We'll call to order the uh first transportation committee meeting of the year and of the 32nd board.

I'd like to welcome all of you.

Can um we have uh uh we have representatives Sanford, Representative Shore, Representative Policeia, Representative Weathers, Representative Hughes, Vice Chair Stone, and I believe I have everyone.

Um we also have as our special guest Luke uh Buttonweiser with the um uh the traffic planner with the uh transportation department and um we have one agenda item um for today.

Uh so um this item is uh T32 uh dot zero zero one.

It's an approval uh for the contract with Sightstream LLC for automated traffic enforcement safety devices uh and services, uh RFP 2025.0297.

Um Luke Buttonweiser is going to uh give us um a high level overview of this uh presentation.

Uh thank you, Chair uh Weirs.

Um again for everyone who doesn't know me, my name is Luke Buttonweezer.

I'm the transportation planner here in the transportation traffic and parking department.

Um before you tonight is a contract for approval, as the chair mentioned for an operator of our automated traffic enforcement safety devices, also commonly known as speed safety cameras.

Um I have a quick presentation just to kind of go over some background on the ordinance and the locations and as well as just go over our standard contract um and vendor approval process.

Again, I just want to emphasize that um the locations and the ordinance for uh speed cameras has already been approved by the board of representatives.

This is a contract here um for the operator.

So just um know when you can see my screen.

Yep, okay, cool.

It's a quick agenda.

So um automated traffic enforcement safety devices, Colinos speed cameras are um covered under article or chapter 230.

Oops, sorry, chapter 231.

My double screens are all messing me up here.

There we go.

Chapter 231 article, I guess that is 13 of the Stanford board uh code of ordinances.

This is passed by the board of representatives back in April 2024.

Um these are just some key points.

So all the funds will go towards roadway and safety improvements in Stanford, basically the profit.

So the system will pay for itself as this contract will be paid for out of funds from the system, but any profits so to speak will have to go towards roadway safety improvements in the city.

They can't just get deposited into the general fund or be used for other uses.

Vehicle owners, um, important note, owners, not drivers, will be ticketed for exceeding the posted speed limit by 10 miles per hour or more.

The fine for first violation is $50, and subsequent violations are $75 with a $15 processing fee for both.

Under this um ordinance.

However, the contract before you tonight does future proof if that should change in the future.

Um all those uh camera locations have to be approved by the board of representatives.

Um the next slide is going to tell you what those locations are.

Um important to know that all violations have to be your approve um review and approved by a city of Stanford employees, so it's not the company issuing these, it is an employee of the city of Stanford actually doing the final review and issuance of all the violations.

Um generally programs managed in the department I work in as the uh transportation traffic and parking department.

It's not a program of the police department.

Um they don't really have any management of it or oversight, however, we do work with them.

Um and then also just note that violations will not impact your insurance or go towards points on your license.

I really just say they're like getting a parking ticket.

That's very much similar to how this works.

It's very much akin to a parking ticket.

So I'm just gonna.

So the approved location.

So there are 14 approved locations, or um, really there's seven, but there's a camera in each direction.

So Cluna Middle School, Springer Elementary School, Dolan and Tokwam, um Stanford High School, Stark School, KT Murphy, Strawberry Hill School are the seven schools.

Um this was uh selected based off a few factors such as percentage of students who walk to school, um, crash history, and um if these roads are on the city's vision zero high-end network, as well as um and and you know, speeding issues basically, um, which is basically considered six miles per hour, the 85th percentile speed being six miles per hour more over the posted speed limit.

Um, I would say all this information as well as the approved plans are posted on the city's website.

And then just uh vendor selection and contracting process.

So this RFP went out about um this time last year, basically for full turnkey service operator of our automated traffic enforcement safety devices.

I say automated traffic enforcement safety devices, by the way, because that's the technical term in the state statute, as well as the municipal ordinance.

So the vendor is responsible for things such as installation and maintenance, revenue collection, having the online portal, um, any customer um service requests or needs, appeals process, and as well as the um company will actually do a first round of citations.
