Good morning, everyone. We'll go ahead and start the October 28th, 2022 St. Paul Planning Commission meeting. I don't have any new announcements this morning for the commission, but I believe Director Padeda does Luis. Good morning, uh planning commissioners, members of the public staff. A couple of announcements today. We have received uh maybe 12 or 15 applications so far, which is great. And uh uh somewhat reflective of all three wards, but um uh additional applications from ward six would be would be great. So uh if you again if you know anybody, encourage them to to apply, get their application in. Um also um just wanted to point out um the uh late breaking uh update to the planning commission agenda today. Um we have an update on the local Mississippi River uh corridor critical area ordinance public hearing draft. Um we have received multiple requests to uh reschedule the public hearing to allow for more time for public review, um and I will explain that in a in a little more depth when we get to that item under old business. Um so um that's all I have at the moment. Chair, thank you. So um move on to zoning committee, and I'll turn over to Commissioner Riley. Uh thank thank you, Chair. Um the zoning committee met last Thursday, as we do. Um, and uh we had three items on our agenda. Uh the first one um is uh conditional use permit for conversion of ground floor commercial states to cover to over 50% residential use in a T2 zoning district at uh 909 Selby Avenue, which is the north corner of Selby and Milton. Um this is the second sort of part of the one of the items we had at the last zoning committee and planning commission meeting. Um so the staff recommendation um for that is uh to approve the conditional use permit. Um and uh the zoning committee's recommendation is the same. So the motion coming out of committee is to approve the conditional use permit at 180 North Milton for uh conversion of a ground floor commercial space to over 50 percent residential use. Uh any discussion on the motion coming out of committee? This will do that. I'll go ahead and do a roll call about all those in favor say aye. I any opposed flight sign. All right, so that uh carries unanimously. The next item of the agenda. Thank you. The next item was uh uh re-establishment of a nonconforming use for a duplex um at uh 694 Sherburn Avenue between Grotto and St. Um Albans. Um and this is uh uh home that was constructed as a duplex, um, and due to changes in the zoning code over time, um it became uh nonconforming um use, so we're just re-establishing the uh way the structure was uh built in the first place in order to allow the the owners to use it um as designed. Uh so the again staff recommendation and recommendation out of committee both um are to approve the re-establishment of that nor unconforming use as a duplex. All right, so the motion coming out of committees to approve the 694 Sherburn unconforming use re-establishment. Any discussion on the motion? All those in favor say aye. Aye. Any apple flight sign? Again, that motion carries unanimously to approve the motion. All right, and then the third and final thing on our agenda has uh we'll have uh one um change to the staff recommendation based on the conversation. Um so this is a conditional use permit for a supportive housing facility serving 12 facility clients at 315 Cook Avenue East, Sun Cook between Westminster and Mississippi streets on the east side. Um the um staff recommendation was to approve um with two conditions uh the standard condition about final plans uh being approved by the zoning administrator being substantial compliance with the plan submitted approved as part of the application, um and then the second condition um which uh was uh accepted by the applicant because the residents are not going to have vehicles is that residents may not store vehicles on streets near the site during their residency at the facility. Only staff or visitors are permitted to park on their surrounding streets. So that's first. That's the only had to add or visitors based on the conversation. approved by the zoning administrator being substantial compliance with the plan submitted approved as part of the application um and then the second condition um which uh was uh accepted by the applicant because the residents are not going to have vehicles um is that residents may not store vehicles on streets near the site during their residency at the facility only staff or visitors are permitted to park on their surrounding streets so that's forget that that's the only I had to add or visitors based on the conversation um and so that's the motion out of committee all right so the the motion on the committees to approve the 315 east uh cook C UP conditional use permit with the additional language is there any discussion on the motion all those in favor say aye aye any apple flight sign again that motion does carry unanimously with the additional language and that concludes the zoning committee's report there was no site plan review meeting next week thank you Commissioner Riley moving on to the next item of the agenda is a comprehensive neighborhood planning Commissioner Holtz couldn't be here Commissioner Presley well our meeting on Wednesday was canceled um and the last thing was about the Mississippi River so I'm assuming staff will give an update on that because it's on the agenda moving on to thank you Commissioner Presley moving on to transportation committee I don't oh commissioner okay um so the our meeting for the uh 31st is canceled um and the next meeting is November 14th communication nominations and then task force lease on reports uh commissioner underwood sure thank you mr chair uh so as uh Luis uh shared uh we are recruiting for open positions uh I don't know about you but I've had other people share with me um what uh Luis and team in the city have been uh promoting uh which is really great and um and uh so please uh encourage uh folks you know um or feel free to ask myself or one of us to have conversations with people who might be interested uh our committee is working on uh trying to meet pretty soon and then we will meet uh the morning before uh the net our next uh planning commission meeting which maybe is the 14th uh so we'll we'll meet prior whatever day it is the two Fridays from now we'll meet um prior um so that's that I and I assume too pretty soon we'll start talking about the annual report uh and then for um uh special committees um from the Riverview station area planning uh a lot of uh really interesting uh conversations and development around um the end of the St. Paul part of um Riverview so we did uh tours and have done um engineering deep dives into the station areas around Davern and St. Paul Avenue and then uh around Homer and Montreal Avenues uh so um you know complex lots of intersections coming in um lots of uh opportunities um for positive uh development and growth in those spaces um really uh interesting um deep neighborhoods um that could um immediately immediately access and benefit um from river view also conversations about how it should be connecting to the um to the Ford site development has been a conversation so uh yep it's moving along thank you Commissioner Riley and I apologize I missed the late breaking uh email from zoning committee secretary Sam Langer our November 10th um zoning committee meeting has been canceled due to no applications there's only one meeting in November so we won't meet again until December 1st and there are items for that agenda and I apologize for missing that earlier thank you. Any uh additional questions for Commissioner Underwood or for the late breaking meetings I'm just wondering what what uh what is the strategy on connecting it to the port site is there any development on this that's a great question.
