First of all, I want to thank our staff.

Um helping us bring this resolution to this point.

I also want to extend my appreciation for all individuals out there in the community, throughout the state, throughout the country, who are fighting today to make sure that as Americans we continue to preserve the dignity of every resident and every citizen of our country, of our states, of our counties, cities, and every local municipality.

I want to extend that appreciation at this time.

All immigrants across our country and across our state of New York specifically are crying out for our assistance as people that are living with them, as they are under tremendous attack in making sure that as the federal government is making sure that their dignity is not acknowledged, that they are not acknowledged as people that are taxpayers, as people that have families and people that are uplifting this country, especially economically as well.

Fighting hard to make sure that these neighbors feel safe and they feel welcome.

So as the res I want to read a little line here, whereas the state of New York for All Act would prohibit state and local resources from being used to support federal immigration enforcement actions, would help prevent local law enforcement from colliding with federal agencies such as U.S.

immigration and custom enforcement and strengthen trust between immigrant communities and public institutions.

Whereas immigrants make a measurable contribution to our economy, culture, and civic life.

And for that, it's such a it's a very long uh resolution.

I want to first highlight those few points and to thank all my colleagues here for standing together and uplifting every dignity of every individual here because when immigrants suffers, everybody suffers because it just doesn't come for immigrant alone.

It comes for everybody that is marginalized.

Recent weeks, two American citizens were murdered by ICE agents because they were exercising their constitutional rights.

And unfortunately, too many of our citizens are being denied their protest, their rights because of their political affiliation.

Madam President, before we proceed to the next counselor, may I just go back to item 14 and say uh one or two things about uh Al Turner.

Um so you know, in this community, you know, we sometimes get so consumed with all the struggles that this community goes through that sometimes we don't acknowledge individuals that are doing the hard work behind the scene that are making this community move that are paying it forward.

Um I I wanted to say something about item 14, Al Turner, because when I first came as a refugee, Al Turner was one of the few people through our point for college that I got introduced to.

And Al used to drive us to college for some of us that could not afford transportation.

Uh I was one of those beneficiaries that L got to get in the van and took to college because I didn't have a ride.

Alongside of that, I was scheduled in Buffalo for a citizenship in interview.

And if you miss a scheduled citizenship interview, it takes you a long time to get back on the schedule.

Al went and picked me up.

I was at Syracuse University then, picked me up at Syracuse University with the coordination of Sam Rouser and Ginny Donahue then and drove me to Buffalo for my citizenship interview.

That citizenship interview, I went and passed it, and Al brought me back without El, without that interview.

If I would have missed it, I don't know how long it would have taken me to be a citizen of the United States.

And if I wasn't a citizen of the United States, I probably would not be sitting in this seat today.

I'm a legislator and a common count or a common counselor in this city today because L Turner touched me and helped me get to where I need to be.

So I just wanted to give that personal note and say that L is missed and L have left a mark that will permanently be arched into the stones of this community.

I would first like to acknowledge the family of Mrs.

Donna Reese in the audience today.

And to the family, I would like to share my appreciation and thanks to my colleagues for a unanimous sign on to the street sign for Mrs.

Donna Reese.

I would like to read the resolution for Mrs.

Reese, who has contributed lots of good deeds throughout our city.

Whereas Donna Reese was a lifelong Syracuse resident and a nationally respected civil rights and disability rights advocate whose leadership and service left a mark on the city of Syracuse.

And whereas Ms.

Reese served two terms as president of the Syracuse chapter of the NAACP from 1998 to 2002, where she was a powerful and powerful and principal voice for civil rights and community empowerment.

Ms.

Reese also co-founded and served on the executive committee of the Pan African village at the Great New York State Fair, creating a lasting cultural institution that celebrates black history, unity, and achievement.

Miss Reese made history as the first African American woman in the first blind individual.

I'm sorry, and the first blind individual to serve on the central board of directors, breaking barriers and expanding representation and public transportation leadership.

Throughout her career, Miss Donna Reese was a passionate advocate for individuals with disabilities through her work at Hutching Psychiatric Center and later as an outreach specialist with Aurora of Central New York.

She mentored, supported, and empowered individuals living with vision and hearing loss.

She was also a valued and longtime contributor to the annual Americans with Disabilities Act, ADA.

Celebration.

Oh celebration.

And a leading voice for disability access and inclusion throughout Syracuse.

Ms.

Reese's extraordinary services was recognized through numerous local and statewide honors, including awards from the ACLU, NAACP, New York State Fair, and the Syracuse Common Council.

Upon her passing, Mrs.

Reese was honored by the New York State Assembly and State Senate for her decades for transmit transformative community impact.

Multiple awards established in her name continue to be recognized for advocacy, leadership, and community engagement, ensuring her legacy endures throughout the city throughout the city.

Um whereas the common council of the city of Syracuse feels that temporarily designating the intersection of West Brighton and Webster Ave to as Miss Donna Reese Way would serve as a meaningful tribute to her lifelong commitment to justice, accessibility, and community empowerment, and would honor her profound contributions to the city of Syracuse.

So to the family, we thank you for giving us the opportunity to have work with your vote.

And if Dewayne, I think you wanted to say something.

On behalf of my mother and behalf of my family, thank you.

Number two, it appears that a new use type is required in our zoning code to address and govern a land use type for these types of battery energy storage systems.

Sending this back to the CPC will allow for the drafting and addition to the code for the new use type.

And finally, number three, also as proposed, the facility seeking the special permit poses threats which require further regulatory action within the city of Syracuse to advance and protect the public health, safety, welfare, and quality of life for the residents and visitors to the city.
