The Syracuse Planning Commission met on March 16, 2026, to consider a range of land use applications including subdivisions, special use permits, and site plan reviews. Key decisions included approval of a greenhouse manufacturing plant, a cannabis dispensary, and several property subdivisions, while other items were postponed for further review.
Good evening, everyone, and welcome to this meeting of the Syracuse Planning Commission. We'll begin our public hearing schedule in just a moment. First, though, we have a couple of sets of minutes to act upon. Um the last we met twice in February, and the earlier set of minutes were held so that we could review them at our uh most recent meeting. I think they are ready for action now, and then we have a second set of meeting uh meeting minutes also from uh late February. So with that in mind, I will first ask if there's a motion for action on the February 2nd, 2026 minutes that have been distributed to the commission members. Is there a motion for action on those minutes? Uh move to approve subject to corrections. Second discussion on the motion before us. If not, all in favor of that motion, please indicate by saying aye. Aye. Those opposed, please say nay. Any abstentions? The February second minutes are approved. We have another set, short month, but we had two meetings. Uh February 23rd. Minutes have been distributed as well to the commission members. Is there a motion for action on those minutes? Move approval subject to corrections. Uh yes, I'd like a second a motion with uh two additions or corrections to the minutes. Uh those would occur on pages 19 and 20 with respect to R-25-65 and R-25-66. Two resubs that are being undertaken by the land bank. And the properties in question are being uh funded through the move in New York grant. There's 52 units that are going to be funded with it, and so we're going to be continuing to see uh units that are being funded with this grant. I think it's useful to have the name of the grant. Uh let me say a word first about our process in case anyone is here for the first time. As each application is called uh by a member of the staff, we ask that the applicant or the representative come forward to the podium in the front of the room, provide their name, address, and then their comments for the record. Following any questions from the commission members, we will then issue an invitation to members of the public who wish to speak in favor of that application to come forward to do that, providing their name, address, and comments. Similarly, we will extend an invitation to members of the public who might want to speak in opposition to the application. We ask that all speakers contain their comments to approximately three minutes so that we can get through all of our public hearings, and that everyone who wishes to speak has an opportunity to do that. Where comments are offered in opposition to an application, we'll encourage the applicant to return to the podium and address the comments made in opposition. So with that, we are ready to start. Uh, for any last minute changes. Yes, uh, one announcement. We have one uh item under old business, the first item that was postponed by the applicant. So uh unfortunately anybody who's here for the 652 West on a Dogger Street renovation project, uh that has been postponed for the time being again by the applicant. Um we'll see if it gets back on a future meeting uh agenda. The applicant said they'd be uh back in touch with us soon. Um so first on the agenda another old business item, uh the greenhouse manufacturing plant project.
