5:21We are going to start our study session.
5:27Thank you, President Hudson.
5:29This local law is ready.
5:32I have 10 and I am withdrawing it.
5:38Thank you, Madam President.
5:41I have items 11 through 22.
5:44They're already, but I was hoping Commissioner Bird or someone from parks was here.
5:54I wanted to talk about 14.
6:03We'll come back to it.
6:04Yeah, we'll come back.
6:04Unless you have some information on it.
6:08Do you have a question that I can follow up on?
6:11Um just like it has 450.
6:16I already told them out to see 500,000.
6:21And then we found it for 6,000.
6:24It um by looking at the short description, it appears that the original project cost was 450,000 and with a slight increase, and I'll get that information back to you.
6:35She's here, she can explain it.
6:42Thanks, Commissioner Burr.
6:44Saisha Bird, Commissioner Park.
6:47I had to find parking.
6:50Um I think the question I had was um thank you for sending the email and Iverson for sending the email on the trees.
6:58That was um understandable.
7:01But the 14 the skate park?
7:07So there was only one bidder um for this project, and it came in high.
7:13And so we had to increase the amount we were asking for.
7:18So let me ask you a um uh question, and me and you talk a lot about the parks and how we're gonna how we want to make sure that they're beautified.
7:26With this going with the skate park, this is just the five the 450,000, 500,000 is just for that one piece.
7:34It's it's to the expansion of um the entire park.
7:40So there's already one park laid out, one part of the skate park, it's to increase the size of the skate park to add more elements.
7:52And do we have any other plans on doing anything else at that park?
7:56Um, not that I'm aware of at this time.
8:00Do we have to accept that bid?
8:02Um Joe, is that something like is it are we able to put it out for rebid to extend the extend the the time to make it something?
8:16Yes, uh Joe Barry, first assistant corporation counsel.
8:20Uh with competitive bidding, you uh you're not bound by the middle of the bid.
8:26The purchase division can rebid it.
8:29Um you can also negotiate with the low bidder to try to get them to come down, but that can prove to be difficult.
8:38Um do you know the time frame that the the process was going on?
8:43I don't I don't have it with me.
8:45I can send it to you, but it was open for a while.
8:47We thought we would get more bidders, but only we only got one to bid on it.
8:52How much is committed from Sonic?
8:57The total project is um 750, right?
9:00It's um I believe so, yes.
9:11I would look I would like I got a lot of uh emails and texts from the skate park community.
9:16So I hope you guys are I'm looking, um paying attention.
9:21I appreciate you sending the renderings and the rest of the information.
9:24When we first received it, we had none of that.
9:27All we had was it looked like a metal piece um that was going in a park with no explanation.
9:32So with that being said, that's not this part.
9:37I'm not just another.
9:38I just want to make sure we address this to this skate park piece.
9:42But with this being said, it's not on agenda.
9:45We could move forward and try to get it on maybe next agenda to talk about um what where you want to put that piece that renderings.
9:53Um, but I just want everyone to know it's not being talked about and what we're gonna do with it.
10:00Yeah, because they've been sending email gallure all weekend.
10:01Yes, about they it was a uh donation from the everson.
10:05It was a part of their installation.
10:06Yeah, well, when we got it, it was just a metal piece, and we're like, well, what are we doing with that?
10:10Like we didn't get all the information, we didn't know anything about what it was.
10:16So that's any other questions on my part over here.
10:19Council, any other questions?
10:23Anything else you need to tell us?
10:24No, I also sent you the list of um emergency repairs for the facilities for park facilities.
10:30So you should have received that.
10:32I would like to also let everybody know.
10:34Um, Commissioner Bird and City Hall has worked um diligently.
10:38We had an issue at Westmoreland Park on the east side um with some um drug use you lies in the parks when people need to know that the parks is uh that is like no limit.
10:50We're not having that, we're not having no drugs, we're not having none of that.
10:53So we need to get the word out.
10:55That is not happening in our parks.
10:56Our kids need to play, and I I commend that and the staff is pushing forward and getting people out because we do not want to lock our parks.
11:04Our parks are supposed to be a drug safe free zone.
11:07So thank you for making it happen in all the parks too.
11:10So we we're working on a plan.
11:12Um yeah, yep, council.
11:17Thank you, madam president.
11:18I have item 23 to 30.
11:26Item 23, 24 already.
11:30Item 25 would be held for a committee meeting, which has it's getting scheduled potentially for the 17th at 1230.
11:40Uh September 17, uh September 17th at 1230.
11:45We'll confirm that, but that's the pending date for that meeting.
11:50Um for the uh committee meeting, right?
11:54Um, you're talking about um you're talking about item 22.
12:01So and then and then after that, once that public hearing happens, we will have it will be followed by the committee meeting shortly after.
12:10Um the other questions at all the other items are ready.
12:16Anyone with questions?
12:17Thank you, madam president.
12:19Will you run through that timeline again in terms of the public hearing?
12:22So public hearing is getting scheduled for the 17th.
12:26I mean, it is actually scheduled as in the waiver agenda council.
12:29Okay, what time is that scheduled?
12:32No, it's five o'clock is for the public.
12:35I'm looking at 530 p.m.
12:36And then we're going to be able to do that.
12:38And then the committee meeting will follow.
12:40It's gonna be scheduled at least two days after that.
12:42We need public hearing.
12:43Okay, public hearing.
12:45Because we want public hearing to happen first.
12:51Okay, that'll be all madam president.
12:54Um, who's taking council gathers?
13:00Uh thank you, madam president.
13:02For counselor gathers items 31, 32, and 33.
13:05Uh City Clerk, you might have to make help me here, but 31, we're gonna hold.
13:09We're gonna withdraw 32 and 33 is ready.
13:16Uh thank you, President Hudson.
13:18Uh, I have items 34 through 39.
13:22Uh 34, as we all know, we had a special the dead dead is ready.
13:26That's a special permit.
13:27We had a public hearing on it as the 27th.
13:30Uh 35 is ready uh post our uh public hearing today.
13:35Um 36 is ready, 37, 38, and 39.
13:39We're gonna schedule some uh we're gonna get scheduled committee meetings for them.
13:43We're gonna try to get them on uh board this week.
13:46They're all housing tax exemption agreements.
13:49I think it's incumbent of the council.
13:51I have a public committee meeting on there, committee meeting hearing under hearing committee meeting.
13:58Thank you, councillor Williams.
14:02Thank you, Madam President.
14:03I have items 40 through 53.
14:06Um item 45 is going to be held.
14:10And commissioner are hoping that we can touch base after this.
14:14Um 5253 with discussed executive session is already.
14:19Um so with the exception of 45, which is being held, all items are ready.
14:25Counselor Jones Rowser.
14:29Thank you, Madam President.
14:30I have items 54 through 59.
14:34And all of my items are ready.
14:39Is that you can keep the um contribution?
14:44Um we will be holding item 55.
14:5454 or 55, I'm sorry, will be held.
15:00Um, I don't know if Michelle, we're waiting on the resolution.
15:04Yeah, Michelle Sapansky, Deputy Commissioner of Neighborhood Development.
15:07Um, items 40 or 54 and 55, I think, um, based on conversation with the city clerk, she was looking to see the final Surah resolution.
15:15So we're scheduling that meeting and agreement.
15:18Well uh that meeting will be scheduled and then we will uh I anticipate that we'll be ready for the next vote.
15:22You have a draft agreement agreement with that as well, right?
15:25Yeah, we'll make sure that that's included.
15:27Yep, okay and I just want to mention that you know, based on 56.
15:31We've um we've talked about um uh 5657.
15:38We've had conversations and um this item um moving forward now, but we will be having um some follow-up meetings or conversations um on a regular basis to um so that the council can be updated on a regular basis for the program.
16:02What's that counselor?
16:03Yes, councillor McJook.
16:06Thank you, madam president.
16:08I have item sixty and sixty-one uh with with my fellow counselors.
16:14Item 60 is is the clarification of the public hearing or advertisement of clear uh public uh public hearing, and then following that two days after that, as I said, we will have a committee meeting.
16:28So that is that six to one um is an appointment for desire to fill in a CRB uh board board position.
16:41Um questions that's the uh large at large, yeah.
16:51And then uh councillor Nave.
16:55Yes, thank you, madam president.
17:00Uh we're gonna hold this.
17:03Yeah, we're gonna hold it.
17:05Um one of the reasons the main reasons why, because we thought we had a I thought I had a resent resignation letter, but we didn't have a resignation letter.
17:13Uh we need that to move forward with this.
17:16Other than that, we would have to put um if you don't uh Oliver, if you don't resign, we would need to put um the you know removal on the agenda, and then we would give him our opportunity um to um respond to a hearing or whatever, and then you know, we go from there before we put this back on.
17:39Oh, we didn't get a resignation letter.
17:41So I guess we have spoken with Don Johnson.
17:45Okay, so Madam President, I have something else to say.
17:51So I would like to also say um this is it is still is a part of the Syracuse community.
17:57Um Pam Odom, who is a former Nottingham graduate, city of Syracuse, played for St.
18:03John's uh full scholarship.
18:05My teammate, a good friend of mine, is now going to be um replacing Tony Davis as a new superintendent of schools, and I am honored as uh a former teammate, but also someone who watched her uh be a part of this community and grow from teaching to coaching to principal, um, and then to come back into the community and do what she knows best.
18:29I appreciate it and I support her, and I just want to say wants a bulldog, always a bulldog, and congratulations, let's go.
18:40President, I would I was just one we were talking to a few of the counselors, and I don't know somebody from the administration, Connor, Greg, or whatever.
18:47If we could ever get a list of the vacancies that exist in all the city departments, right?
18:52You know, we continually get calls from people for some reason that they have trouble accessing uh the ability to apply for a job there.
19:00So if we could just get a concise list maybe every week or two weeks.
19:06Of the uh departments that exist in each building, vacancies vacancies by department by department, yeah.
19:15Not easily, not easily obtained, but we can but we can get it.
19:21That's why we need uh our new HCM system.
19:24But yeah, that's right.
19:25We were happy to get that information.
19:27So we'll we'll get it sometime, I guess.
19:29So um just a question, just so doesn't each department sort of have like their own um HR, like administration person who sort of oversees whose works for them.
19:41Some of the larger departments do have uh specific staff within the department okay that help with with HR processes.
19:50Otherwise, they just go through our general HR.
19:53So all right, well, we'll just wait for it to come.
19:55Okay, and then we'll talk from there.
20:13My teammate, we grew up together.
20:17She is baby giving her a little bit of a
