- Application 224-19 – Text Change for Parking Requirements:
- Presented by Ralph Blessing and Frank Petise, Transportation Bureau. Proposed changes based on the 2023 Citywide Parking Study: reducing parking requirements for large group parking facilities by 5%, eliminating parking requirements for lots under 25,000 square feet in downtown (Master Plan categories 11 and 16) within 1,200 feet of a municipal parking facility, increasing parking for studios, decreasing for larger units, and allowing side-yard parking on corner lots in certain single-family districts. Board members expressed concerns about the accuracy of parking occupancy data, potential spillover congestion, and the impact on residents. The public hearing was closed.
- Application 223-38 – 800 Long Ridge Road: Site and architectural plans for a multi-family development. Board members discussed design, traffic, and sustainability. Conditions included a $250,000 contribution to traffic improvements and a $250,000 fee-in-lieu for sidewalks, plus a clause requiring the applicant to mitigate any traffic issues on side streets if they arise. - Application 224-26 and 224-08 – Text Change and Map Change for 1600 Summer Street: Proposed creating a new CG North zone (north of North Street) with a height limit of 75 feet (7 stories) and a special permit bonus of up to 20 feet (later amended to 15 feet) for adaptive reuse of at least 60% of existing floor area. - Application 223-23 and 224-04 – 91 Hope Street: Map change from R7.5 to R1 was approved unanimously (5-0). Site plan approval for a residential development with two ownership BMR units at 50% AMI was discussed; conditions were presented, including a fee-in-lieu for a fractional unit. The board agreed to finalize affordability plan details regarding common charges.

Okay. I'd like to welcome everyone and call tonight zoning board meeting to order. I'm David Stein, Chair of the Zoning Board, and it is 6:35 on Monday, July 29th, 2024. The members of the board and staff are holding this meeting by Zoom video conference. The public is in attendance both on video conference and by teleconference. I'd like to first do a roll call of the board and the staff. Bill Morris here. Jerry Bozak. Here. Raquel Smith Anderson. Here. And now for the staff, Ralph Blessing. Present. And Vanita Mato. During tonight's meeting, the board's microphones will be on throughout the meeting. The uh with me for a second. And the um we will during the first part of the meeting. It'll we will have the public hearing during which the public will have an opportunity to speak. And each member of the public will be muted until it is your turn to speak. Here's the procedure for the public to let us know that you would like to speak. Richard Redness Text Change, River Bend Center LLC is seeking to amend the City of Stanford zoning regulations to revise portions of the HTD regulation and create an opportunity to infill new residential development, where it helps sustain the maintenance and viability of existing industrial slash flex type uses in new or existing buildings. Um I understand until our September 9th, 2024 zoning board meeting. Okay. So application 224-11, which is the river bend uh application, um, will not be heard tonight, and it will be continued until September 9th, 2024 at 6.30 on Zoom. Um, so for members of the public who wish to speak on this application, um, show up at our next meeting, which is September 9th, 6.30. The next application we have is application 224-10, City of Stanford text change. The purpose of this text change is to streamline the existing regulations for non-conforming uses, add provisions for non-conforming buildings, structures, and lots, eliminate special permit provisions, and facilitate the conversion of obsolete structures and uses to viable uses. Um this application is also being continued until September 9th, 2024. So it will not be heard tonight. Um, so application 224-10 is continued to September 9th, 2024 at 6:30 on Zoom. Um just um so the public knows um application for 91 Hope Street and for 800 Long Ridge Road, um, both have been closed. So um they will come up for deliberation tonight, but there is the public hearing on them is is completed. So we're um there will be no more public comment on those two. Okay, next application is 224-14, City of Stanford Text Change. Purpose of the proposed regulations is to more tightly regulate cannabis retailers and smoke shop and tobacco stores in order to better protect the public health and welfare, in particular, of children and adolescents.
