0:50

I'd like to move to approve items one, two, and three, which are the minutes and two items that we had uh presented by the city.

0:58

Does anyone have any discussion or objection?

1:03

1:14

Yes.

1:15

1:17

1:19

All right, please read the next item.

1:21

The next item is agenda item four.

1:24

12 registered voters requesting a zoning map amendment to change the zoning district of 363 Highland Av from midrise four to mid-rise five, and from mid-rise four to midrise six and one ten will have from MR4 to MR6.

1:40

Ms.

1:40

Chair, I'm doing this.

1:42

Yes, Council Davis is recused.

1:44

Yes.

1:45

So do we still have a quorum?

1:46

We have three here.

1:48

Um I believe when we last discussed this, we had a conversation and most people seem supportive.

1:54

Uh did not hear a motion at the time because we still have the land the planning board recommendation, which should be before us by the next meeting.

2:03

Does anyone have any thoughts on this item?

2:09

I see council Wilson.

2:12

Mr.

2:12

Chair, thank you.

2:13

Um I'm supportive of this.

2:15

I have not heard from anyone in the public who's not supportive of this.

2:19

It seems very much in line with everything we always talk about in terms of of well, land use.

2:26

Um yeah, I'd eager to hear the planning board's uh thoughts on this.

2:32

I guess we could always discharge without a recommendation, or we could vote on it.

2:38

I don't know.

2:39

Uh happy to do whatever, but um this seems like uh seems like a good thing to me, so I'm supportive.

2:46

Okay.

2:47

Uh liaison Rodassi.

2:53

Thank you, Mr.

2:53

Chair.

2:54

I just wanted to share uh PPZ is in support of this amendment.

2:57

Um, and I asked to see if uh planning board has made a recommendation at their meeting yet.

3:02

Uh, he said that they are still presenting on this item to the planning board.

3:07

All right, thank you.

3:07

Uh councilor Saeed.

3:10

Uh through through the chair, uh I am supportive of this.

3:13

Um, my uh from my recall from our last meeting, the reason we did not vote uh is that we're waiting for the planning board to make a recommendation.

3:25

Uh I am inclined to wait for that recommendation.

3:29

Um just my uh uh I see Leah Zandasi again.

3:38

Thank you, Mr.

3:39

Chair.

3:39

I I did want to just clarify um the full council cannot vote until there's a planning board recommendation before the full council.

3:48

The committee can still vote to discharge without a recommendation or recommend for approval.

3:53

So I just wanted to clarify that.

3:56

All right, thank you.

3:57

Uh Council Said, do you have a comment again?

4:00

Oh uh, Council Wilson, you had your hand up and down.

4:02

Yeah, I was gonna say that.

4:04

So the absolute is unmade my point.

4:07

Well, I'll tell you, as you said, council Wilson, no one is opposed to this.

4:11

I know this site, and uh by eyeing it out would say it's a great site for something like this.

4:18

So we can discharge without a recommendation, but I I'm gonna move to approve.

4:22

And if uh people object, we can discuss that at the next council meeting.

4:28

Any discussion?

4:30

Mr.

4:30

Chair, I think it's uh it's a good good motion.

4:34

All right.

4:35

So moves.

4:36

Please call the roll.

4:37

And I'm roll call for approval on agenda item four, counselor Said.

4:43

Yes.

4:43

Counselor Wilson?

4:44

Yes.

4:45

Councilor McGofflin.

4:47

Yes.

4:47

Three counselors in favor, that is recommended for approval.

4:50

All right.

4:51

We'll give Council Davis a moment to come back.

4:53

Um, I intend on keeping this next item in committee.

4:57

Uh we have a lot to discuss on it in the coming year.

5:00

I don't think we're going to get it done at the last council meeting of the year or the last committee meeting of the year.

5:06

I just want to take a moment to thank you all.

5:07

It's been an interesting term.

5:10

I feel like we got a lot done and we have a lot more to do.

5:13

And I'm looking forward to working with the new administration to address this.

5:18

Council Wilson.

5:20

Yeah, Mr.

5:20

Chair, I want to thank you for uh really being behind the idea of you know having this conversation and really digging in on how we can do a lot better uh with this land of ours that's by these new T stations.

5:34

Uh you know, things changed when the green line came into our city uh a few years back.

5:39

And I think this is a really important thing that we've started the process here.

5:44

I want to I want to thank our land use analyst for really bringing some thought-provoking um presentations forward here, you know, especially particularly the part about you know parcel size, um, you know, about uh, you know, and also then just the interactions between the different the different districts.

6:02

I thought that that you know, I'm gonna those were things that were not on my brain when we started this process uh that now are sitting front and center.

6:10

So uh I am sad I will not be able to play a part uh in this going forward, but I feel like uh this project's in very good hands, and I have every bit of confidence uh that the uh the next council is gonna get it done.

6:28

So thank you.

6:30

It's a shame councilor Wilson will have no role in the future of the city.

6:34

Uh counselor Davis.

6:37

Thank you, Mr.

6:38

Chair.

6:38

Um I yeah, I I the fact that Council Wilson thinks he's not gonna play part of this is I'm sure that's not about what he meant, obviously, but um I had to chuckle as well.

6:49

Uh no, I actually just want to thank you uh for put putting this meeting together.

6:52

I know I asked for it because you know I one of the things I'm really trying to do as as president of the council is to make sure we follow the rules um, you know, uh as strictly as as we can.

7:05

And uh, you know, having this meeting to discharge these items is um technically what we would be required to do.

7:10

And so I appreciate you calling the meeting so that we could do it by the book.

7:14

Thank you.

7:14

Council Saeed uh through the chair.

7:18

Um, yeah, speaking to uh this last uh item.

7:23

Uh yeah, I wanna also uh thank you for um getting the ball rolling on this and uh initiating this conversation and also want to thank Samantha for um all the work.

7:37

Uh you know, we have been helping with um yeah, just yeah, personally like meeting with you and uh getting a sense of like where we're at as a city and what we can do and the potential of all these uh areas uh has been extremely helpful.

7:55

Um yeah, and they look forward to working with uh my colleagues on this next year.

8:01

Well, I'll see you all sooner than next year.

8:04

We'll see you next week and hopefully a few more times between now and then.

8:07

Uh council Saeed would like to move to adjourn.

8:10

Chair, I just also want to reiterate to Counselor Davis's point, there are no other meetings, so this item will expire.

8:16

So a new item will have to be entered if you would like to market work completed.

8:20

Let's mark a work complete.

8:22

Thank you, Clark.

8:23

Perfect.

8:24

And on adjournment, Counselor Davis.

8:28

Uh sorry, can I just speak to that last point?

8:31

Just uh administrative point.

8:33

Um and Matty, you may, Madam Clark, you may um have the answer to this.

8:37

But if it's marked work complete, it'll it it it has the list already been made of things that that may or may not need to be resubmitted.

8:44

I just don't want this to be to my knowledge, there's no list of things to be resubmitted.

8:50

Things expire, and then if someone would like to take an item up again, they can resubmit that item.

8:57

All right, let me put it another way, Ms.

8:58

Chair.

8:58

I would prefer to leave to not mark this work complete because I don't not that it not that this is gonna get dropped or forgotten.

9:03

It will it will go away though, like so.

9:05

It will go away the item again.

9:07

One other time, please, everybody.

9:09

It will go away, but in the um in the interim when we're looking at at items that that are going to go away and making it counselors might make be making lists of things they want to resubmit.

9:21

I don't want something something to have been you know marked complete such that it's doesn't show up and somebody forgets about it.

9:27

So I mean look, with this one, I'm not gonna forget about it.

9:30

Councilman Goffman's not gonna forget about it.

9:32

So I guess I'm you know, I'm marking, but just from a from a process standpoint, um you know, things need to be actively resubmitted.

9:39

Someone needs to take that initiative to do it if we want something to come back because of the way we approach this now.

9:44

And so I I would just caution folks about marking something we're complete and then not remembering that it was there when they go to look at the box on December 2nd second, and and they don't see it, right?

9:56

If that makes sense.

10:00

about it council goffman not gonna forget about it so I guess I'm you know I'm marking but just from a from a process standpoint um you know things need to be actively resubmitted someone needs to take that initiative to do it if we want something to to come back because of the way we approach this now and so I I would just caution folks about marking something we're complete and then not remembering that it was there when they go to look at the box on December 2nd second and and they don't see it right if that makes sense um so counselor through the chair uh what are the other dispositions available here beyond uh beyond marking work complete this was gonna be a five minute meeting and it's a 10 minute meeting what's going on here um counselor davis i i i would i think let's just market work complete because i am absolutely going to resubmit this and we may even get new uh counselors who want to sign on to it uh so i'm I'm not gonna forget this the there won't be an issue and Mr.

10:32

Chair can I can I just say if it makes us all sleep be able to sleep at night here it was sent for discussion that this thing happened we definitely did discuss that um hopefully no one comes away thinking that you know we think it's job done uh but you know we we're supposed to discuss it we discussed it I think that's work complete thank you and I and I would say that I hope the future mayor uh makes this a top priority in the coming years the coming term actually let's just get it done so we'll leave this item work complete any further discussion seeing none uh counselor sait calls to adjourn and on adjournment counselor davis yes counselor say yes counselor wilson yes please counselor mcoughlin yes we are adjourned good night everyone thank you

Summary of Proceedings

City Council Land Use Committee Meeting - Dec 7, 2025

The City Council Land Use Committee convened via remote participation on December 7, 2025, to finalize agenda items before the year's end. The meeting included routine approvals of previous minutes, a vote on a zoning map amendment, and a discussion regarding the disposition of an ongoing land use project as Councilor Wilson exits the council.

Consent Calendar

  • Approval of minutes and administrative items: Counselor Davis moved to approve agenda items one, two, and three. A roll call confirmed the approval was unanimous (4-0).

Public Comments & Testimony

  • No public testimony was recorded: No members of the public were recorded giving testimony during this session.

Discussion Items

  • Zoning Map Amendment (363 Highland Av): A request was presented to change the zoning district of 363 Highland Avenue from Midrise 4 to Midrise 5 and Midrise 6. Councilor Davis was recused from this vote. Liaison Rodassi stated that the Planning Board (PPZ) supports the amendment but has not yet issued a formal recommendation. Councilor Wilson and Councilor Said both expressed support but noted the procedural need for a Planning Board recommendation before a full council vote. However, citing the site's potential and lack of opposition, Councilor Said moved to approve the amendment, and the committee voted to recommend approval.
  • Disposition of Ongoing Land Use Project: The committee discussed a major land use project initiated earlier in the term. Councilor Wilson thanked the chair and the Land Use Analyst, expressing high confidence in the project's future direction despite his upcoming departure. Councilor Davis expressed concern that marking the item "work complete" might cause it to be overlooked during the administrative transition when no list of items to resubmit currently exists. After brief debate regarding the procedural implications of marking the item complete versus allowing it to expire, Councilor Davis agreed to mark the work complete while noting her intent to actively resubmit the item in the future.

Key Outcomes

  • Zoning Amendment Approval: The committee voted 3-0 to recommend approval for the zoning map amendment changing the status of 363 Highland Avenue from MR4/MR5 to MR6.
  • Adjournment: Councilor Said moved to adjourn, and Councilor Davis confirmed on the final vote.
  • Item Disposition: The ongoing land use project was marked as "work complete," with the understanding that it requires active resubmission by council members in the next term to remain active.
