Commissioner Mei-shiou Lin asked whether the table in the EDM is identical to the one in the Transportation Element; Mr. Szafran confirmed the table is a copy and would be struck from the comp plan because the EDM version is the operative reference. The commission discussed no other amendments.
Key Outcomes
- Motion & Vote: Commissioner Lauren Hadley moved, and Commissioner Bradley Cabe seconded, a motion to recommend that the docketed item (removal of the referenced table and language) be placed on the proposed draft 2025 Comprehensive Plan Docket. The motion passed unanimously (6–0). Chair Christopher Mosier, Vice Chair Leslie Brinson, and Commissioners Cabe, Hadley, Mei-shiou Lin, and Julie Povick all voted in favor. Commissioner Colt Fry was excused and absent.
- Next Steps: The commission’s recommendation will be forwarded to the City Council for final consideration of the 2025 docket.
- Future Meeting: The next regular meeting is scheduled for February 20, 2025, and will include an overview of the Economic Development Strategic Plan and a first draft of bike parking code amendments.

Commissioner Fry is absent with notice. Thank you. Thank you. Okay. Next up, approval of the agenda. Does anyone have any objections or revisions to our agenda this evening? Nope. Excellent. That brings us to approval of our minutes from our last meeting, January 16th, 2025. Any comments or objections? Nope. Okay. With that, uh that brings us to number five public comment. Do we have anybody signed up tonight, Carla? Did you sign up data? No public comment necessary. No public comments tonight. Okay. Moving right through it. That brings us to number six study item, the draft 2025 comprehensive plan docket. Thank you. Carla's gonna take the controls. So as you know, we uh approved the major update recently, um December 16th of last year, but um the state does um allow the process to go on. So we advertise for the 2025 docket, um, took requests, the deadline was December 1st of 2024. Um council did um can you go to the next slide, please? Oh, the next one? Um yeah, you can go to the next one. Yeah, so the right. Um this is just an outline of what happens, the um uh proposed amendments are collected through December 1st, 24. Anyone, any resident can um can make a uh amendment to the uh or put an amendment on the docket. Um let's go to the next slide, please. So um council looked at all the amendments that were submitted during uh their evaluation of the comprehensive plan.
