16:43Um we are growing our team, and we are thrilled to welcome Adonia Wade as our new community engagement specialists.

16:55Hello, hi to how you doing.
16:58So uh if you guys see her out at an event because she's already hit the ground running, please make sure you stop by and you say hello to her.
17:09Um, Adonia and Don have already represented the CRB at the Westcott Culture Fest.
17:16Um, another event was scheduled, but it had gotten canceled with the Syracuse City School District.
17:20Unfortunately, it was canceled.
17:22Adonia was ready to go, but that didn't happen.
17:25So hopefully we will get connected with them again.
17:29We are actively building new connections within the local schools to ensure that we are vis we are a visible resource for the families.
17:37Um I believe that having a presence in the school will help our children avoid some of the issues that we are having with police in the community, and it would also bridge that um, it would also bridge that gap and help the officers to connect to show our children that all officers are there to help to provide and to provide safety and also protection for them.
17:57Um, our upcoming fun events that are getting ready to take place.
18:02Um we are getting ready for some Halloween fun.
18:04Adonia is planning a Halloween event where we can interact with the community and share information about what the CRB does.
18:11So I ask that you would stay tuned for that.

18:17I'm sure it will be on the website to give the date.
18:20We're looking actually at Halloween.
18:22Um, if we can find a place to do so to uh host the event.
18:27If not, we will let you know what the date would be, but hopefully, people will come out and support her as she is starting.
18:35Um we are also in the process of hiring a new data analyst and an investigator.
18:40The first rounds of interviews for the data analyst is nearly completed with four candidates interviewed, and we have two more that are scheduled.
18:50We also have started the process for an investigator, and we have some good candidates.
18:54We will be interviewing next week, and hopefully before the first of the year, we shall be fully staffed at the Citizens Review Board.
19:05Uh casework and operation.
19:07The CRB has been diligently managing its caseload.
19:10A significant focus this month has been on current cases, especially those with approaching expiration dates.
19:18Um, in total, we have done 11 cases in the month of September, with six of those cases moving forward to the next stage.
19:28Um, to improve how we communicate with you and the community.
19:31Umia and Don and myself will be attending uh training for open city, which is the platform that we use to put our media outlet out there for the CRB.
19:43Um soon we will be updating all of our media outlets to provide you with clear current information.
19:48This will help everyone understand the CRB's function and what we can and cannot do to help our community.
19:55We hope this will make it easier to everyone to use our services and to help understand our role.
20:02Our technology and budget, we are now connected to Lexapol thanks to the Syracuse Police Department.
20:09They have given us a login, so we do not have to pay for a license.
20:13We now have access to police policies and procedures.
20:18Um Axon has been brought before the common council in which they said yes to our request, and we are awaiting for the mayor's approval.
20:28This will be a new expense to our budget of $978.96 per year.
20:34We were quoted for a five-year contract with the option of paying year to year.
20:39We chose to do year to year just in case we are not comfortable with Axon and we need to find something else to use.
20:46But we will be using Axon.
20:49Um we have the approval for Boostnik and hostings, but we have not yet submitted APO.
20:58They are included in the budget, and we're we already have an ordinance, however, we will use them as needed.
21:04So we have not yet spent money for that.
21:08Um Toshiba, which is our copier and fax machine, WB Mason, which is for our supplies for the office, and freelan investigation, which we use for um cases if it's further needed.
21:22That is my report for the month of September.

21:32Now, since we have a social coordinator on board, one of the stipulations in the um bylaws is that each person out of their council is supposed to put on one event per quarter.

21:56Or excuse me, or if you know an event that's going on and you want to CRB the piggyback off of that, you uh contact Adonia and she would set up the uh the process to get make sure that we're there to um reference everything.
22:11The other thing is uh case uh if you didn't know um our uh executive secretary is here, Julie.
22:18Some of you met her last time, and some of you didn't meet her.
22:21So I want you to to meet our new executive secretary who is doing a an amazing job with getting paperwork flowing uh effectively through the office.

22:39If you look in your folder, I hope it's in here, you should see a description of the um secretary physician.
22:48Uh last time we had talked about um you wanted a write up on what the responsibility for the secretary is.
22:56So I did that, and you left it.
23:15Okay, it should be the one that says citizen review for meeting uh primary duty.

23:49So after you read through there, uh we need to we need to get an executive uh board secretary.
23:57Um so we need to know if someone wants to step up to the uh role of being the uh a secretary.

31:35Um, one of the things that we need to to do that I was thinking about this morning is that we need to put together a listing of all the members who are on each of the boards so that way we know um who's hitting it up and who's on what committee.

32:03Probably has to bring time because we did that with a most a lot of old board members, and we've gotten a lot of new board members now, so some of those places and people are gone.

32:23Uh would be in the January, February meeting.
32:25If you look at those, you'll be able to who's left on those community committees.
32:30And then uh after I do that, what I'll do is I'll get uh um an email out to the board on who's over who's in each committee, and then at the next board meeting meeting we will decide uh on adding new members to each of the committees.
32:46So um board development and training, um government relationships, police relations.

35:46Um first of all, congratulations on having a full board.
35:50Yes, that's really, really wonderful.
35:54Um in March, I was asked to brief the full board on the history of the CRB.
36:02And that is available on the city's YouTube channel.
36:06Uh it was 3-6 was the date, but if any of the new board members or board members who were not present are interested in meeting with me individually or in a small group to go over that history, um history always informs the present.
36:24Don knows how to reach me.
36:29Um I missed the last two meetings because of personal conflicts and an illness, and I was thrilled to see that I could catch up with minutes.
36:40So bravo and brava for getting minutes up.
36:44It's been a while, and I appreciate it greatly.
36:48Um the last thing is I noticed in the August minutes that you had were going to form an external advisory committee that would advise about the bylaws and the legislation.
37:05And I noticed that there was an item on the agenda for tonight, and that that wasn't discussed.
37:13Um, so I'd like to know more about this committee, whether you have appointed people to it, what is the purpose of the committee, and also the charge.
37:24And I also would like to know if meetings of this advisory committee are going to be open to the public.
37:31And I would suggest that if they're going to discuss possible recommendations for amending the legislation, that the meetings would have to be open to the public.
37:41I would also suggest that it might be really good public relations if those meetings were open to the public.
37:49Um with the public uh having an opportunity to observe and perhaps make public comment.
37:56Um that's up to you.
37:58I will say that when I did that presentation in March, I brought forward and shared with every member of the board a list of possible suggestions for possible amendments to the law.
38:11That wasn't produced by me, that was produced by a series of advocates who have been following the ups and the downs of the CRB for years, and originally proposed a legislative advisory committee, which didn't happen for a lot of reasons.
38:29Um but that list may give you a starting place as you begin to discuss how the board would like to see the law amended.
38:40And uh just to address those issues, Barry.
38:43Uh we had discussed that.
38:44We are still in a planning stage on how this is gonna happen, who's gonna be involved, um, what's the legalities of the things that can and cannot be discussed.
38:57Um we'll be getting with legal counsel on that.
39:00And uh once we get that all ironed out, uh, we will certainly get that information out to the general public.
39:06So we'll we'll certainly be getting in contact with you, Barry, to let you know that.
39:11And for anyone who hasn't seen that video on March 6, uh is a very informative uh information about the CRB.

39:33Anyone else in the public that would like to make a uh statement is there anyone else you have to my name is Desiree Yagan, and I um provided a uh letter that was emailed to the Syracuse Common Council to the you're the chair, am I correct?

40:13Okay, and it says SPD DFR program, drone first responder program, civil rights threat, evidence, August 3rd, body worn camera.
40:31That's a Syracuse police that I obtained pursuant to FOIL, and citizen, that's Desiree Yagan, videos posted on YouTube.
40:39This uh it says your notice of appearance at study session 92925.
40:46I provided that to you because it's um important evidence of serious uh misconduct by police officers.
40:54And I would like to provide this.
41:03I'll just give this to the administrator.
41:19The video body worn camera was posted up at clips on my YouTube channel.
41:24But let me get to um, and it is the basis for my complaint.
41:28It is a basis for my complaint against um Syracuse Police Officer Um Frollo, F R O L O, Officer Um Steica, S T I C C A, and Sergeant Webb.
41:42Okay, and it's First Amendment retaliation, um, extremely serious.
41:48It's also Fourth Amendment Um violations, um, which is evidence on the body worn camera.
41:54I was shocked to find out the officer actually walked up on the porch after I told her, wait there, I'll be right back.
42:01I want to stop you right there.
42:02Uh one of the things, if you're gonna have uh a complaint against the city police department, it needs to be in the police officers.
42:10Against the officers, you it needs to be in writing and not brought to the board.
42:15And then the CRB advisory um department of the CRB Citizen Review Board will then take a look at that complaint and then make a determination.

42:42I know that you've been 17 years a Syracuse Police Department administration, former CSO.
42:48But you know, this is all new, I understand.
42:50But when I asked for her email, you're I'll just speak to you.
42:53When I asked for your email, you wouldn't give me your direct email, okay?
42:57So that's why I contacted you and asked, but the email in um it was the basis for my complaint against SPD, but I don't want to get into that right now.
43:08I want to get to the issue about the operation itself.
43:11Well, and if it's about the operation, that's something that the city council would have to have uh handle.
43:16That's nothing that the CRB would have any uh input on.
43:20So you'd have to contact the okay I misspoke.
43:23And what I'm speaking about is first of all, I'd like to NACO.
43:26Is that do I have the correct um name, NACO N-A-C-O-L-E?
43:32Okay, um that's the national organization that um focuses on citizen review boards and assist them.
43:40You're not I'm I'm missing I was just trying to go by memory.

43:45Okay, let me get to the issue of the investigator.
43:48I didn't hear what is the status because it wasn't clear on the mics.
43:53The status of um an investigator, hiring one.
43:57We're reviewing those now.
43:59And those are all personnel matters that we can't discuss here in front of the uh the public.

44:14This organization, which I'm sure you're familiar with, I just can't think of the name.

44:21This organization states gives a step-by-step for the um uh citizens review board in creating it and the hiring, and it did state, and I did notice on indeed one of the um job postings um sites used that it stated that um the CRB was looking for an experience former with former law enforcement experience.
44:48That's absolutely what shouldn't have because um there's a mindset, there are certified certified um investigators, they don't have to be in law enforcement, but when I um get the name, again, you'll probably some I'm certain some of the members here are familiar with the um I thought it was N-A-C-O-L-E.
45:00hiring and it did state and i did notice on indeed one of the um job postings um sites used that it stated that um the crb was looking for an experience former with former law enforcement experience that's absolutely what shouldn't have because um there's a mindset there are certified certified um investigators they don't have to be in law enforcement but when i um get the name again you're probably some i'm certain some of the members here are familiar with the um i thought it was n-a-c-o-l-e apparently that's wrong it is thank you n-a-c-o-l-e i'm just going by memory i have a very good memory but anyway i didn't i got up at five looking at the body worn camera so upsetting um nako n-a-c ol e so every member should look at it if you're not familiar you should get familiar and when you review the procedure and what how it should be implemented then you'll see the look the what were the um the areas where um this CRB is missing okay now um again this the um and what by the way why know when i talked on the lead a couple of that what that time um weeks and weeks and weeks ago um i asked about unfortunately i'm gonna have to cut you off your your your five minutes are up um if you can um actually put that in writing and send it over to me uh you have my email address and then uh i'll take it under advisement with the administrator and we'll go from there and then we'll get back with you on that okay but put what in writing what what you what you're complaining the complaint it's about my complaint uh no this is a this is comments my um oh the complaint is different i'm gonna pass that right now well and and and your comments uh we're you only have five minutes for your comments okay um then um okay let's look give me just please two minutes and i'll stop and just put me on the clock i just want this very very serious okay the issue this um the um oh uh citizens review board and this is not gonna be comfortable no leader but let's talk about the elephant in the room because no one has talked about this that a she is excellent i'm sure and conscientious but there is a problem that's called conflict of interest and what that goes to is 17 years with the Syracuse police department to um however good hearted and in and good intent okay uh again that's that's total personnel issues um it's it's a personnel issue right so um the the question but can this be addressed publicly 17 years with a citizen Syracuse police department it would be I have a complaint that implicates involves chief ceasel so how is the citizens review board going to review that if the imp implicates his officers and Chief Cecil himself so here's the thing is and we'll we'll end the conversation here the legal counsel has advised it that is not a conflict of interest happening there as an ex-police uh uh in working in the police department actually it has been an asset more so than a hinder uh because we're able to get a lot of things done because she knows all the ins and outs of that department so absolutely I would just say that NACO states that gives a positive and the negative but the negative outweighs it by a great deal but that's just NACO I don't know I think that they're the most that's just what everyone should look at and then make a determination.
48:08I'm sure she's conscientious and she certainly is very experienced.
48:11It's her relationship you can't have a relationship with your former employer administration and not have feelings about it unconscious or not it's like judges they'll stay they won't recuse but then they end up making a bad decision because they have unfortunately you're two minutes up but thank you very much so okay thank you very much.
