Good morning everyone. We'll go ahead and start the December 9th St. Paul Planning Commission meeting. We'll start out with item number two, which is uh I guess um I'll I'll give an announcement. I know that uh Luis and I talked yesterday about the staff looking into possibilities of doing hybrid options. Um I don't know if Luis is uh willing to talk about that today, but uh I thought it was certainly encouraging um that the staff continues to look for ways that commissioners and not just us, but maybe future commissioners can hear remotely from other areas. Um but I'll leave it on to uh Luis to comment some more. Good morning, everybody. Um the first that's actually the first update. So um we're working on some um new technology that would um allow us to both uh record the audio and the video for uh these meetings. Um that's actually priority number one because the equipment we have is this room is is uh not up to date or or great. We're not totally sure um how long it will last. We're a little bit vulnerable there. So having um tech to it that can record both really the audio uh as well as uh video is a priority so that way we can have the recording after the fact for people uh to to listen to it or hear it. Um the other uh thing that this would do is also uh provide for um uh hybrid meeting, so a remote option. Um and I I've been thinking about it mostly in terms of members of the public. Um there are some conditions under which commissioners can be remote, but we have to work through that as well. So more to come on that. Uh the procurement of that equipment is likely to happen this week, and then hopefully we'll be we'll have the new tech in use uh next year, the the meetings for next year. So stay tuned. Um I just wanted to point out a few um calendar notes as we're ending the year. Um we have already put together a proposal for um updates to zoning fees, so application fees, um, and that's been in conjunction with uh staff in the Department of Safety and Inspections. Uh we hope to have that on a zoning committee agenda in the new year um as soon as we can. So we're working with DSI on that front. Um a few things uh and actually not to Commissioner Holst is not here, so I'm not really stealing its thunder at least yet, but um on the comp and neighborhood planning committee. Um we are still um aiming for a December twenty-first C NPC meeting, so I'm hoping as many commissioners can attend that on that committee as possible to begin the process for the one to four unit housing study phase two. Um and then that would likely continue into uh into the new year. Um a few other things coming up in the in the coming months, and we'll have more detail um in the new year as well, but just to think about, be thinking about um uh been working closely with Reconnect Rondo. Uh there's a uh sort of a neighborhood master plan or small area plan process that would be initiating, and that's likely to to come forth sometime in the new year, probably in February, to initiate that process formally. Um of course we have the feb uh sorry, January twentieth, um Mississippi River critical area um corridor local ordinance public hearing January twentieth. Um and so of course that would be coming back to uh the committee, the copy neighborhood committee after that with proposed any proposed revisions. Um we have been working on a T district study, which you know about as well, so some additional um community input um in March, April, and bringing that forth with some recommendations, um and then um a couple more. So the River Balcony Master Plan, uh there's a um uh schematic design that's been worked out, uh parks and rec and so working with them on potential amendments to that that master plan document. Um and then um uh some other studies that that we'll talk about more in in the new year. Um in terms of this meeting though, the planning commission meeting, um we are likely to not have the uh December twenty-third meeting. We haven't made that final call, but uh unless something really lands on us from the sky, we're not thinking that we have any agenda items for that. So this might be our last commission meeting of the year. Um so we'll be busy in the new year is kind of what I'm trying to say with all of this, but um yeah, and we can talk about communications nominations later at that point in the meeting chair if that works for you. Any questions about any of the updates uh Luis We'll move on to the next item of the agenda, which is zoning committee. Well on both sides of the issue. So specifically with the Zero Madison Street. Thank you, Chair Rango Morales. So I'll I'll start just by saying that both the next zoning committee meeting and the next site plan review meeting are canceled. So the zoning committee won't meet again until the new year, and there's no site plan review meeting next week. So that's there's there's no way to hold this like a micro like a uh ice cream cone, which is what I was taught to do with microphones. So I'll do my best. What's to say for it from for an employee of a city with no microphones that actually work unless you're like a dais, this is at least better than that. So the first item of business for the um zoning committee last Thursday was the rezoning for 981-983 Fuller uh is to rezone um a property from R for one family residential to T2 traditional neighborhood, um which is at the north it's on Fuller at the northwest corner of Chatsworth and Fuller.
