HRA Board Meeting — February 4, 2026
The Housing & Redevelopment Authority (HRA) Board of Commissioners met on Wednesday, February 4, 2026, at 2:00 PM in the Council Chambers of City Hall. Vice Chair Saura Jost presided. The meeting lasted approximately three minutes and included one consent item and one public hearing. Commissioners Anika Bowie and Chair Cheniqua Johnson were excused and absent.

- Approval of January 2026 Meeting Minutes (MIN 26-7): The minutes from the January 7, 14, 21, and 28, 2026 HRA meetings were approved unanimously (5-0).

Discussion Items
- Resolution Authorizing Conduit Health Care Revenue Bonds for Episcopal Homes (RES PH 26-33): Acting Interim Executive Director Nicole Green noted that a staff report had been presented on January 28, 2026. Episcopal Homes Chief Financial Officer Collyn Iblings and Bond Counsel Jenny Boulton were present to answer questions. The resolution authorizes the issuance and sale of conduit health care revenue bonds under Minnesota Statutes Sections 469.152–469.1655 for the Episcopal Homes Obligated Group (The Willows Project) at 80 Mackubin Street, District 8, Ward 1. No questions were asked by commissioners.

There are five present, two absent, being Commissioners Johnson and Bowie, and they are excused. I number one for your consideration, MIN twenty-six-seven. Approval of the January twenty twenty-six HRA meeting minutes. Great. Um I will take a motion from Council Vice President Kim to approve the minutes. Is there any discussion? All those in favor say aye. Aye. All those opposed. Five in favor, zero opposed. The minutes are adopted. Item number two is a public hearing. Resolution REST PH twenty-six-three three. Resolution authorizing the issuance and sale of conduit health care revenue bonds under Minnesota statute section four six nine point one five two through four six nine point one six five five for the Episcopal Homes obligated group. Um, Director Green, did you have anything you wanted to add? Thank you. Great to be here with you this afternoon. Uh, Director McMahon is traveling. Um this item is a uh was presented last week by our debt service manager, Jimmy Wolf. And uh it's with Episcopal Home. And she's returned this week. Uh and I believe the organization's controller. Colin Ibly? I think it's very close. I blink uh is also here as well to answer any questions if you have any. Thank you. Um I appreciate that. Uh so this is also a uh public hearing.
