I'm pleased to report we're moving forward with the construction management contract.

We have to uh finalize some aspects of it, so we anticipate that for the next board meeting for board approval.

And uh a JACB staff and program manager met with our outside council for the PLA yesterday, and we're working on our internal strategy uh to make sure that we propose the language that we feel is is best for the most part.

We're comfortable with uh phase two PLA, but as with anything and looking back, uh we may see some advantages to proposing some adjustments.

Okay, and uh that we will have to get our language together and then present it to the trade.

So we we feel comfortable that we're on schedule with that.

Um design meetings are progressing.

Meeting with um uh principals, building staff, um, key stakeholders to solicit input on design concepts.

Um currently at Seymour, some of the key design concepts are building envelope improvements, which includes like windows, roofs, exterior doors, uh secure single point entry, reconfiguration of some interior classrooms to help with programming and support spaces.

Also looking at site logistics to improve arrival dismissal congestion.

Pretty much the same type of scopes we're looking at at Webster as well.

Um Webster, potentially maybe an addition or two to help with that reconfiguration and usage of the building footprint.

Has there been any community input that is affecting any of these scopes?

Um it's being incorporated.

Okay, and we do plan on um meeting with public again in probably um July once we're done with the CD phase or sorry, SD phase, which is schematic designs, and seek some of their input on the designs.

Uh at Nottingham, a couple of spaces we're looking at is the GW wing look at converting that into a CTE program space, uh kitchen cafeteria renovations, um exterior envelope improvements is needed, um selecterior and renovations for like the auditorium pool.

Um those areas would not probably be total renovations but improvements, and then again some site logistics.

Is GW the wing headed towards the pool?

Yes, yes, yeah, beyond the pool.

Um and then uh moving forward at the end of SD, we would submit to uh state ed for review for compliance with the um special legislation and probably the end of July for that.

Okay, uh as Joe mentioned, uh CM's firm has been selected for three buildings.

Uh letter of intent was issued, uh working on their insurance and diversification plans, get those in and approved and anticipate having um their approval brought to you next month, and then continue to meet with SED on a monthly basis.

Um nothing major to report there, but those conversations are good.

And then um as Joe mentioned, the PLE internal meetings have started.

Any other questions or uh when do you hope to finalize this plan with the PLA to what's the target?

You know, based on past experience, it it took several months.

Okay, so it it really depends on the initial response we get from the trades how how kind of open they are to okay changes, etc.

But I I think in the PM can confirm we're really our need is to have it in place for construction bids.

Fortunately, we have some time to work work around that.

And just touching on the PLA, how far are we with the language?

We we have you know, I think we're comfortable with 90 percent of the language from PLA phase two, but we we've had we are in the process of identifying some areas that we think could be changed for our benefit.

So we're gonna work in the next several weeks to put that document together, uh, which I'll share with the board, and then we'll approach the the trades and see if we can get their agreement.

Is the negotiation with the building trades or individual unions?

Uh fortunately it's with the the coalition of building trades, so they they have an attorney, um the same law firm and attorney that worked on previous PLAs, and uh so it's it's kind of a preset process fortunately.

Um the the second one, if I can just preview it is um what unusual just because we don't do it that often.

But like the city, uh, from time to time, the joint schools construction board will look to refund and reissue prior bonds because with the change in the interest rate environment, uh refunding the bonds and reissuing them will uh save a substantial amount of interest, uh, which benefits the school district directly.

So we we we have our finance team here today, uh fiscal advisors, if you want them to speak to that.

Um so the current outstanding 2018 A and 2018 B serial bonds um have about 3.92 uh 39 and 23 million outstanding each, so a total of about 63 uh in the current interest rate environment.

We um recommended that the school district refund these so redeem and reissue the debt.

Uh the poor amount of 63 million would be the maximum amount outstanding.

The duration of the bonds would still go out the same year, which is roughly 10 years, uh, with an approximate savings of over 500,000 dollars a year.

Um that is as of uh with the current interest rate.

We were in um in beginning of March, we were realizing about a nine percent savings into April with a lot of the fluctuations in the market, we reduced to about seven and a half percent savings.

Um the industry standard to move forward the refunding is anywhere from two and a half to three percent savings on the outstanding debt.

So we believe it is a great advantage for the school district to take advantage of this.

Um ultimately it's the Syracuse Industrial Development Agency that that issues our bonds, but the JSCB, the school district, and the common council all have to approve because of our joint interest in the project.
