Present.

1:02

Okay.

1:03

Awesome.

1:04

And then also in attendance from the city, we've got Luke Buttonweezer from the traffic department as well as Brandon Mark.

1:12

So what I'm going to do, we have two items on today's agenda.

1:18

And if you could scroll down just a little bit, Sheila on the on the screen.

1:23

Yeah, there we go.

1:25

If I could entertain a motion to approve item one, OPR 32.018 resolution approving cost recovery fee model for electric vehicle charges at the Bell Street Garage.

1:50

Second.

1:51

I have a second.

1:52

So at this time I'm going to open it up for discussion.

1:55

Mr.

1:55

Mark from the administration is here tonight to give us a little background of what this resolution is.

2:03

So Brandon, if you go by Brandon, I'm I'm going to go ahead and give the floor to you.

2:08

And then after you're done, I will open it up to the floor to for a little QA if you don't mind.

2:30

Yeah, there you go.

2:31

Yes.

2:31

Okay, cool.

2:32

Sorry about that.

2:33

Um everybody, my name is Brandon.

2:35

I'm uh from the city's engineering department.

2:37

I'm an energy engineer and sustainability manager.

2:40

Um so the items before you today are two cost recovery models for levying fees at both the Bell Street garage and the government center garage.

2:50

Um this is part of kind of a long time coming project where we received a grant a number of years ago to install chargers at both of those garages.

3:02

And through the the will of the the board at the time, they did request that um the city recoup all operating costs um associated with the usage of the chargers.

3:18

Um the grant does not allow us to make a profit for the first three years of operation.

3:26

Uh so this model kind of proposes like that that the fee that each driver would pay would be just equivalent to the typical cost that it is to operate the chargers, and that mostly boils down to the specific uh kilowatt hour or like dollar per kilowatt hour rate, the electric rate for each garage, as well as uh some overhead costs that will come as a uh like a flat service fee uh for each usage.

4:02

Um and that and the the way that this is set up is instead of just saying that this is going to be you know 25 cents uh per kilowatt hour forever, um, the reason it's more of a model is because these operating costs will change over time.

4:18

Um, as you know, electricity keeps getting more and more expensive.

4:21

Um, so to kind of account for that and to not have to keep uh bringing an item like this to the board.

4:29

Um we're proposing that we approve of a model rather than a flat kind of rate so that way we can take into consideration any change in operating costs over the next three years.

4:44

Thank you.

4:45

Are there any questions from the committee?

4:49

Or I don't think there's anybody outside of the committee on on tonight's call.

4:52

So if there's anyone that has any questions, if not um Chair Sanford, uh I did.

5:00

Um and I just wanted to I know I got some clarification on this, but I'd like to have it on the record that's hang on.

5:09

Sorry.

5:11

No.

5:13

Um sorry, I thought I had do not disturb on, but apparently it didn't work.

Operations, Parks and Recreation Committee Meeting - September 24, 2026

The Operations, Parks and Recreation Committee of the Stamford Board of Representatives met remotely on September 24, 2026, at 7:00 p.m. Chair Daniel R. Sandford called the meeting to order. In attendance were Vice Chair John Pelliccia and Representatives Bradford, Didelot, Gardner, and Zachary. Representatives Beckham, Finkel, and Salas were excused. Staff present included Energy and Sustainability Engineer Brandon Mark and Senior Transportation Planner Luke Buttenwieser. The committee considered two resolutions approving cost recovery fee models for electric vehicle (EV) chargers at the Bell Street Garage and the Government Center Garage.

Discussion Items

  • Item 1 (OPR32.018): Bell Street Garage EV Charger Fee Model – Brandon Mark presented the resolution, explaining that the city received grants to install chargers and must recoup operating costs without making a profit for the first three years. The proposed model, rather than a flat rate, adjusts to changes in operating costs, including electricity rates and a fixed service fee. The chargers are Level 2, with a 4-hour parking limit enforced by parking officers. Discussion included clarifications on the five-year fixed contract for management software and maintenance, variable electricity costs, and comparisons to other area chargers. Representative Gardner noted the blended cost came to about 26.5 cents per kWh as an example, based on a $11.03 charge for 41.6 kWh. The committee asked about enforcement and the lack of a special Eversource rate.
  • Item 2 (OPR32.019): Government Center Garage EV Charger Fee Model – The resolution is nearly identical to Item 1, with a slightly higher electric rate (one cent per kWh higher) at the Government Center garage. Members confirmed the same formula and process.

Key Outcomes

The committee approved both resolutions by voice votes of 6-0-0 (Sandford, Pelliccia, Bradford, Didelot, Gardner, Zachary in favor). Chair Sandford noted that the items will go to the full Board of Representatives on October 5, 2026, then return to the committee for a public hearing, and finally go to the full Board for final approval on November 4, 2026. Thus, final approval is not expected until November.

The meeting adjourned at 7:19 p.m.
