This was a special hybrid meeting held by the City Council of Summit with a ten-counselor quorum present. The sole purpose of the public session was to convene an executive session to discuss tenant recruitment incentives for vacant laboratory space. No substantive discussion took place during the public meeting; the council proceeded directly to the executive session, returned briefly to adjourn the meeting, and did not return with a public report of the executive session's contents.
