First on the agenda.

0:18

It would be a roll.

0:18

Haley, could you please take roll?

0:21

Yes.

0:21

Let's start with Commissioner Laura.

0:24

Here.

0:25

0:27

0:28

Vice Chair Mosier.

0:30

0:33

0:34

And Chair Brinson.

0:36

Here.

0:38

Thank you.

0:38

And Commissioner Cabe is excused with notice.

0:42

Excellent.

0:42

Thank you.

0:43

Next is approval of the agenda.

0:45

Any comments or amendments to our agenda?

0:48

No, super.

0:50

How about approval of our meeting minutes from our last regular meeting, September 3rd?

0:56

Check.

0:57

Okay.

0:59

That brings us to public comment.

1:01

Haley, do we have anybody signed up for public comments?

1:03

We have one person signed up for remote public comments.

1:08

So I will unmute them now.

1:12

You and Delapo, you are good to start speaking whenever you're in.

1:15

And yeah, about three minutes, please.

1:22

Hello, can everyone hear me?

1:25

Oh fantastic.

1:26

Hi.

1:26

Sorry, I just spoke in the previous council meeting, but I will share my concerns again.

1:32

I do reside on just the boundary of 185th and 10th, which is right there, the 185th light rails substation area.

1:41

And I do have some concerns with respect to what I think are some gaps in the proposed draft with respect to some of the zoning and lack of attention to the impact of having a mixed-use residential seven-story building that transitions directly to mixed-use residential 35 with no transition.

2:03

And in the previous comment, I sort of shared that I was concerned about the impact that this would have with respect to solar shadow on that specific corner where we've already had two drunk driving crashes that happened.

2:15

I was home when that happened.

2:17

And we also have things like the new park being planned up, and we're not, at least that I saw addressing how that's going to impact the light of this public utility that we're funding, as well as any impact to having snow and ice accumulation in the winter as we're increasingly making temp av a major thoroughfare for all the different transition plans.

2:40

So I was hoping someone could actually address my concerns with respect to the solar shadow impact that will happen on that specific corner, particularly with the fact that it's already had these two uh high impact crashes into the homes in the last five years.

2:56

Thank you.

2:58

Thank you very much.

2:59

Um is there anyone in I'm sorry, Hayley?

3:01

That was the only online comment meeting, correct?

3:03

It was that we did have someone sign up for in-person comment as well.

3:06

Um I apologize if I'm not pronouncing this correctly.

3:09

Daya.

3:11

Excellent.

3:11

Thank you.

3:15

Dea Dryer Shoreline.

3:17

Uh so I I also was just part of the meeting that just happened.

3:22

And I just wanted to get it out in the public uh recorded meeting that I have repeatedly um clarified and have that I've been told that uh that even though the comp plan mentions uh uh being able to unlock phase two in certain ways, and I could be wrong, forget that phasing, but um that even though we're being told that 203 will in fact be the timeline for phase two to be unlocked in the station sub-areas.

3:57

Um I want to make sure again and again and again that it has been stated that the comp plan will not supersede the sub-area plan updates.

4:09

That's been repeated multiple times in multiple ways, and that phase two in the sub-areas will be unlocked in 2033, as was promised in 2015, after much public comment.

4:24

Massive amounts of people attended those meetings in 2015.

4:28

It was standing room only.

4:31

And the planned action ordinance boundary was I know because I was the one who effected that to be cut off at core list.

4:39

So if you expand the planned action ordinance boundary to include the entire sub-area, it goes beyond the original planned action.

Summary of Proceedings

Shoreline Planning Commission Regular Meeting - September 17, 2026

On September 17, 2026, the Shoreline Planning Commission held a regular meeting to discuss updates to the Light Rail Subarea Plans, including policy revisions, draft Planned Action Ordinances, the 185th Zoning Overlay boundary, and a Connectivity Framework. The meeting featured public comments and commissioner deliberations ahead of a scheduled public hearing on October 1, 2026.

Consent Calendar

  • Approval of agenda and minutes from September 3, 2026, accepted as presented.

Public Comments & Testimony

  • Dolapo Martins, a resident near 180th Street and 10th Avenue NE, expressed concern about proposed zoning near the 185th Street light rail station, citing an abrupt transition from seven-story mixed-use to MUR-35’ zoning, inadequate shadow impact consideration, and safety issues from two impaired-driving crashes that struck nearby homes within the past five years.
  • Dia Dreyer, Shoreline, asked the City to confirm that the Comprehensive Plan update will not supersede the station subarea plans and that Phase 2 zoning will not take effect before 2033, as promised during the 2015 planning process. She also raised concerns that expanding the Planned Action Ordinance boundary and updating the environmental impact statement could allow earlier Phase 2 zoning, and urged that property-maintenance enforcement focus on developer-owned properties rather than existing residents.

Discussion Items

  • Policy Updates: Staff presented revised transportation, community design, parks, and natural environment policies based on feedback from the September 3 meeting. Key changes included adding connectivity through parks, updating references to the 185th Multimodal Corridor Strategy, and a new policy on sports field lighting to minimize light pollution and glare within the 185th station overlay.
  • Planned Action Ordinance: Staff reviewed the draft ordinance, which replaces existing ordinances and sets development thresholds for each station area. For Shoreline North (185th Station), the ordinance assumes 3,700 additional dwelling units and 2,736 net PM peak hour trips. Mitigation measures include cultural resource protections, multimodal connectivity policy compliance, and noise/light/glare conditions for the 185th overlay. Commissioners discussed parking needs and concurrency with the 185th Corridor project, which is not yet scheduled or funded.
  • 185th Zoning Overlay: Staff recommended Option 2, a smaller boundary extending north to approximately 192nd-193rd Street, to focus on properties zoned MUR-70’ and better accommodate transit-oriented housing development per HB 1491. Commissioners unanimously supported the smaller boundary, noting it concentrates sports/recreation uses and supports housing near transit.
  • Connectivity Framework: Staff presented updated maps using a hybrid methodology (buffer overlap and prioritized connections) and added community assets and informal trails. Commissioners requested removing several east-west connection areas: west of I-5 near 195th (where the 195th Street overpass already provides access), south of 148th Station (where a planned bridge may eliminate the need), and blocks adjacent to I-5 on 145th (due to existing large buildings unlikely to be redeveloped). Staff agreed to review and adjust the maps.
  • Connectivity Implementation: Staff showed illustrative cross-sections (mid-block pedestrian path, alleyway, community courtyard, pedestrian plaza) to be refined in Q1 2027 code amendments. Commissioners noted that the alleyway description should better balance pedestrian priority with operational functions, and that dumpster/operational obstructions should not block pedestrian and bicycle spaces. Developer interviews indicated larger multifamily projects generally did not find connection requirements infeasible, while smaller projects may require flexibility.

Key Outcomes

  • Commissioners directed staff to include the smaller 185th Zoning Overlay boundary (Option 2) in the final draft subarea plan and Planned Action Ordinance.
  • Staff will remove or adjust specific connectivity priority areas identified by commissioners (west of I-5 near 195th, south of 148th Station, and blocks adjacent to I-5 on 145th) and incorporate flexibility language in the future development code.
  • The Commission will hold a public hearing on October 1, 2026, to consider the updated subarea plans, Planned Action Ordinances, and related policies. If no agreement is reached, existing Planned Action Ordinances remain in effect until growth thresholds are exceeded.
