- Petition to Appeal HTD Text Change (Application 224-1) – Ralph Blessing presented a memorandum from the Law Department concluding that the petition did not meet the required threshold (20% of property owners within 500 ft of the HTD district, including Darien properties). Valid signatures totalled 67 out of 426 eligible owners (15.73%); even excluding Darien, the rate was 19.65% (below 20%). The board voted 3-1-1 not to refer the petition to the Board of Representatives.
- Coleman Towers – Condition Removal (Application 224-2024) – Rick Redness (Redness & Mead) requested removal of condition #8 requiring shared vehicles, citing that the new parking regulations (Category 1 for affordable buildings) and actual low parking demand (74 occupied units, 52 cars, 0.7 ratio) make the condition unnecessary. The board approved removal 5-0.

Alan, yeah. Make me a co-host, please, Fanita. Thank you. You can start the meeting, David. Okay. I'd like to welcome everyone and call tonight zoning board meeting to order. I'm David Stein, Chair of the Zoning Board, and it is 635 on October 21st, 2024. The members of the board and the staff are holding this meeting by Zoom Video Conference. The public is in attendance both on video conference and by teleconference. I'd like to do a roll call of the board and the staff. Bill Morris. Jerry Bozak. Here. And Raquel Raquel Smith Anderson. Here. Okay. For staff, um Ralph Blessing. Yeah. And uh Benita Mater. Here. Okay. The board's microphones will be open throughout tonight's hearing. The applicant's mics will be open during the public hearing for their application. However, I would ask the applicant to please mute their microphones when not speaking in order to reduce background noise. The first part of the meeting is the public hearing during which the public has an opportunity to speak. Each member of the public will be muted until it is your turn to speak. This is the procedure for the public to let us know that you'd like to speak. If you came in through Zoom, please use the raise your hand function in Zoom and you will be unmuted when it is your turn. If you called in on one of the telephone conference call phone numbers that Zoom uses, please press star nine and this will raise your hand.
