Transportation Committee of the Planning Commission – March 3, 2022

The Transportation Committee of the Saint Paul Planning Commission met remotely on March 3, 2022. Donald Pflaum of Public Works presented two capital projects for committee information: the Annapolis Street Reconstruction and the Kellogg Boulevard Capital City Bikeway. Each presentation was allocated 30 minutes. No public testimony was heard and no formal votes were taken.

Discussion Items

• Annapolis Reconstruction: A joint project with West St. Paul to reconstruct Annapolis Street from Smith to Robert in 2023 and Robert to Kansas in 2024. The project includes utility improvements, subgrade improvements, paving, lighting, signage, new signals, sidewalks, boulevards, landscaping, and bicycle lanes. At 10% design stage, funding comes from Municipal State Aid (MSA) funds.
• Kellogg Boulevard Capital City Bikeway: A project to add an off-street bicycle trail on the north side of Kellogg Boulevard from Jackson Street to St. Peter Street, along with reconstruction of the north half of the roadway. At 10% design stage for 2023 construction, funding includes federal and MSA funds. The consulting team presented.
