Um, this we don't have any answers for because it it's I guess counselor Scott wanted to say the same owner owns the property, and it's been immense problems over the years, and it claims that they're under construction, but there is no issued building permits.

4:25

We uh we have nothing to do with the building permits, so I have no answers for you on this part on our end.

Licenses and Permits Committee Meeting - February 26, 2026

The Somerville City Council Licenses and Permits Committee met on February 26, 2026 at 6:00 PM via Zoom, chaired by Ward 7 Councilor Emily Hardt, with Councilors Lance Davis (Ward 6) and Ben Wheeler (At-Large) present. The meeting was called to order at 6:00 PM and adjourned at 6:24 PM. (Note: The agenda, minutes, and transcript refer to the meeting date as February 25, 2026, but the provided timestamp is February 26, 2026.)

Consent Calendar

  • Approval of Minutes: The committee unanimously approved the minutes of the February 11, 2026 meeting.
  • New Used Car Dealer License (USA Auto Hub): After a public hearing with no speakers, the committee recommended approval of a Class 2 used car dealer license for USA Auto Hub at 61 Prospect Street. The applicant, a Somerville resident of ten years, previously stated they are the new owner and plan no changes other than the name. License allows 15 vehicles displayed outside, operating Monday-Friday 9am-7pm, Saturday 9am-3pm, closed Sunday.

Public Comments & Testimony

  • No members of the public spoke during the public hearing for the used car dealer license.
  • Concerns regarding double poles and wire congestion on Ivaloo Street, raised previously by a resident, were discussed during consideration of the Eversource Grant of Location.

Discussion Items

  • Eversource Grants of Location (Oak Street and Prospect Street):
    • Chair Hardt considered items 26-0177 (25 feet of conduit on Oak Street) and 26-0185 (75 feet of conduit on Prospect Street) together, as both serve the same property owner. The property is under construction but has no active building permits.
    • Jacqueline Duffy of Eversource explained that Eversource files applications upon receiving service requests to be timely approved, and does not track building permits. She offered to place notes on work orders halting installation until building permits are issued.
    • Councilor Wheeler inquired about the process and the timing of the application relative to building permits. Councilor Davis noted past problems with the property.
    • Chair Hardt recommended keeping item 26-0177 in committee and discharging item 26-0185 with no recommendation to the full City Council so a properly-noticed public hearing can be held. The committee voted unanimously to discharge item 26-0185.
  • Eversource Grant of Location (Ivaloo Street):
    • Item 26-0181: 62 feet of conduit on Ivaloo Street from Utility Pole 179/5 to 38 Ivaloo Street. The committee discussed concerns about double poles and wires hanging on tree branches that a resident had raised.
    • Chair Hardt reported seeing double poles at both ends of the street and wires in trees. Jacqueline Duffy stated she inspected the street and found one double pole with planned work awaiting transfers from other utilities, and two other poles that may need replacement. She noted that Eversource technicians are currently deployed on Cape Cod for storm repair, so further assessment is pending.
    • Councilor Wheeler emphasized that double poles should be temporary and consolidated. Chair Hardt expressed hesitation in approving the grant without knowing the full scope of pole fixes. The committee decided to keep the item in committee pending additional information from Eversource. No vote was taken.

Key Outcomes

  • Votes:
    • Motion to approve minutes of February 11, 2026: Passed 3-0.
    • Motion to recommend approval of the used car dealer license for USA Auto Hub: Passed 3-0.
    • Motion to discharge item 26-0185 (Prospect Street) to the City Council with no recommendation: Passed 3-0.
  • Items Kept in Committee:
    • Item 26-0177 (Oak Street) kept in committee pending building permit status.
    • Item 26-0181 (Ivaloo Street) kept in committee pending pole assessment and condition details from Eversource.
  • Next Steps:
    • The discharged Prospect Street grant will be scheduled for a public hearing before the full City Council.
    • The committee will await building permit information for Oak/Prospect Street properties and additional pole evaluation for Ivaloo Street.
