Personnel Committee Meeting
The Personnel Committee of the Board of Representatives met on August 17, 2026, at 7:02 p.m. in the Democratic Caucus Room and via Zoom. Chair Carl Weinberg presided with four members present (Reps. de la Cruz, Gross, Pollack, Salas) and two absent (Vice Chair Pavia and Rep. Hill). The committee approved three Clerk of the Works contracts by unanimous 5-0 votes.

- P32.012 – Clerk of the Works II (Orazio Cirelli): Luke Buttenwieser, Senior Transportation Planner, presented the contract for a new permanent inspector to monitor utility road work, funded from the utility paving capital account. The position is non-benefit and will serve as the city's “eyes and ears” on road openings. The salary range for Clerk II is $85,902 to $128,853. Mr. Cirelli's primary role is utility work but may also support city projects. The contract is for three years with no extension option.
- P32.014 – Clerk of the Works II Renewal (Paul Montanaro): Also presented by Mr. Buttenwieser, this is a renewal for an eight-year employee who inspects paving, sidewalks, and curbs. He is at the top step of the pay range for a 40-hour week. Committee members clarified that Clerk II roles are field-based and do not follow a promotional ladder to Clerk III.
- P32.013 – Clerk of the Works III (Larry Ho): Katherine LoBalbo, Director of School Construction, presented the contract for a technical/administrative role on major school projects (West Hill High School, Roxbury K-3, Julia Stark renovation, others). Mr. Ho has 20 years of experience at a national construction firm. The salary range for Clerk III is $109,920 to $164,883. This position includes health benefits and leave but no pension. The work week is 37.5 hours, with overtime after 40 hours. The contract lists multiple projects; a duplication in the list was due to a drafting error.

Meeting everyone, the time is set to uh 2 p.m. on Monday, August 17th. Um this is the meeting of um of the um personnel committee of the 32nd Board of Representatives. I uh my name's Carl Weinberg, I'm the committee chair. I'll call the meeting to order. Um Christina, can you call the roll, please? Yes, I can Representative De La Cruz. Present. I don't see Representative Grills. He just texted me and said he is a few minutes away. Um we'll we'll announce his arrival when it happens. Okay, great. Representative Hill. I believe he is excused. Okay. And you said Vice Chair Babia will be late. That's what he said, yes. Okay. He's a man of his word. Okay, and Representative Pollack. Present. Representative Silas. Present. And Chair Weinberg is here. Present. Thank you. Um we have four members present uh out of seven, uh, with two on the way, but four out of seven is a majority, and therefore I declare that we have a quorum. Uh the first item of business is P. Well, the first item of business is uh in deference. We have two um we have two guests here. Um Luke uh Buttonweiser from is it Wiser or Weezer? Luke Button Weezer of Um. I always think of you as wiser. I don't know if no one else has uh Luke Button Weezer of the uh Transportation Department and Catherine Lobalvo of the School of Construction uh project. Um Luke has uh some pressing uh business off site, city business city business and off site. So in deference to him, I'd like to entertain a motion the the items that he's here to speak on are number one uh and number three on our agenda. So I'd like to entertain a motion if someone will do that to take up item number three uh before we take up item number two. So moved. Thank you. Is there a second? Thank you. Thank you. Uh may the record reflect that um that representative gross uh beautifully beautiful sartorial stay uh has joined the meeting, has arrived and he's joined the meeting. So please mark him present.
