Somerville Finance Committee Summary: October 7, 2026

Discrepancy Note: The raw transcript lists the meeting date as Tuesday, October 6, 2026, while the formal metadata provided specifies October 7, 2026. The date in this title reflects the provided metadata.

The Finance Committee of the Somerville City Council, chaired by Councillor Ben Wheeler, convened to discuss and unanimously recommend approval of several fiscal items. Discussions covered prior year invoices, Community Preservation Act fund transfers, a time-only contract extension, a federal security grant, a bond authorization for fire apparatus, and state grants for police programs.

Consent Calendar

  • Item 26-1450: Approval of the minutes from the September 22, 2026, meeting was laid on the table and ultimately recommended for approval.

Discussion Items

  • Item 26-1396: Office of Housing Stability Prior Invoices. Director Alan Inacio requested approval of a $10,000 prior year invoice for DeNovo, a provider of legal services for housing instability cases. The cost overrun was attributed to higher-than-projected billable hours at year-end. Councillor Strezzo asked clarifying questions about the variable costs, and Chair Wheeler questioned the delay from June to October. Director Inacio cited staffing transitions.
  • Items 26-1393 & 26-1392: Community Preservation Act Fund Transfers. Director Inacio requested transferring surplus debt service funds back to CPA reserves ($153,987 for Community Housing and $22,596.24 for Historic Preservation) after conservative budgeting for bonded projects resulted in lower-than-anticipated debt service costs.
  • Item 26-1391: UTEL Inc. Time-Only Contract Extension. A no-cost extension to February 15, 2027, was requested to complete ongoing work related to the upzoning feasibility study and five-year zoning review. No new funds were involved.
  • Item 26-1340: UASI Grant for School Security. Director Megan Huckenpoller presented a $169,000 grant for public address system upgrades at the Brown, Capuano, and Edgerly schools. Councillor Scott and Chair Wheeler noted the significance of this being a Fiscal Year 2024 Urban Area Security Initiative (UASI) grant from the Department of Homeland Security, which lacks the controversial immigration enforcement provisions added in 2025. Councillor Hart confirmed the scope was limited to PA systems, though the text noted possible future camera work within surveillance ordinances. Police Finance Director Emily Wisdom clarified the role of the police department as the jurisdictional point of contact (JPOC).
  • Item 26-1397: Fire Truck Bond Authorization. Auditor Ed Bean and Chief Charles Breen requested borrowing $2,082,498 to purchase an aerial ladder truck and rescue truck. Manufacturing delays made the originally budgeted ARPA funds unusable by the December 31 deadline. The ARPA funds were reprogrammed to the Poplar Street Pump Station. Chair Wheeler and Councillor Scott praised the proactive financial planning, noting it will reduce future borrowing needs for that project. Chief Breen stated the new trucks will allow older models to move to reserve status.
  • Items 26-1413 & 26-1412: Police DMH Grants. Director Emily Wisdom presented full-year operational grants ($297,679 for the Metro Boston Crisis Intervention Training Center and $57,925 for the Jail Arrest Diversion Program). Councillor Scott clarified that these funds support program expansion (core positions) rather than mandated services, contrasting it with the E911 grant. Chair Wheeler and Councillor Link suggested including expected grant revenue in the budget book for improved transparency.

Key Outcomes

All items were laid on the table during the meeting and were subsequently recommended for approval via a unanimous roll call vote.

  • Motion: Councillor Strezzo moved to approve all tabled items and adjourn.
  • Vote: Councillors Link, Streso, Hart, Scott, and Wheeler all voted in favor. The meeting was adjourned.
