So I just want to welcome you all to our online application portal training.

Um and thank you all for joining us today.

We're excited to have you all here and talk about Clarity.

Um just really quickly, I'm gonna talk about uh why we've chosen the system and why we're we're so excited to have it.

Um we started working with Clarity a handful of years ago.

Um the reason that we chose this system is because many, many reasons.

But um, first of all, it's it's a cloud-based um platform, um, which is great for us and our users and accessibility.

Um, but we we also chose to partner with Clarity because they are um their goal is to continue to grow this system.

Um, and and what you're going to see is um not always the same thing.

Um we're we're excited.

We we chose the system because it's one that will continue changing and growing with us.

Um they're constantly and consistently adding new features and new bells and new whistles that make it both easier for applicants um but also easier for us internally.

Um so we feel like this system is um not just great at what it does, but it has a lot of potential for the future.

Um, and we're really excited to partner with a company who wants to continue to grow the system and continue um to build on it and make it better, um, not just for Syracuse, but for all municipalities that are using it.

Um, so I just a few a few house cleaning items for you all.

So this is an informational setting where we're gonna show you the portal.

Uh, we're gonna talk about um how you how you get logged in, um, how you apply for these applications.

Um if you have any questions throughout this session, please feel free to plug those into the chat.

We do have a staff member who is dedicated to just responding to those questions that you have.

But yeah, we we hope that you you guys find this all very informational.

Um we will have uh we have resources on our website.

And of course, above and beyond uh this informational setting, if you if you have any other questions, please feel free to reach out to any of the permitting staff.

Um, I'm gonna jump in here.

My name is Sarah Paolo.

I'm the public information officer that supports neighborhood and business development.

Um just a couple of clarifying things.

So you heard Jessica mentioned Clarity.

Um, you'll also see Camino um mentioned as well.

Like, well, what is that?

Um basically that's the software that we use um for the online um applications.

So um that's the system that we chose.

Um, and we're calling it just for public facing purposes, the online application portal.

Um, and so um you'll see though that the email um to send uh questions to us about um any of the applications or troubleshooting that you might have while you're um using the system is Camino at SYR.gov.

Um and so that's just why we wanted to kind of help clarify like some of the naming conventions that you're going to um see.

But the uh front facing um word that we're using is just the online application portal.

Um and so on our website, that's what you'll see.

Um if you go to SYR.gov slash online applications.

Um that's going to be the place on our website that brings you directly to the portal and then also provides um some more information about how to sign up, steps to apply, as well as resources that you can access.

So I'm just going to jump in here real quick so that you can um get a little bit more uh familiar with our website.

Um this is access from the central permit office page, or if you just search in um the search bar online application portal, it will show up.

It gives an overview and provides a direct link that will bring you right into the login page.

Uh it also provides an overview of exactly what you will find on the portal.

So if you're curious, um what types of applications are on there, it lists what those are, um as well as some tools and guides.

We have a zoning and application discovery tool that allows you to find out more information about zone districts.

We have meeting registration forms, which are specific to commercial projects.

And then we have a list of all the permit applications, the business licensing applications, periodic inspections.

We have an application for if you're interested in purchasing city-owned property, specifically vacant land.

And then we also have zoning applications.

So as of earlier this month, all of our permitting and licensing applications are now on the online application portal.

If you scroll down, it'll provide the basic steps to apply.

So how to access and create an account and signing in and beginning submission.

Those are all things that my colleague Paul is going to go over with you shortly.

And then also just another important thing to highlight is the resources section because that'll link you to pages where there's more um detailed instructions, like what the requirements are, what are some of the um items that you're going to need to upload before you apply.

So if you want, you know, more specific details, that's where these pages come in.

And so we put them all together in the resources section.

There's an online application portal guide, um, which is essentially going to be um an a summary and overview of everything that we cover today.

Um, so we're gonna also post this um presentation, um, send it out to everybody who registered for this.

Um, and then we will also post this on this page as well.

So there'll be plenty of tools for everybody to access.

Um, and we'll keep developing this and building off of it as we continue.

Uh so that's all I have for that piece right now.

And I will turn it over to my colleague Paul.

All right.

So uh as uh Sarah said, and if you want to get directly to that portal that she was just on, you can scan this QR code from your phone, or alternatively, you can use that uh link right here.

So when you first get into Camino, um, you're going to need to make an account.

So you'll need your email and password, and these passwords and stuff, they don't change.

So once you make this uh once you make this uh password, it'll be the same password and same email until you decide to change it yourself.

So when you get into the actual dashboard and sign up, you'll see these little red dots.

Um, and these red dots right here.

Well, actually, first you'll uh start a new submission.

So the new submission would be the new permit.

And um, once you start a new permit, um you'll uh you'll see these dots right here.

And these dots represent what needs to be done on this permit.

So adding contributors.

So on these applications, you'll have uh you'll have your architect and contractors and maybe the homeowners.

Um sometimes the architects don't have the insurances and stuff right away, and they need to get it from the contractor.

Um, in order to get those insurances, um you can use the share button right here.

So the share button will allow the contractor and the um the architect to have the same level of access.

So the contractor will be able to pay for the permit, will be able to put those insurances in.

And if you have just more people on your team that need access to that permit for whatever reason, just use the share button.

They will need to make a commune account as well.

So they'll have to go through the sign-up page, but once they sign up, they'll have that full access.

So notifications.

So Camino gives you a lot of notifications for everything that happens on the permit.

So, you know, um, if you get a reviewer, reviewer comments on something, you'll get a notification for that.

Um, once the application is issued, you get a notification for that.

Once your placard um gets issued to you, you'll get a notification for that.

So these notifications actually work both ways.

So you're not only getting notifications, but the reviewers get a notifications too.

So if you have comments and things that you're chatting with the reviewer, they'll get a notification.

And these notifications live in your email, but you can't respond directly um to that email.

The email basically says, you know, click here to get into Camino, but you'll see uh you'll see a preview basically of what um the notification is for.

And this goes for the reviewers as well.

So if you send something to reviewer, the reviewer will get something in their email.

So comments to city staff.

So the comment function is one of the great functions that we have compared to our old system because our old system was like a closed system, and you know, you guys would have to come or make a phone call in order to get a contact with us or email somebody privately, and sometimes you know, people aren't copied in on the email, so no one can see it.

Um, but here the comments will live in the actual application.

So anything that you say, um, everyone in the application will be able to see it.

So if you had something for zoning, um, if that comment that you've left for zoning, you know, the fire department can see it, the building inspectors can see it.

Anyone who's has access to that permit will be able to see those comments, and all these comments are are it gives kind of like a historical record.

So all anything you put in here is actually time stamped and dated, and you can see when when someone put in a comment and when the reviewers like put in a comment, so you'll be able to talk to your reviewers directly.

So if you have a correction support or have a question on what you need for insurances and stuff, you can actually talk to us directly now.

So application statuses.

Um, this is another great feature that um we have that we didn't have before, which is uh you can get the status right away, so you don't have to call us um to ask what the status of the permit is.

These statuses are actually directly on the permits now.

So you'll see this uh this right here is the permit number.

So this this replaces um you know that five, two, three, six, four, or something like that.

So those five digit permit numbers you guys used to get, these are the whole um this is the permit number.

So depending on what type of application you're filling out, like this is uh demo application.

Um, this is an application for a right-of-way permit, but um any application has a status on it.

So right here, you see that the status is unsubmitted, and you see this red dot.

That basically means that um that uh you know you might have to pay, you might have to put insurances in.

It could be it can mean anything on that application.

Finaled basically means that you got your um your certificate of occupancy, um, you got your certificate certificate of completion, the work is done, and there's nothing else you really need to do on that permit.

So all these statuses will all be on each permit.

So uh if you ever need help with the statuses and stuff, you can um you know send us an email on that uh Camino at SYR.gov.

But the set a lot of these statuses will be self-explanatory.

And right here is kind of like a breakdown of like what each status means.

We won't be going through all of them, but I'll give some of the more important ones for you guys.

So unsubmitted means um you're still missing some documentation.

Um the reviewer or permit text still needs to triage it.

So for example, you pay for your application, but um you might uh you might have put it in the wrong insurance or something like that.

The the permit tech will triage that and tell you, hey, you still need to uh fix this insurance, and then um you know, we'll ask for that insurance, and then once everything is set, you pay, got the correct insurances, things like that.

We actually put it in review.

So in review means the plans examiners, they started reviewing the application.

If there's any revisions that's needed, that status will change.

Um if there if they're for any reason, you know, it was on hold, uh, we'll change it to that status.

Uh, we don't often reject or cancel permits unless it was the complete wrong application.

So, for example, if you had uh um uh you you wanted to do an elevator permit, but you applied for a fence, we would reject that application because it's just not the right permit type.

Um, the ready for issue means that you know we need um we need things from you, and then you approved and final are the last two that you would really have.

So approved means that um you actually got everything done or a reviewer approved it, um, and you we gave your placards so you can start doing the work.

All right, so file uploads.

So before using GoPost, you guys would upload um all of the permits or all of the documentation and the construction drawings, the specs and all that within that um that GoPost uh application.

So this is kind of a similar function to that.

Well, all these steps right here will be asking for certain details, so like the landlord information and this this changes from permit to permit.

So like the landlord information, and this this changes from permit to permit.

So this is not uh this is not written in stone, but um uh you know, we always ask for some type of details or construction date.

Um, we might ask for a survey or something like that, and anything that we do ask for, um, you'll be able to drop it in to this permit directly.

So once you put it in this permit, it'll stay in this permit.

So um if you you know, in this example, we needed a survey, so you would just click on that button, or alternatively, you can go to a document upload.

If there's if there wasn't a step where, for example, if you had like pictures of a permit or pictures of like your fence or something like that, um, you can also hit upload document right here.

And yeah, you can uh pretty much uh put anything in here, but we're strictly asking for PDFs, and the reason that we're asking for PDFs for a lot of these things, like we can't use screenshots and we can't use uh PNGs or anything like that, because we actually put these uh construction drawings in our review software, and our review software only accepts PDF documents, it doesn't accept uh photos.

So just be aware of that.

If you have a survey or something like that, and you take a picture of that survey, we can't use that.

We can't use um any screenshots of anything either.

So uh just please be aware.

So the CE200.

Um we have a step in the permit where we're gonna ask for disability or workers comp.

And if you're uh one person, you're working alone, um, you don't have any employees, you can apply for an exemption, but that exemption that you apply for still needs to be done through the state, and it can't be done through us.

So we'll have a spot in there for you to upload it, but you'll still need to go and apply for your C200 with the state.

You'll download that document, you'll sign that document, and then you'll upload it into Camino.

Submitting payment.

So the payment, you'll be able to pay with a credit card, and you can still pay with the check.

So the reason why some people might want to pay with the check is because we have a 3% um non-refundable fee, which gets put on us by our vendor for using the cards.

So you see the subtotal right here, and then you see the non-refundable fee.

And like right on this screenshot right here, it's only like almost $2.

But you know, if you have a thousand or ten thousand dollar permit, obviously that's gonna add up.

So, you know, we understand that you and one put uh bringing a check.

So just be aware that these checks have to be brought in person and they can't be mailed to us because we've had situations where things got lost in the mail, and to avoid that, we just say please bring um that check in person.

And when you do bring that check, have that permit number and also have that uh application number.

All right, issue documents.

So once the permit actually gets issued out and approved, and everyone's looked at it.

Um, we'll have all those placards that you guys usually would come in to get, and um, and you know, you will have your signature and everything, and you and we usually do everything on the counter.

So all that is gone, you don't have to do that anymore.

Like once everything is done, you'll be able to actually download all that stuff within the permit.

And these these will always be in the permit, so you can go back, you know, four years from now, um, these will still be here.

So just be aware that everything um can be downloaded, you'll download it, you'll uh you'll put you'll print it out, and then you can just put it on the window wherever you're working, and and that's it.

All right, so we're gonna go through and kind of see how it's gonna look on your end.

So when I go into when you you know make your email and everything like that, um, you'll see a blank page, obviously zero submissions.

Um, and uh you won't really see this dashboard here, like how I have, but you can see from this dashboard, I have something that's in review, I got something that was issued out, I got something that's on hold right here.

I'm still I didn't do anything, I'm still looking for the submission, um, something that's approved and something that's unsubmitted, right?

So we're gonna hit uh new submission, and we're gonna do a fence because it's kind of like the simplest example of this.

So there's two ways to search for permits, by the way.

So you can um you can go here with this tree, so I can go uh permit applications construction permits, building and site, residential, and then fence, but alternatively, I could have just typed in fence.

So when you get into these applications, each application will be asking you for different things.

So if you were um uh trade person, they'll they'll ask you for your license number.

Um sometimes they might ask you um, you know, is this an emergency demolition?

Like the depending on the application, we ask different types of questions.

We'll ask you, you know, what what license level you are, um, what's your fire alarm license, things like that.

So just be aware that those questions are also not um in stone.

It depends on what we need from those applications, and that's kind of how we like filter certain things.

So, like we saw on the slides, and I'm not gonna go here and kind of fill all this stuff out, but you saw on the slides.

Um, you know, we're asking for kind of like the basic information, the applicant name, the contractor name, and then we're gonna want your like start and end dates.

So if you don't um actually finish these uh applications, and if you just start filling one thing out, but you don't fill the other thing out, it's gonna say, hey, you still need to complete this.

So yeah, I hit save answers, and now you see I'm able to move on.

But if I were to just start writing something and I didn't finish it, it will it will uh it'll give me an alert.

So it's asking me when's the work being done, materials, if there's gates, and some questions are required and some are not required.

So every fence, for example, doesn't have a gate, so that's why you don't see that red asterisk.

So when you're doing these applications, just be aware that anything that says required, um, it has a red asterisk right there.

So yeah, start date, the end date, and the construction cost is a big thing on these permits.

So just be aware that um it it's it's minus the MEP stuff.

So if you're doing uh a commercial building, for example, we're just asking you the cost of what it takes to you know make um you know an interior renovation, and we're not asking for the other cost of like the HVAC stuff and electrical stuff because those are their own applications and look those contractors are paying for those um those parts of the permit anyway.

So you can when you're doing these uh construction calls, just make sure you minus the cost of uh all the MEPs.

So this cost, for example, would just be the cost for like the the vinyl for the fence, it wouldn't be the cost for anything else.

So we're gonna ask you for your surveys, and then we're gonna ask you for this survey right here, is gonna be the blink survey.

So this is not gonna be the survey that's marked up.

We need you know a copy of the blink survey, and then we need a copy of where you propose um this uh the fence or whatever to be.

So you'll have a highlighted copy and you'll have like a blank copy.

So the proposal if applicable, and you see right here it doesn't say required.

Same thing with the plans, it's not required.

So if you you were in this case, I chose I'm a homeowner.

Um if I'm just making it myself, then you know, obviously, you know, I don't have a proposal from a contractor.

So the application signatures, so this is just this is what you would sign.

Like if you came in and we were uh you know, over the counter, we would have you sign um on that permit, and these are just the inspections.

So the inspections and stuff are also handled online, but you still need a call for an inspection, and then once we get uh, you know, if I was actually reviewing this permit and it was getting deep into the permit, um, we asked for those insurances at the end, and the reason we ask for those insurances at the end for these like residential and commercial permit types is because sometimes the architect doesn't have the insurances on set, and we don't want to we don't want to hold you guys' permit up um, you know, waiting for that, waiting like two weeks just to get a um insurance form when we can like review it in the meantime, but we will ask for those insurances at the end, so be aware of that as well.

And um I'm done, so we can uh open it up for questions.

Yeah, it looks like every um question that came through the chat has been answered.

So you know, feel free to add more questions in the chat if you have them.

Um if something comes up later down the road, um, we can always um respond to questions um through the Camino at Syr.gov.

So um yeah, let's just kind of go through uh a ride of way just for you to see.

And this is one that we uh recently um launched, like not even two weeks ago, and you see how I was saying earlier, um, those questions always change.

So these are called uh conditional questions, so it's conditional on that permit type.

So you know, things we're asking for for a fence is not the same for ride of wear.

So yeah, so um, you know, applicant information, business information, um, you know, what what are you actually doing with the road cut.

So yeah, some of these uh questions are I guess a little bit different, but we're asking more detailed questions in these um and these permits, but this is the same the same process.

You'll still need to have your site plan, um, traffic control plan, you're gonna do the right-of-way worksheet, and this is how um uh the road cut uh fees get calculated.

You'll still need to upload your insurances, and um when you do, and this is uh something I was on a meeting with the right-of-way people earlier.

So when you do um upload those insurances, please make sure to put this uh 233 East Washington Street on that uh in that certificate box when it's asking for um who's asking for proof of insurance that way the city is uh additionally insured.

So that that is an important thing that they um they want us to stress.

So that application signature, the acknowledgement.

So the this um all this uh right here is actually copied word for word for our documents, so we just digitize like a lot of the stuff, so not there's no requirements that change or anything like that.

So just be aware, yeah.

Yep, yeah.

So Craig, you will be able to um you'll you'll be able to see all historical comments on the permit.

So once they add you in as the secondary applicant, and this is how you would do that right here.

So you start the application, you put everything in here, um, you know, the submission is started, you know.

Um, you know, the submission is started.

You know, I don't have any uploads, obviously, because um, you know, nothing's happened on this permit yet, but um I can hit share.

So I can add whoever I wanted to add on this.

Let me see if I have one that actually has comments on it.

So yeah, so they'll the applicant will be able to see anything that um happened on that permit, or whoever you add as a secondary person.

And they'll also be able to go in and pay too.

So I know like you know, a lot of architects aren't gonna be the ones to pay.

When that fee step does come up, um, like they'll hit that uh there'll be like basically a pay button.

And let me see if I have any that is unpaid that I can show you.

Oh, I don't, but um, yeah, the uh typically there'll be like some type of pay button, and once you go in and hit that pay button, um, you know, the you can have the contractor pay and say, and you can you can put them in right at the end if you wanted to.

Yeah, so if the owner, if the owner wanted to put you in, then you can they can just do the same thing.

So you just tell them that they have to hit that share button and then put your email in, and this will link to the e the this will have to be the email that um you have on your Camino account.

So it can't just be any email or else you'll have to sign up again.

Like it should be the one that's linked to the Camino account.

But yeah, any more questions?

Bandwagon requests.

Yeah, so this is something we don't have anyone from the parks department on here, so I would uh email the Camino at SYR.gov.

And then we can route that to them.

The permits that we've worked on, um, if that there was permits uh we we worked on right of way, residential, commercial, licensing.

I don't believe uh parks has anything new in Camino with us, so I doubt it, but uh we we can't confirm that.

So all of those um GoPost projects will um will not be brought into the new system.

So we have a different system called IPS where we're putting those in.

So, you know, those were those uh five-digit numbers, you know, um the five four two six four or whatever.

Um, but all of those permits that you have that were paper applications that you have copies of um will remain um in that form.

So like we'll have access to it still on our side, but we won't um we won't have access to GoPost anymore.

So you wouldn't be able to log back in to go post and and get all that stuff.

Um so we're not gonna be using that service.

But so if you have any permits, um, you know, just keep that uh physical copy and and that's the copy that you'll have.

Any new permits that um were started in GoPost and weren't finished will be brought over to Camino.
