All right, the webinar has started.

0:03

Okay.

0:05

Good evening.

0:06

This is the Tuesday, September 22nd, 2026 meeting of the Stanford Planning Board.

0:15

First on our agenda this evening is the minutes from our previous meeting on September 8th.

0:23

Are there any uh questions, uh clarifications or revisions to the minutes from the members who were present.

0:34

Okay.

0:35

Um seeing none, do I have a motion for the minutes?

0:42

One move.

0:43

Okay.

0:43

I think I saw Ravi's first.

0:46

Um second from Drew.

0:48

All in favor, take your hand.

0:51

And it passes.

0:52

Um actually I realize I cannot see chat.

0:56

So for this one, we'll count the five.

1:00

Oh, there you go.

1:00

Okay.

1:01

I was just in the process of of turning on the video and and unmuting.

1:06

Sorry.

1:07

Okay.

1:08

So I just have to keep track of our alternates then.

1:12

So um so for this vote will include Drew since Drew had seconded the motion.

1:21

Um next, uh, which does not require um a vote is review of the 2027 meeting schedule.

1:35

Um I actually I really like I'm you I've got I got so used to getting things in the mail.

1:40

This is one of those things where I realize I have to um the main the main reason that we've done review for the calendar has primarily been to kind of check for if there are any um conflicts uh with uh dates for the coming year.

1:57

Um, in particular, you know, various cultural observances and holidays that aren't already marked on like the public school calendar, um, that would indicate a need to shift the dates.

2:09

Um do our members have that material in front of them.

2:21

Um just a moment.

2:28

Um are there are there any items that uh look like they need to be shifted or considered.

2:44

Um and if not, uh again, we don't have to like approve the schedule, but um, should any other um insights come up, you can feel free to send those to Leslie and we can amend appropriately.

3:02

Um next on the agenda is request for authorization, commercial lease agreement by and between the city of Stanford and St.

3:11

Leo Roman Catholic Church at 24 Roxbury Road.

3:15

Um this is a proposed license agreement with uh St.

3:18

Leo Roman Catholic Church Corporation and St.

3:21

Leo's for the city's use, a portion of St.

3:24

Louis Leo's parking lot during construction of the new West Hill High School.

3:29

St.

3:30

Leo's will provide 80 certain parking spaces at its 24 Roxbury Road location for the city's use during the duration of West Hill School construction.

3:41

Um exchange the city will reimburse St.

3:45

Leo's for snow removal costs during the period of the city's use, not to exceed $10,000 in any given year and to repave a portion of the parking lot used by the city once this agreement expires.

3:57

Um seems fairly straightforward and would like to invite um if you want to introduce yourself for the record to add any detail to this item.

4:07

Good evening, Catherine Labalbo, director of school construction.

4:10

Uh Director Kinona census apologies.

4:13

He had a conflict this evening, so he sent me in his stead.

4:17

Um, but we found that the uh the parking agreement worked very well towards the end of the uh last year.

4:24

We had um just a temporary, we tried it out temporarily.

4:28

This helped mitigate you know concerns about traffic along Roxbury Road and uh all the additional parents that would have to be coming to and from the site at odd hours, either early drop off or late evening drop off.

4:42

Um so it uh we found that it was working well, and now we are coming to uh to seek formal a formalized agreement.

4:53

Uh Jeremy, I see your hand.

4:56

Yeah, Catherine.

4:57

So I just one point possibly of clarification.

5:02

Is this for the um student uh parking or is this for construction personnel parking?

5:10

This is for students only this is for students yeah so this is uh 80 parking spaces because we had to shift them off campus and that was very um we understand how disruptive that was for the parents and we're very happy to find that partnership with St.

5:27

Leo's yeah um I guess a follow-up question I know there's the West Hill project along with the Roxbury Road project that has a significant amount of construction personnel respectively for both of those as well uh has the um you know has your department considered any parking agreements for either of those you know construction personnel as well or expanding this for that it it became a lot more complicated when it went beyond um the minor like the minor students so for West Hill high school they're all up the construction team is all on that campus.

6:08

Um also the volume of personnel the church needs its own parking as well and then construction timing we struggled with kind of navigating that um so I guess in that's my way of saying we considered it we we tried to figure out what might might work but all the construction parking uh at least at West Hill is happening beyond the fence line um which is which we think is appropriate you know we don't want to have construction crews walking up or shuttling up to West Hill through the main campus or trying to come around Long Ridge.

6:47

But yeah Yeah I think you and I both know right that the overflow and and you know at heightened times of of project schedules there could be upwards of probably 150 to 200 personnel or if not more right with you know another school project of probably the similar quantities so you know that that overflows into the neighborhoods and everywhere else so and hence my question.

7:12

Yeah no it's a great one we uh we did we tried to see what flows might work we also I mean this is a little bit away from the agreement but we were like should we stage buses you know we were we were trying to figure out and you um probably didn't may not have had the opportunity to experience the first week at at West Hill and Roxbury but um we even had to try a couple of different circulation patterns until we could get it right we had some temporary signage up because we changed circulation patterns at both schools so um it it was useful though that we had kind of this temporary trial with with the seniors in the prior year but yeah we we tried a couple of different options and we looked at a couple of different things so yeah this seems to be what this seems to be what sticked okay thank you yeah no further questions um chat yeah thank you catherine um are do any of the uh I I think I I think there's a traffic signal at Roxbury and West Hill is it currently equipped with a crosswalk um mechanism as well uh there is okay yeah cross it's a four there's there's crosswalk buttons at every single one of those and and um there are no other places technically to to cross the street uh further down toward uh still water are there there are not yeah so when it during your test run how did you keep people from crossing uh at their own hazard exactly um so it is written into there always has been um well this is a bit on the operational side of the school it's not written into this uh when the school issues permits they um have an agreement form that parents and students have to sign and in that form it talks about you know uh no uh you must follow all crosswalks uh you must follow all rules no it there are there are is a number I'm kind of paraphrasing but that is that is the agreement and um principal Ronaldi has been a fantastic partner in enforcing uh uh behavior with the students um and families and I and he's put this forth as understood that this is um a privilege and uh and a partnership and we want to be great neighbors um so that is that is how we're we're enforcing it now you know we we try to be very clear and upfront about that um that it it can you know it can be revoked if we find there's there's scenario where somebody's not using crosswalks and things like that.

10:03

Yeah.

10:03

Which we would of course not want to do, I'm sure there would be, but um well, I I I suppose as a precaution in case um, you know, there are there are uh more people willing to dare it um than follow the the um guidelines to potentially put some temporary fences, you know, along along that section of uh the West Hill side of the street, you know, to prevent people from crossing accessing the street at this point.
