Uh again, Chris Espiritu, senior planner with the planning division here to present the proposed live work project at El Camino Royale and Hickey Boulevard.

Uh so the project site is located near the northwest corner of El Camino Royale and Hickey Boulevard.

Uh, this site uh frontage is entirely on El Camino, and other adjacent uses to the site include a motel, the travelers in, uh gas station, car wash, and other commercial uses and retail uses as well.

So the site is currently a vacant lot, uh, as you can see there, and there is no established address uh for the project site.

Um there we only have an assessor's parcel number, uh 010 171-210.

And the lot itself is a uniquely shaped lot uh with a single frontage on El Camino.

Uh so before we dive into the project, I would actually want to read into the record and acknowledge uh an updated plan set that was submitted by the applicants on October 15, uh, 2021.

Now the uh revised plans reflect minor changes to the civil engineering plans, uh, but would not alter the project substantially, and the a minor correction to the calculation of open space on the cover page from 1447 square feet to the actual calculation of 1620 square feet.

Um, so with that, uh the project before you tonight uh proposes to construct a new three-story live work building.

Uh the city has not had many of these types of projects before, and I will defer to the applicants' team to walk you through the project details in their presentation after this.

But in general, uh the project would include four live work units, seven vehicular parking spaces, including an ADA accessible space, four bicycle parking spaces, uh landscaping and open space, um, and provisions for bicycle and pedestrian access to the site through a walkway and a new sidewalk along El Camino Royale.

So the project is located in the community commercial or CC zoning district, and per the municipal code, um, there are a variety of commercial and employment type uses that are allowed here, either by right or with the approval of a use permit.

Now, the project is actually specifically identified in the CC zoning district as live work units and is principally permitted as a commercial use in the CC zoning district.

So, as proposed, uh, the project actually complies with all applicable development standards uh as defined in the zoning district.

Um, and the project generally meets all specific development standards concerning the lot, such as lot size or density, building form and location standards, such as maximum heights, let lot coverage and minimum yards, and as well as any other additional development standards like open space and landscaping, which in this case, the project is aiming to provide uh greater than the minimum required.

Um, and in addition to the general standards of the zoning district, uh the municipal code also has additional development standards specific to live work units.

Um, as defined under section 20, 350 25.

Uh any new live work projects are required to comply with floor area requirements, in which 50% of the live work unit shall be designated for work activities.

In this case, the project allocates about 55% of each unit for work activities.

Also, uh open space shall be provided at about 150 square feet per uh live work unit.

And here the project provides about 176 square feet of open space, as well as an additional uh common ground floor open space area.

And also uh parking for the for each unit shall be provided at a 1.5 ratio.

So again, four units.

So the project will be providing seven spaces for four units, uh, one for each unit and three spaces for visitors or commercial patrons.

And overall, the project does comply with those specific live work requirements of the code.

So the tonight the project is not requesting any exceptions to the code, conditional use permits or any other entitlements.

As far as the only entitlement, the project is requesting approval of the design review permit, DR20-uh 0015, based on recommendations for approval from the July 29th meeting of the design review board or DRB.

And speaking of the DRB, the project was reviewed twice, first on in uh September 2020, where the DRB expressed significant concerns regarding design, site access, drainage, and it ultimately required a redesign and subsequent review review by the DRB.

And then on July of this year, July 29th of this year, the project was again reviewed by the DRB, and they were very supportive of the applicants' design revisions, which is what you saw earlier.

  • Staff Report: Stephanie Skangos detailed outstanding conditions: (1) noise attenuation curtains not installed (fire department restriction), (2) parking spillover into neighborhood despite signage directing to Smart & Final lot, (3) debris cleanup within 500 feet (some complaints), (4) dedicated complaint line not maintained, (5) exterior facade repainting incomplete (financial constraints), (6) removal of old wooden sign and installation of alley fencing pending building permits. Safety concerns were noted by police, with calls for service concentrated at closing times (10 PM to 1:30 AM).
