Yes, Madame President.

5:00

This public hearings relative to authorizing revocation of a special use permit granted to 634 South Getting Street.

5:05

The property has been the site of unauthorized car sale.

5:09

The business operating at the property has been cited numerous times by DMV for selling unroadly cars and for engaging in fraudulent business practices, which violate the terms and conditions of the special use permit.

5:24

So what we're gonna do housekeeping is everybody that wants to speak, we'll get two minutes to speak, and then from there we'll make a determination at our next meeting.

5:38

And when you come to speak, state your name and your address, please.

5:45

Hi, Ann Leonard.

6:08

How are you doing?

6:09

My name is um Ian Namard.

6:11

Um I'm at 620 get this for like 15 years.

6:14

Um the DMV, what they say about the DMV, I don't sell car there.

6:19

I work for um a company out of the state.

6:22

So the company got a contract with the company that store the car, the detail and oil change for the company.

6:27

I got a contract right there that I have.

6:30

I don't sell any car over there.

6:31

Um when the DMV came over there, I explained that to him and tell him that I used to have a dealership over there, but um if somebody complained about a problem, it cost me 2500.

6:41

So I say I cannot afford that.

6:43

So we just cancel the dealerships at work, as I'm saying, I work for D'Zone Wheel and Auto Plug.

6:48

So we have a contract with them where we just straight like details, tire service and stuff like that.

6:54

So um I don't know where this coming from.

6:57

Um I'm selling cars over there.

7:00

We used to sell cars over there since um 2021.

7:03

But after that, we don't sell any cars over there from that.

7:06

If I sell a car over there, probably buy a car off a Facebook market.

7:09

If I buy a cover Facebook market, um, I don't think that's I'm doing anything on legal to sell a car, buy a cover Facebook market and sell it as it is.

7:17

If it's something that when a guy said I can't do, that's okay.

7:20

Or if it's something with a property where I can't do better with, or something where when the guy said, Ian I'm doing wrong, I don't mind adjusting.

7:26

Because I'm I'm not trying to get my business shut down.

7:28

I've been here for like 15 years.

7:30

I'm no that's your decision to meet that's not mine.

7:33

But um I don't think it's fair if I if to say I sell a car some sell a car as it is and um off a Facebook market and then you said you can't sell you can't sell a car illegal, right?

7:44

I think I can't do that.

7:46

And I got the paperwork here to um to show that I got a contract from these people where I store the car at.

7:53

And I got a next problem again.

7:54

Um there was complaining about the well, they never bring that up.

7:57

There was complaining about a bay or block up the bay.

8:00

And um, I blocked the bay up because there's a lot of drugs drug trafficking going on over there.

8:04

So I blocked the bay off and put a like a convenience store in there.

8:08

There's nothing for the public, it's just like for the customer come there for like I'll change and tire change.

8:12

And um all right, your time is up.

8:14

Could you state your address, please?

8:16

Um is 100 Ruckford Drive.

8:19

Okay, thank you very much.

8:21

Tyrell London.

8:29

Good evening, how y'all doing?

8:30

I'm Tyrell London.

8:31

I live 615 Gifford Street.

8:33

Um, I actually uh employee for Mr.

8:35

Ian himself.

8:36

Um you see up dirty now from tires, um oil changes, whatever that basically possible that I could do at the shop.

8:47

Um it's mostly mechanic work that goes on.

8:50

That's basically I don't know about no car selling because I'm always inside the garage.

8:56

So my most thing is like I said, I'm here to support because this is my line of work.

9:01

If y'all take this business or whatever the case may be, I have to go find other mechanic place to feed myself and my little daughter and my household at the end of the day.

9:11

That's my piece.

9:14

Thank you.

9:27

Hi, good evening.

9:28

My name is Rodney Barnes.

9:30

Um, my address 237 Riverdale Drive.

9:33

Um, I know Ian for a long time.

9:36

The business that you do over there, he provides a lot of cheap price work for the community.

9:43

And a lot of people come there and they they get stuff and then they complain about it, but he's been there for so long helping the community.

9:52

It's the cheapest tire spot here in Syracuse.

9:56

Everybody knows it.

10:00

I've been doing work on my car over there for about 15 years.

10:05

10 years, somewhere like that.

10:07

But um, yeah, that's my piece.

10:11

Thank you.

10:13

Mohammed Mohammed.

10:20

I know it's Muhammad Mohammed.

10:21

Um I live in 515 Pan Street.

10:24

I know him by like seven years.

10:26

I do mechanic work for him sometimes.

10:28

So that's I used to do, I used to have my own shop in 204 Bernada, and I have an issue.

10:35

I brought somebody and I lost my look that location.

10:38

So then that's how I'll be working with him.

10:41

So it's kind of hard, like that's the only way we surviving now.

10:50

So I don't know.

10:54

Thank you.

10:57

Thank you.

10:58

Sir, I saw you get up.

11:00

Did you want to speak?

11:01

Okay.

11:03

State your name and your address, please.

11:05

Go afternoon, buddy.

11:07

My name is Christopher Baton.

11:09

I'm an ex-military.

11:11

I've known Mr.

11:12

Nemod for the last 25 years.

11:14

I was I was like a father figure to him.

11:16

Okay.

11:17

And I've never known him to be in anything illegal.

11:21

Since I've come here, I've been with him trying to guide him, trying to teach him the right way.

11:27

I mean, nobody's perfect, right?

11:28

We all do make a little mistake here and there, right?

11:31

But nothing to get anybody into into any problem or are to go, you know, or to say get anybody um injured or anything like that.

11:39

Right.

11:39

I've been there, right?

11:41

I even mean every Saturday I go there, I clean the place.

11:44

I will pick up the rubbish, clean the place, chop out the grasses and so on and so on.

11:49

Right.

11:49

But all I can say, Your Honor.

11:51

Um if Mr.

11:53

Nemad is wrong, I'm asking you you guys please to just be lenient on him, give him a chance so he can correct things.

12:01

So he can carry on with his work because we are a families that you have to take care of.

12:06

So I'm asking you, please let's be lenient and try to make things work.

12:10

In his behalf, and he will do and work with the city as we all want to do.

12:15

Okay, so I'm asking you, thank you very much.

12:18

Thank you.

12:20

Rob Carpenter.

12:28

Good evening, Rob Carpenter with the City of Syracuse Department of Law here from City Hall.

12:33

Uh I work closely with Jake Deshaw, uh, the Zodiac administrator in drafting this report.

12:37

He couldn't be here today, so I I'm here on his behalf.

12:40

Um the Office of Zodiac Administration uh largely rests on the contents of his reports uh of its report as outlined in that report.

12:48

There have been numerous uh DMV investigations uh at this property over the past few years.

12:54

There continue to be ongoing investigations by the DMV into further sales uh currently.

12:59

Um those DMV investigations have found that um uh uh unroadworthy cars have uh been sold at the at the premise.

13:08

Uh this has affected numerous Syracuse residents uh as outlined in the reports.

13:12

There have been numerous complaints by Syracuse uh residents, both to the DMV um to the city and to and to county officials about this property.

13:20

Uh in addition uh to the to the car sales issues, um and as uh referenced in the report.

13:27

Uh one of the car wash bays at the premise has also been converted into a um convenience store, and that was done without pulling proper permits or without obtaining necessary licenses to um open that business.

13:40

Uh and for for those reasons um for the reasons listed in our report, um, the Office of Resonary Administration would ask that the council uh revoke the special use permits uh previously issued to this property.

13:51

Thank you.

13:52

Thank you.

13:53

Mohammed Awad My name is Mahmoud Awad.

14:03

I own Sabatinos next door from him, 1000 South Gaza Street.

14:07

Uh usually on different businesses too.

14:11

Uh I know this friend, he's a friend of us.

14:14

He helped me a lot all the time, fix my cars, my friends, or my employees, all this stuff.

14:21

About the store when I shut down almost three months ago, because the renovation, my store, my my sabatinos.

14:28

I was to have some stuff like groceries, some stuff like that.

14:31

I storage in his garage.

14:33

He let me put my stuff there.

14:36

Uh-huh.

14:37

Without it's not open store, nothing there, just storage.

14:41

He's a good guy.

14:42

He helps a lot.

14:43

I never hear hear any complain about him from my customers and get this anything about it.

14:48

That's what I should have said about him.

14:54

That would be what I think so.

14:56

Thank you.

15:00

You're anyone else that would like to speak hearing none, I declare this public hearing closed and the legislation will be considered during the regular order of business.

15:38

Public Hearing on Revocation of Special Use Permit for 634 South Getting Street - November 19, 2025

The Syracuse City Council held a public hearing on November 19, 2025, to consider revoking a special use permit granted to 634 South Getting Street due to unauthorized car sales, numerous DMV citations, and unpermitted business conversions. The hearing was limited to public testimony and a city staff presentation; a decision will be made at a future meeting.

Public Comments & Testimony

  • Ian Namard (address: 100 Ruckford Drive) – the business operator – stated he does not sell cars at the property. He explained he formerly had a dealership but canceled it after a complaint cost him $2,500. He now works for D'Zone Wheel and Auto Plug, performing detailing, tire service, and oil changes under contract. He acknowledged occasionally buying and selling a car via Facebook Marketplace, but argued that is not illegal. He also noted he blocked off a car wash bay to prevent drug trafficking and added a convenience store for customers, which he does not consider open to the public. He expressed willingness to adjust if he is doing something wrong.
  • Tyrell London (address: 615 Gifford Street) – an employee – stated he performs mechanic work at the shop and has no knowledge of car sales. He expressed concern that losing the business would force him to find another mechanic job to support his daughter and household.
  • Rodney Barnes (address: 237 Riverdale Drive) – a longtime customer – said the business provides cheap work for the community and is the cheapest tire spot in Syracuse. He has had work done there for 10–15 years.
  • Mohammed Mohammed (address: 515 Pan Street) – a mechanic who occasionally works for Mr. Namard – said he lost his own shop and now depends on this business to survive.
  • Christopher Baton – an ex-military friend – stated he has known Mr. Namard for 25 years and has never known him to be involved in anything illegal. He asked the council to be lenient and give him a chance to correct any issues, noting that he helps clean the property weekly.
  • Mahmoud Awad (owner of Sabatinos, 1000 South Gaza Street) – a neighbor – said Mr. Namard is a friend who helps him fix cars. He clarified that he stored grocery items in the garage during his own renovation and that the storage did not constitute an open store. He has never heard complaints about Mr. Namard from customers.

Discussion Items

  • Rob Carpenter (City of Syracuse Department of Law) presented on behalf of the Office of Zoning Administration. He stated that the office relies on its report documenting numerous DMV investigations at the property over recent years, including ongoing investigations into further sales. Those investigations found that unroadworthy cars had been sold to Syracuse residents. Additionally, one of the car wash bays was converted into a convenience store without proper permits or licenses. For those reasons, the office recommended that the council revoke the special use permit.

Key Outcomes

  • The public hearing was closed. The legislation will be considered during the regular order of business at a subsequent meeting. No vote or decision was taken at this hearing.
