Speaker 1

0:47

Good morning.

0:51

I

Speaker 2

0:52

am waiting a couple more minutes.

0:53

I do see a couple people in the room, but um I'm gonna wait just a couple more minutes before we get started.

Unassigned speaker

1:00

So

Speaker 2

1:01

if you can't hear me, go ahead and put something in the chat.

1:04

But otherwise hang tight and we'll start

Speaker 1

1:06

in just just about one minute.

1:57

All right.

2:00

Well, welcome

Speaker 2

2:01

to the 2027 lodging tax grant technical assistance meeting.

2:06

My name is Sarah Farr.

2:07

I am the accounting and finance program manager here at the City of Spokane Valley.

2:12

And uh with me is Sarah Maddox, uh, the accountant who works on grant programs alongside me.

2:19

And so we'll go ahead and get started with this today.

2:24

Today we're just going to go over a few high-level lodging tax facts and rules, the grant process, and then Sarah is going to walk you through a lot of the applicant resources and the actual application online that you will expect to see when you apply for the grant, and then you're welcome to ask some questions at the

Unassigned speaker

2:45

end.

Speaker 2

2:46

So let's just dive in and get started.

2:49

So real quick, let's go through the law and restrictions for the revenue.

2:53

Uh Washington law allows the city to impose lodging taxes and to use those revenues for all of the purposes that you see on your screen.

3:02

Now it's important to know because before applying, you should understand what you are actually eligible to apply under.

3:09

Uh, for example, if you're nonprofit um that owns a facility that's tourism related, you could apply for operations expenses or marketing or operations for a specific event.

3:22

Um however if you want capital expenditures to be paid for, you must be a municipality or public facility district.

3:32

And so we get into some of that eligibility when we're reviewing your specific application.

3:38

But but know the the purposes and reach out if you have questions regarding your specific uh situation.

Unassigned speaker

3:47

So

Speaker 2

3:47

the city's source of revenues are a total of 3.3%.

3:52

And there's two separate portions to that.

3:55

Important to know again, the two percent portion can be used for any of those uses listed on the previous screen, and that's under state law, where 1.3% portion of that tax that we collect is specifically restricted for capital expenditures.

4:13

And again, I just mentioned that for capital expenditures, you must be a municipality or a public facilities district.

4:19

So that 1.3% is is very restricted for those uses only.

4:24

Today we're mostly going to be covering this 2% tax portion because that's what we're um that's what we're offering with this grant funding in 27.

Unassigned speaker

4:36

Now

Speaker 2

4:37

state law requires that the city of Spokane Valley establish what's called the lodging tax advisory committee.

4:43

We refer to them as the LTAC, and they uh are responsible for reviewing the applications and making funding recommendations to our city council.

4:52

Uh by law, the LTAC has to have two representatives from businesses that collect the tax.

Unassigned speaker

5:00

This is the hotel years, basically.

Speaker 2

5:02

And then two people involved in agencies in some way that are that are authorized to be funded.

5:08

So anyone who could be a grant applicant, two people on that committee need to be in that category.

5:15

We then have an elected official as our fifth member that serves as the chair.

5:19

And currently our mayor Laura Patton sits in that seat.

Unassigned speaker

5:25

So

Speaker 2

5:26

all that being said, for anyone who's not applied before, this is a 30,000 level overview.

5:31

Most important parts that you apply, you complete all of the documentation and application and you submit that prior to 4 p.m.

5:40

on October 30th.

5:42

You will then be required to present to the LTAC at their open public meeting.

5:48

And this is highlight of your presentation of your application in that presentation.

5:52

And that is currently set for November 18th of this year.

5:57

And then if you were awarded, you'd finalize a grant contract agreement with the city.

6:03

So that leads us into some important milestone dates that you really should be aware of.

6:09

A lot of these dates are in the RFP materials and other on our website.

6:14

But we did release the application on September 28th.

6:18

It is due, like I just said, 4 p.m.

6:21

October 30th.

6:22

We cannot accept late applications.

6:25

So the system will cut you off at 4 p.m.

6:27

if you're not finished.

6:28

Then again, that November 18th date, very important.

6:32

You are required to present to the LTAC, who will then deliberate and make funding recommendations at that open public meeting.

6:42

And then we anticipate the council making that final determination of awards in January of 2027.

Summary of Proceedings

City of Spokane Valley 2027 Lodging Tax Grant Technical Assistance Workshop - October 20, 2026

The City of Spokane Valley’s Accounting and Finance Program Manager, Sarah Farr, and Accountant Sarah Maddox hosted a technical assistance meeting on October 20, 2026, for prospective applicants to the 2027 Lodging Tax Grant program. The meeting provided an overview of the legal framework for lodging tax revenue, eligible uses, the competitive application process, and key deadlines. The City plans to award approximately $250,000 from the general 2% portion of the lodging tax for the 2027 cycle, prioritizing continued support for legacy organizations and alignment with the city’s tourism strategic plan.

Public Comments & Testimony

  • A representative (Leslie) asked how to track hotel stays if their organization currently lacks a method. Sarah Farr advised that applicants must provide estimates at application using a defined methodology (e.g., direct count, surveys, registration) as outlined in the JLARC guidelines, with a concrete plan for tracking actuals for post-event reporting.

Discussion Items

  • Legal Framework and Eligible Uses: Sarah Farr summarized Washington state law permitting the city to impose a 3.3% lodging tax, split into a 2% portion for general tourism purposes (operations, marketing, events) and a 1.3% portion restricted to capital expenditures for municipalities or public facility districts. The 2027 grant funding draws exclusively from the 2% portion.
  • Lodging Tax Advisory Committee (LTAC): The statutorily required LTAC, composed of two hoteliers, two representatives from eligible agencies, and chaired by Mayor Laura Patton, reviews applications and makes funding recommendations to the City Council. Applicants must present their proposals to the LTAC on November 18, 2026.
  • Available Funding and Council Priorities: The City Council’s goals prioritize building the capital (1.3%) fund, leading them to offer only the 2% portion for 2027, with approximately $250,000 anticipated. The Council directed the LTAC to prioritize continued support for legacy organizations and projects aligned with the city’s tourism strategic plan.
  • Application Requirements and Process: The application portal closes strictly at 4:00 PM on October 30, 2026. It cannot be paused or saved mid-application. Eight mandatory documents in PDF format are required, including a Business Statement, Project Summary, Detailed Project Budget, Scope of Work, Impact on Tourism estimate template, Goals and Metrics, Project Authorization, and Board of Directors list. Optional documents include an operating budget, presentation materials, and prior tourism impact reports. Funding is disbursed on a reimbursement basis. Applicants must confirm their ability to meet insurance requirements ($2M general aggregate and per occurrence commercial general liability, plus auto and workers' compensation).
  • Impact on Tourism Template: Sarah Maddox explained the mandatory Impact on Tourism form, emphasizing that “paid lodging nights” track room nights, not total attendees. Applicants must provide estimates using JLARC-approved methodologies.
  • Application Portal Demonstration: Sarah Maddox walked through the online portal, showing how to upload documents, view error notifications, and certify required statements. She strongly warned against starting the application without having all documents saved locally, as the system will not allow progress to be saved.

Key Outcomes

  • Vote/Decision: No formal votes were taken at this technical workshop. The application parameters and directions were presented as established by City Council policy.
  • Key Dates Announced:
    • Application Submission Deadline: October 30, 2026, at 4:00 PM.
    • Applicant Presentation to LTAC: November 18, 2026.
    • Staff Presentation of LTAC Recommendations to City Council: December 8, 2026.
    • City Council Final Award Determination: January 2027.
    • Contract Execution: Expected within weeks of the January council decision.
  • Directives for Applicants:
    • Develop a clear methodology for tracking visitor estimates and actuals.
    • Confirm insurance coverage capability at the time of application.
    • Save all application materials locally before opening the online portal.
