At its regular meeting on June 5, 2025, the Shoreline Planning Commission continued its review of proposed development code amendments to eliminate parking minimums citywide. - Development Code Amendments to Eliminate Parking Minimums Citywide: Senior Planner Steve Szafran presented follow-up changes addressing parking in setbacks and maximum outdoor vehicle storage. He reviewed revised definitions, procedures, zoning provisions, and general development standards. The commission discussed the proposed six-vehicle maximum per residential lot, with consensus to retain that limit due to physical space constraints and existing code enforcement tools. On setbacks, commissioners agreed to prohibit parking within side setbacks but to permit parking in rear setbacks provided a five-foot landscaped buffer is maintained. They also clarified that driveways (defined as privately maintained access) are allowed in front setbacks even if no garage exists. Additional clarifications were made regarding outdoor seating for businesses, parking requirements for adult family homes, and how parking maximums will apply as middle housing is added. The public hearing is tentatively set for July 17, 2025, and will combine all vehicle parking and bike parking amendments into one package for City Council consideration.
Reports & Announcements
- Planning Director Andrew Bauer reported that the City Council approved the 2025 Comprehensive Plan Amendment Docket on June 2, adding four new amendments. Most are expected to carry into 2026. The commission will review these items in future meetings.
- Staff noted that the June 19 meeting is canceled due to the Juneteenth holiday; the next meeting is July 3, 2025, with a discussion on the critical areas code update.

- Consensus on vehicle limit: Retain the maximum of six vehicles per single-family lot (60% of frontage paved). No change to the limit for middle housing at this time; staff will monitor and consider future adjustments if problems arise.

Um, Commissioner Brenton or Chair Brimson is absent with notice. Thank you. Thank you. All right. Next up, I'll prove the approval of the agenda. Um any changes in amendments otherwise. Nope. Super. Um, how about approval of our minutes for my last meeting? May first any changes. Excellent. Um brings this to public comment. Colin, do we have anybody signed up this evening? No public comment this evening. Thank you. Excellent. Thank you. That brings us to our study item. Uh development code amendments to eliminate parking minimums citywide. All right, thank you. I will um go through these relatively quick the slides, and then we'll have time for discussion and questions. Um if you have any. So uh tonight we'll just do some follow-up from our May 1st discussion meeting, review the additional changes um that are contained in your packet tonight. Um, have some discussion and then um uh provide some direction for actually that's for um a July our next uh meeting in July. So uh uh there were two uh follow-up um items from uh last meeting which had to do with parking and setbacks and the maximum number of parking uh vehicles parked outdoors. Um so there was a uh figure provided in your staff report um to provide some clarification about this provision um where parking on a residential lot is with in on the driveway and within setbacks. So to provide some clarification for this one, it is um is recommending that the um proposal be um deleted, but the commission can discuss that. But this is an example of where driveways are located within setbacks and you can park there, but parking is not look allowed in setbacks, so it just to get that uh code provision um clarified in some way. Um and then the second question was the um the commission had um questions about the number of cars allowed outside and um and you were concerned about you know without some limit or um outdoor vehicle storage um that someone could you know essentially have a parking lot on their residential pro property and then calling out specific housing types was uh providing um some challenges with our new um and our one, two, and three middle housing um dwellings.
