South San Francisco Planning Commission Regular Meeting – July 15, 2021
The South San Francisco Planning Commission held a virtual regular meeting on July 15, 2021, at 7:00 PM via Zoom due to the COVID-19 pandemic. The meeting covered two consent calendar items and one public hearing for a minor subdivision. All items were approved unanimously.
Consent Calendar
- Master Sign Program and Design Review for signage at 2211-2245 Gellert Boulevard in the Community Commercial Zoning District. Staff determined the project was categorically exempt from CEQA. The Commission approved the consent calendar as a whole without discussion.
- Resolution making findings that the acquisition of the Camino Royale Investment Corporation property at 71 Camaritas Avenue is in conformity with the General Plan (Government Code Section 65402). The resolution was also approved under the consent calendar.
Public Comments & Testimony
- During Oral Communications at the start of the meeting, one member of the public made a comment regarding a historical event (Cuba missile crisis) which was unrelated to agenda items and was removed by the Chair. No other public comments were received on any agenda items by email, voicemail, or live participation.
Discussion Items
- Public Hearing: Subdivision at 321-323 Acacia Avenue – Consideration of a Tentative Parcel Map, Waivers and Modifications, and Subdivision Exceptions to subdivide an existing developed parcel into two residential lots in the Downtown Residential Low (DRL) Zoning District. Associate Planner Stephanie Skangos presented the staff report. The existing site contains two single-unit dwellings; the proposal would split the lot into two parcels, each with one existing dwelling. The project requires two minor relief requests: (1) a waiver and modification for a rear yard setback of less than 6 feet (the required minimum for subdivided developed parcels is 6 feet; both parcels are slightly short), and (2) a subdivision exception because Parcel 1’s lot depth is about 1 foot less than the required 60 feet. Staff supported both requests, noting that the structures would not be altered and that the project is categorically exempt under CEQA Class 1 (Section 15301). Commissioners asked clarifying questions about future alterations and expressed satisfaction with the presentation. No public testimony was offered. The Commission closed the hearing and proceeded to a vote.
Key Outcomes
- Approved Consent Calendar: Motion to approve the consent calendar (items 1 and 2a) passed unanimously (7-0).
- Approved Subdivision Application: Motion to approve the Tentative Parcel Map, Waivers and Modifications, and Subdivision Exceptions for 321-323 Acacia Avenue passed unanimously (7-0). The Commission also determined the project is categorically exempt from CEQA.
- Staff announced the introduction of Ali Wolf from the City Attorney’s office and a future presentation in August on the upcoming zoning ordinance update, which will include stakeholder feedback.
- Commissioner inquiry regarding the possibility of moving future meetings to 6:00 PM was addressed by the Chair, who noted the issue will be revisited in the fall depending on commissioners’ work schedules and the return to in-person meetings.

This meeting is being held in accordance with the Brown Act as currently in effect under the State Emergency Services Act, the Governor's Emergency Declaration related to COVID 19, and the Governor's Executive Order N2920, issued on March 17th, 2020, that allows attendance by meeting attendance by members of the Planning Commission City staff and the public to participate and protect the meeting by teleconference. Teleconference locations are not open to the public. To provide comment during the meeting, please use the raise hand function indicating that you would like to speak, and you will be unmuted in order during the times reserved for public comment. We got uh Friday night got a message from uh Kruchia, which uh said that uh you would uh withdraw these missiles and technicians and so on, providing we're not planning to invade Cuba. We uh then got a message uh the public one the next morning in which he said he would do that if we withdrew our missiles from Turkey. Is this an appropriate comment? Enver has been removed. All right, we can continue as normally scheduled. Okay. Maybe have flashback to 1962. Not that I was there. No, I heard about it. Does any commissioner wish to pull an item from the consent calendar?
