The Spokane Valley City Council met on November 5, 2025 at 5:00 PM at City Hall. The meeting included action on a property tax ordinance, a divided vote on the 2026 Tourism Promotion Area (TPA) budget, and discussions on the city's legal newspaper, a lodging tax advisory committee request for an ice rink project, and allocation of excess fund balance. Public comments touched on election results and the legal newspaper decision. Councilmember Wick was excused.
Thank you. Next we'll do roll call with help from Ms. Patterson. Mayor Haley? Here. Deputy Mayor Hattenberg? Here. Councilmember Merkel? Here. Councilmember Higgins? Here. Councilmember Patton? Here. Councilmember Yeager? Here. And Councilmember Wick. Move to excuse Councilmember Wick. Second. All those in favor? Aye. Opposed. Councilmember Wick is excused. Next, we need to approve our agenda. Move to approve the agenda. Second. Aye. Opposed. The agenda is approved unanimously. We don't have any special guests or proclamations, so that takes us straight into our general public comment opportunity. This is an opportunity for the public to speak on any subject except agenda action items as public comments will be taken on those items were indicated. Please keep comments to matters within the jurisdiction of the city government. Is there anyone on Zoom this evening? No, there is nothing. The results speak for themselves. Voters rejected the misinformation campaign by Councilman Merkel's coalition, reaffirmed their trust in a steady, accountable leadership. Primary results, Ben Wick, 67%. Pam Haley, 55. Laura Patton, 62. Approximately 92,625 votes, votes counted, about 22,000 remaining. That's a turnout of about 24.8%. Even with the ballots still to be counted, these margins are well beyond what late voters could change. Spokane Valley uh voters chose honestly balance and responsibility, responsible management over division. Thank you again to every resident who took time to vote. We truly live in a great city, one with strong leadership, solid foundation, and a commitment to truth and accountability. Thanks to everybody. That completes those who've signed up, but if there's anyone here who would like would like to comment, now is your time. Seeing none, we'll move on to action items. Up first is ordinance 25-016. Ms. Patterson.
