Um, so I guess my question is are we gonna discuss that right now or um can you find out if they turned off the um did they turn off the uh the foot uh the recording?

If not, we can go back into the meeting, but it may because really I know that's what we're gonna put.

So the other portion of this meeting, because this is and we can make it quick.

I mean, we just wanted to let you know that there's an emergency going on, right?

And we have to do something about it, and we have engineering here to talk about the emergency part and city assessment here to explain what we're doing to look because right now we have nowhere to fix our trucks, nowhere suitable.

Right.

For those that are listening, uh the the there's an issue with with uh Syracuse Fire Department and how they fix their fire trucks, and that issue in terms of the the garage is is crumbling basically.

And it's unfit.

The floor was deemed unsafe to use unfit to to fix truck on.

So we are trying to figure out and with to move on with that, there's a level of authorization that is needed from the council to do that.

And we want to have that discussion, and our first agenda took so long that that it's it's um took all the time.

But we would like to touch this quickly and if if the council, not to interrupt, but I I mean, obviously, I mean the we have commissioner here, but we don't have the commissioner finance here, we don't have the commissioner budget here.

Uh so I mean this is sort of unequal.

I obviously the administration is aware of this.

We don't even have anybody from the executive office.

Yeah, but but we can speak about it.

We we just wanted to like you know notify the council that um because at some point we don't have anywhere to fix our fire trucks right now.

Well, I agree with the chief.

I mean that's something, but I obviously I'm a little uh apprehensive about you you presenting this to us without people from the executive wing here or like the budget director or the finance commissioner.

But Michael, you were working on it, Michael Lahman is here from finance, um and Mary.

No, no, layman is assessment.

And and we've been having and we've had regular dialogue with um Michael Um Canazaro.

We've we've been in discussions with everybody.

I know nobody's here to speak about it, but but we can discuss at least where we at in this point, and if we have to come back for a follow-up with other parties, you need to and I think the point of of this discussion with us was not to go deep into the the finance, but to also just talk about the the problem itself.

I think I think at this point it we just we we there's no legislation in front of us to even consider the cost of it.

But as far as you are concerned as a department, you want to notify us that that's a problem.

So can we have um Commissioner Robinson come up and just explain what's going on with the floor?

If that's okay, if that's okay, and then um and then the second part is we're looking at somewhere to go until we figure out the final answer of if that floor is getting repaired and what's next, and what are we doing in them in the meantime so our trucks can operate at emergency scenes?

Good afternoon, good morning, Mary Robison, city engineer.

Um what's happening at the garage uh is that um well first of all we didn't we've been doing overall assessments of all our facilities so we can put together a comprehensive list across the city of you know our priorities in terms of repairs needed at our city-owned facilities.

So during that inspection, um this facility, the fire maintenance garage came up as needing a more thorough um review.

It was an overall inspection, not an in-depth um inspection.

So this popped up as needing an in-depth review.

Um this past summer we did a an evaluation of the plumbing system.

Mary, where is this located?

Uh State Fair Boulevard?

312 by the training center.

By the training center.

So this in July we did uh an assessment of the oil water separator and um the plumbing system, and it we found that those systems were failing and potentially leaking contaminants underneath the garage floor.

So we shut down the plumbing system and we shut down the oil water separator.

And basically at the same time that that study was being completed, um the fire department, you know, the floor was not deemed to be unsafe at that point.

So the fire department was maintaining their operations.

Um one day when they use the lift to lift up the truck, um, it caused a depression in the floor, like kind of like a small pot hole.

It didn't happen right away.

We think it happened sometime overnight.

Um so we brought CNS back in.

Um we also noticed that there the cracking that would had kind of been stagnant was starting to get worse.

So based on the small pothole from the lifting equipment and the crack changes in cracks, we determined to take the safest course of action and not allow them to do um maintenance in the garage or park um fire trucks in the garage.

Where are you now doing taking care of truck?

We're not doing anything.

We got a temporary agreement to use one garage bay up at Syracuse University, but our biggest trucks can't fit in there, so we got an emergency place to go put one of our trucks, but we have a hundred and thirteen apparatus and emergency vehicles in our right now.

We don't have anywhere.

So yes, uh and then counselors that's what I would say yes, right?

We don't have we yet we don't know what this was cost cost the city.

We have no idea, right?

Because we don't know um Mr.

Layman could speak about some of that because we've been looking at yep okay right.

We don't know that.

Um what I would suggest, Chief, is outline the problem, send it to us in a memo to the counselors.

Let's let's put up another committee meeting in terms of of of legislation if you want to move forward with this in terms of finding another location to be able to handle the trucks.

Okay.

Bring that information to us.

Let's consider it together because it sounds like it's it's gonna be pressing.

It is a passing map, especially with the weather.

So why don't we put something together, propose a legislation to us and let's have a larger discussion after this.

Well, I think we gotta determine what what it would cost to repair the facility.

And then if we have to ban for it, we have to ban.

Right, right.

And that information is in I don't think that's we have that information at the moment.

Well, and there's some other um points of information that we're we're thinking that this is is gonna be a two to four year between I don't know how long until we figure out if we're gonna be able to repair the floor.

Uh just like to quickly comment some as uh Mary mentions um after the assessment last year, uh FIRE asked me for for my help to start looking at potential places not necessarily for relocation, but perhaps in addition to uh to make sure that the vehicles can be uh maintained appropriately and in a timely fashion.

So we started looking at places with um Cheap Sox Smith uh and Rich Tivesti last December, and that'd been on and off, but then once we became aware of a more imminent need, we've been uh visiting several properties a week for the past month or so.

So I just want to share that uh there it's a it's a multi-departmental effort to make sure that when we are ready to present um uh options that we start asking questions about how much it's gonna cost, we'll be there.

We don't know yet.

We're trying to find the best place or best several places that we can present and say these are what we think are the best.

This is what it could cost.

So I don't think we're yet at the point to talk about numbers.

Um I have some data that I can share in the meantime, but it's not we need to find the best fit before we start talking about how much it will cost, really, because if we buy or lease at a place that isn't right, then it's just a waste of time and money.

So right now we're we're in our fourth week without a place to fix our trucks at and the worry is the trucks are gonna have to sit idle, we're not gonna be able to, you know, respond and things like that.

So we need from us, Chief.

Um we're gonna put it again.

What we're gonna do, we have to still fight identify a building we could relocate to, and as soon as we find a suitable building that meets all the dimensions um that the engineering uh supports, the goal is to come to you and ask for permission to lease or purchase or whatever combination that may be.
