Report recommending approval of a development agreement, a relocation agreement, and sign permit to allow an existing double-face static billboard to be converted to a double-face billboard located at 150 airport boulevard, and determining that the 2015 ISMND continues to serve as the applicable environmental review document pursuant to CEQA.

I'd like to open up the uh public hearing and uh opening up open it up to staff, please.

Good evening, uh Commissioners.

Uh Billy Gross with the planning division.

I'll be presenting this this evening.

So this is an old project coming to you in a slightly uh different form.

If you'll recall back in I believe 2017, um the commission as part of uh the project at 150 airport, um which is adjacent to this, we brought forward the relocation of this billboard.

I think it was like 75 feet to the north.

Um so now the applicant is in front of us asking to convert that static billboard to a digital billboard.

Um a little bit of background back in 2015, council approved a journal plan amendment and zoning ordinance zoning text amendments to allow a limited number of digital billboards.

Uh the the limit right now in the ordinance is three.

So the first one was approved by Clear Channel down by the uh terminal court.

The second one was approved at 2018 at 180 South Airport.

You can actually see that one going up currently.

That's the large pole next to the the Popeyes development.

Um, and that one will likely be going live sometime in the next week or two.

Um and then this would be the third and final allowed under the existing ordinance.

This is a photo of the billboard as it looked as of yesterday.

Um it wouldn't change when they moved it and raised the height.

They they built it in a way where it was relatively easy for them to come in and and switch it to a uh digital billboard.

So some of the nice things uh with the project is some of this um substr the structure that's required for people to get up and down on the poll will be able to come off.

So um one of the complaints we've heard is obviously it's much more visible down Baden now than it was before, and so you can see into the inside of the sign.

So as part of this, they will be adding a screen to the rear um to help screen views to that.

They'll also be able to remove the light platform and the poll ladder.

So it'll have be a cleaner view of that.

Otherwise, though, um kind of the locations of the signs, the heights, none of that that changes, it just changes to a digital billboard.

And then one of the few drawings I wanted to show just to show how this relates to the projects that are adjacent to it.

Um this was this is the project that's currently under construction.
