South San Francisco City Council Regular Meeting - July 9, 2025
The South San Francisco City Council held a regular meeting on Wednesday, July 9, 2025, at 6:30 PM in the Council Chambers. Key highlights included presentations honoring a sports hall of fame inductee and proclaiming Parks and Recreation Month, updates on the Medical Equipment Loan Program and the Every Kid Deserves a Bike program, a major announcement of City Manager Sharon Ranals' retirement, and approval of significant contracts for a new enterprise resource planning system (Workday) and expansion of the police drone program. Council also heard public comments critical of city processes and spending, and approved consent calendar items including grants, agreements, and a zoning ordinance.
Presentations
- Certificate of Recognition for Rachelle McCann Henley – Mayor Flores presented a certificate honoring Henley as a 2025 inductee into the Peninsula Sports Hall of Fame. Henley, an El Camino High School alum, was recognized for her athletic achievements and community contributions.
- Proclamation Recognizing July as Parks and Recreation Month – Mayor Flores read the proclamation, noting the importance of parks and recreation. Brittany Burgos, Chair of the Parks and Recreation Commission, accepted and highlighted free programs including a movie night on July 18 and a Touch-a-Truck event on July 19.
- Medical Equipment Loan Program (MELP) & Able Closet Presentation – Norm Torello and Cynthia Silva described MELP’s free loan of durable medical equipment. The organization opened a South San Francisco facility on April 1, 2025, at 325 Corey Way, Suite 112. In 2024, they distributed over 6,800 items to more than 1,800 clients, and cumulatively have diverted 85 tons of equipment from landfills and provided over $1.9 million in value.
- Every Kid Deserves a Bike Program Update – Devin Stenhouse, DEI Officer, reported the program served 205 students in 2025 (up from 100 in 2022). New this year: learn-to-ride sessions, 20-inch bikes for smaller students, and single-class distribution to reduce chaos. Funding came from an Assemblymember Papan earmark of $200,000. The program received the Silicon Valley Bicycle Coalition Program of the Year award in 2022. Remaining inventory includes 51 assembled and 130 unassembled bikes.
Council Comments/Requests
- Councilmember Coleman – Attending a policy conference in Chicago via remote. Noted topping-off ceremony for the Brentwood Safeway (completion summer 2026) and formation of a community climate team by Rise South City and Climate Resilient Community (first meeting had 20–30 attendees).
- Councilmember Nagales – Attended a Pride event at the Economic Advancement Center; held a meeting with Westborough residents about Selleck Park (additional town hall planned); promoted National Night Out on August 5 at Westborough Park (250–300 attendees expected).
- Vice Mayor Addiego – Shared that South San Francisco leads San Mateo County in dollar growth of assessed valuation, adding $1.67 billion in one year, bringing total to $33.8 billion, surpassing Redwood City and San Mateo. Called this a bright spot for the structural deficit.
- Mayor Flores – Expressed concern about illegal fireworks, especially in District 5; stated he is exploring drone detection programs used by other California cities. Announced he was invited to visit Kishiwata City, Japan (sister city) and would attend the World Expo; city will not pay for travel. Vice Mayor Addiego will serve as acting mayor during his absence. Um I'd like to invite um our new summer college intern, Lorena Mejia, uh up to the podium. Um she is a Rising senior, a pre-law student at San Francisco State University, who's currently working in the city manager's office. Uh she will lead us in tonight's Pledge of Allegiance. If you are able to do so, please stand and place your right hand over your heart. Lori Now when you're ready. And none online. We can now move along to announcements from staff. Good evening, Greg Migliotti, Director of Parks and Recreation. Um, I'm here tonight to invite community members to our annual field day and movie night events celebrating Parks and Recreation Month on Friday, July 18th at Orange Memorial Park. This Hawaiian themed event will feature Disney's Moana 2. Free activities, a hula performance from our own Hula class participants, free hot dogs and snacks. Um activities will start at 6 p.m. and the movie will start around sunset. So we hope to see you all there. Great. Thank you. Good evening, Mayor Eddie, Vice Mayor Audiego, and Council members, Matt Sampson, your fire chief. I'm here tonight. Um, if you're not too tired from the movie night the day before, we have our first touch a truck event scheduled for Saturday, July 19th. And that's gonna go from 10 until noon at Fire Station 61. Um the event really is a partnership between your public safety departments, uh, public works department, uh park and rack, and also South City Scavengers. And it provides the opportunity for children of all ages, the public to come and touch, ask questions, tour, take pictures, and climb all over the vehicles that help keep the city safe and help keep the city moving. Um the event is free. Um in lieu of a donation, we're actually asking those who can to be able to donate diapers to the city's um diaper drive. We're using the event as the kickoff for that. We're very excited to have Councilmember Mark Nogales officially kick off the diaper drive with us right at 10 o'clock back at station 61. He'll be followed by members from the YMCA and then our firefighters union. So we hope to see everyone there next Saturday. Thank you very much, Chief.
