We pray for the healing of brokenness and the healing of our economy and the prosperity of this city.

We ask that you help us be agents of change for our neighbors one to another, bringing contributions to our fellow man.

We pray that this city will shine as a light of compassion and hope for others.

Teach us how to engage and win the city through prayer.

Teach us patience, for patience is the guiding force.

Sometimes change comes quickly, sometimes change comes along time.

Sometimes changes require global intermission.

We thank you for giving us the trust that you've given us the compassion to work together for the common goal.

We ask that the city will recognize the care that it needs for righteous infrastructure.

We teach us our hands how to war against the opposing enemy and not one another.

And Father, as I end this prayer, I thank you for the institution of education and commerce and manufacturing and jobs and all the things that will be discussed for zoning and the things that will be beneficial beneficial to others and bring equality to others in Jesus' name.

I pray that every man, woman, boy, girl, and child will be experienced the hope and harmony that lies in this room.

I thank you, Father, for giving us the peace that surpasses all understanding that only you can give.

Except the Lord watch over the city, he that watch, watch in vain.

We thank you that we're privileged United States to have Army, Navy, Marine, Air Force, Space Force, Coastal Guards, National Guards, and Reserve Guards.

The following item previously had a public hearing, LR32.004, amending section 214-32 of the Code of Ordinances to allow the city to accept a private road by only requiring a petition signed by no less than two-thirds of the owners.

All right, giving anybody, this is Kieran Edmondson, a water sign neighborhood resident of the city, Esteba, Connecticut.

And I need to make another brief statement to our members of this board about passing an important item for tonight's meeting about adding more levels of sort of in the sidewalks, streets and parking spaces of left over snow conditions prior to the address of one of the most snowy um winters if that's the emperor in New England has ever experienced from these blizzards, snowstorms and dangerous uh conditions of colder um um degrees.

So we're repetitive.

As we just experienced two snowstorm blisters last week uh and on June 25th of last month, which caused snow conditions to be above uh eight to sixteen inches in many parts of the city, which causes people to stay inside for in one time the people urging city employees uh or the neighbors to plow outside other homes so they can be able to get out of other properties and that we are exactly 18 more days from now until the first day of spring, which occurs on Friday, March 20th.

Uh I seriously need all other members of this board tonight to pass it this item um f32.044, which uh which uh um agrees with a plan for many of our employee individuals are ticketing to put out more soft and many roads, sidewalks and parking spaces that still has snow.

So when so when warm weather comes, we can see more snow melting.

So we wouldn't have to worry about um falling down getting a places and be prepared there for warm weather to be honest by Tobar's editors.

Uh good evening.

My name is Mike Bob.

I'm uh about uh come over here in 1971.

I was 17 years old, you know.

So uh Stanford has been very good to us.

So I think uh I want to give something back, you know.

So my 20 some years experience uh deal with the nature.

I wanted the new generation to not have to suffer the consequence because we are uh overbuilding and we need to do an excellent job.

In other words, uh, we're talking about creating affordable housing.

So we want to subdivide.

So when you do that, you have to create a state-of-the-art, the septic system so that we make sure that uh we don't put pollution into the Long Island sound.

So we need to practice excellence in order to uh make a lot of good things.

You did a lot of beautiful things.

Uh the bioswells, uh, you know, roads and everything.

But we have to practice excellence.

There's no question about it.

You know, matter of fact, they left uh some of this about we even use leaves the developer stewardship.

I only put on the on the booklet because uh there's my telephone number, so I don't want to give it to everybody.

But this one, there's no telephone number.

I want to share I want to share it to everybody, but you know, even in Cuba, you know, they practice agroecological excellence over there.

And uh, you know, if we just do things that for and move on, we're gonna end up into a bad situation.

You know, I remember when I came in this country, used to go watch the watch of soccer games, and we find the burned down building on the way to the Bronx over there.

And ask my uncle, what's going on?

We don't have no water over here.

Yeah, we know I have enough water, but they burn the buildings down, they collect the insurance, and then the mayor catcher comes in and give everybody for a dollar to put more people in.

I mean, we have to somehow refrain to do these kinds of things.

We have to do things like the ancient uh civilization was doing, you know.

In Italy 20,000 years ago, there was a town still there to make a motel to the town of 20,000 years ago because it was built at the right place.

New York is building a rock, they're spending a million dollars a day to make a river underground, otherwise the city will collapse.

We we are not set up to do that.

We want to see what we're set up to do it.

We gotta do an excellent job.

Uh otherwise we're gonna suffer the consequences.

And uh this unselfish.

I mean, not to be seconds left.

Uh it's Dave Adams here from Glenbrook.

Um, I wanted to speak on uh a number of different things, but uh I wanted to uh uh preface with how important it is to make sure that before you go and make decisions, you have done your absolute due diligence.

Obviously, we all live busy lives, we uh only have so much information that we can consume in in a given day, but we need to be making the most informed best decisions that we possibly can.

Uh and I I encourage you to do so.

I I think a great example of where this may have not worked out that well was uh OPR's decision to uh deny the P the Parks and Recks Commission's items, um, which were for uh appropriation, one of them was for uh an appropriation for uh 500,000.

Uh how that information was mistranslated, I don't I don't really know, but um I I hope that we don't make mistakes like that in the future.

Uh because parks and rec is is absolutely a priority in the city, especially with what we're looking at in terms of the complete lack of tree canopy here in in the lower end of uh the city of Stanford.

Um, because trees, the tree company, it really needs to, it doesn't need to, you know, development and and and tree canopy don't need to be mortal enemies.

We need to be developing in a manner that preserves the tree canopy at to the greatest extent possible, and we need to be replacing the tree canopy that's been lost already.

Um I wanted to also speak about uh the fact that uh, you know, the appropriate the additional appropriation for 144 million dollars uh in fiscal for West Hill High School.

I I think that story uh got a little convoluted uh on fiscals meeting this month.

Uh it seems to be that uh the from the very get-go uh that we just needed to replace our most recently constructed high school.

Uh that was not the assessment at the time.

We needed a mold remediation for 301 million dollars, which I thought was an astronomical price at the time.

But if we remember back into that time, uh there was a lot of contention on the Board of Finance about uh the the administration's decision to just completely drop mold remediation and go for reconstruction on both West Hill High School and Broxbury uh school.

Um, and you know, if you go back into the record, you will see that there were some pretty pretty you know, uh energetic conversations that were had uh in their meetings about this very subject.

And I I encourage you to go back and do that, and I I think you should hold that item until you do so.

Um but listen, uh I I think it's really a mistake to even limit your own your own debate.

And I want to make it very clear that you cannot limit debate in committees, and that includes the steering committee.

So I hope that is something that uh changes in the future.

And those are my comments.

Additional appropriation operating snow removal, salt for storms, requesting funds from contingency to maintain city salt domes at safe salt levels for the remainder of the 25-26 winter season.

That item passed on consent eight zero zero.

Item number three, F32.045 for 144,686,112.

Additional appropriation capital budget, project CP 1471, West Hill High Schools, West Hill High School Replacement Project, amending the fiscal year 2526 capital budget for the construction of a new West Hill High School, state and city funded, is passed 800.

Resolution amending the fifth fiscal year 2526 capital budget to appropriate 144,686,112 for the West Hill High School Replacement Project, and authorizing $36,171,528 in city general obligation bonds and authorizing related school construction grant.

Item LR32.012, approval of a prototype, proposed prototype form lease for use of space at the um Lathin Wider uh community center.

Uh and that item was withdrawn by the administration for procedural reasons.

Um so no action was taken by the committee.

Item three, LR32.013, approval of an agreement with Corvell Enterprise Claims Inc.

for liability claims administration, approved by the committee unanimously.

And finally, LR32.015 approval of an amendment to the board rules of order regarding personal tax, formally part of LR32.010 after being amended during committee uh motion to approve this item ultimately failed 270.

The personnel committee met on Tuesday, February 17th at 7 p.m.

in the Democratic Caucus Room.

And by webinar, we had two items on our gender.

Uh the first item was P32.008, a rejection uh item of the um assistant corporation council union labor settlement uh for 2026.

Uh and it was uh uh the committee voted to reject uh by vote of 500 and I move this item.

Thank you.

Thank you, Madam President.

Um, I just want to say that I come from a union family.

My mother was a factory worker, my father was a barber.

I am and always have been pro-union pro-worker.

I have been very vocal on behalf of our unions.

I believe deeply in the dignity of work and in the right of workers to organize and advocate for fair pay and benefits.

I was endorsed by both the fire and police unions in past campaigns.

I am also pro-taxpayer and the people in this city that serve us that are affected deeply when their taxes are raised, especially seniors.

That said, I will be voting against this contract.

That is not a statement against unions.

I am doing so because I have been informed that the compensation currently being paid is already at the top of the pay scale in the entire state.

I also believe it is very important to rely on the expertise of those whose responsibility it is to review these agreements in detail.

The Board of Finance is charged with examining every angle of this contract.

Many of its members have served this city for decades, and in my opinion, have done so, have done an excellent job keeping taxes manageable for the residents of our city while honoring contractual obligations that help workers.

Most of us on this board, myself included, are relatively new.

Our own committee reviewed this contract and voted to reject it.

And our committee chair will also be voting to reject it.

I am not so arrogant as to believe that I know better than those who have spent years evaluating municipal contracts and fiscal impacts.

For that reason, and out of respect for the process and the expertise involved, I will vote with those who have the institutional knowledge and responsibility to safeguard the city's long-term financial health.

We are merely sending this back to be negotiated.

It's not the end of the contract.

My vote is not anti-union.

It is pro-fiscal responsibility, pro-resident, and pro-process.

I believe we can support workers while also ensuring we are fair to taxpayers, and that balance is what guides my decision today.

I concur with uh Representative Camporelli.

My affinity for labor and so on is the same as hers.

However, the Board of Finance is charged with looking at the long-term health, financial health of the city.

And this is the second contract in a long line of much larger contracts that lie ahead, where the Board of Finance has cautioned that they set up, they set up precedent for much more expensive contracts down the line.

60% of our budget is due to union contracts to uh salaries and so on.

Sixty percent if the Board of Finance assessment where these contracts will lead us down the road, I only showed it to think what percentage of our budget will be consumed by these according to the Board of Finance general contracts, and whether our taxpayers will be able to fund them in the long term.

So for that and all the reasons of potential conflict of interest and so forth, I must respect the Board of Finance warning and vote to reject.
