- Traffic/Pedestrian Improvements: Agreement with the city’s Transportation, Traffic & Parking (TTP) division: applicant will contribute $50,000 prior to building permit for a raised crosswalk, rectangular rapid flashing beacons, and other calming measures at Hamilton Avenue and Lawn Avenue. Also, new sidewalk along the site frontage.
- High-Cube Fulfillment Center Condition: TTP requested a condition that if the building becomes fully occupied by a “high-cube fulfillment center” (e.g., Amazon-like last-mile delivery), the use must come back to the Zoning Board for review. After discussion, the board modified the condition to require board review if more than 80% of the building is used for such purposes, in consultation with TTP.
- Public Comment: Monika Twal (37 Hamm Street) raised concerns about storm drainage system benefits, school bus stops, and potential 24/7 operations (e.g., Amazon). Attorney Hennessy responded that the drainage system will reduce off-site peak flows, that bus stops are not on Hamilton Avenue near the site, and that prior industrial uses had multiple shifts. He also noted a condition prohibiting truck idling beyond three minutes (per state statute) and signage requirements.

I'm David Stein, chair of the zoning board, and it is 6 34 on Monday, April 28th, 2025. The members of the board and the staff are holding this meeting by Zoom video conference. The public is in attendance both on video conference and by teleconference. I'd like to do a roll call of the board and the staff first. Bill Morris? Roseanne McManus. Here. Jerry Bozak. Here. Now for the uh staff. Ralph Blessing. And uh Benita Matter. Yeah. Um during tonight's meeting, uh, the board's microphones will be on throughout. Uh applicants' mics will be open during the public hearing for their application. However, I would ask applicants to please mute your mics when not speaking in order to reduce background noise. The first part of tonight's meeting uh is the public hearing during which the public will have an opportunity to speak. Each member of the public will be muted until it is your turn to speak.
