Um first and foremost, I'd like to thank the staff of the common council.

Um the past month has been you know a 30-day sprint, and without your help and your support, we wouldn't have made it here.

And so I just want to recognize and appreciate all of you and thank you very much.

Um additionally, the budget office.

Um they were here for 30 plus hearings and always attentive to any of our questions and concerns.

Um the department heads that were able to come and testify.

And finally, the mayor's office, which was a truly uh a collaborative partner in developing the budget for fiscal year 27.

Um so with that, you know, how did we get here today?

Originally the mayor of the mayor's office proposed a budget with a 24 million dollar draw on our fund balance.

Um, when I see a number that big, I get a little bit uncomfortable.

And so my colleagues and I settled on a number that you know if we could get down close to 20, we would be comfortable.

We'd like to go further, but in hearing after hearing after hearing, we heard we didn't really add any positions, we didn't really add any money, and the departmental spending actually wound up less than the rate of inflation for this budget.

And so there is not a whole lot to trim.

Um, you know, but we did make our mark.

We did get down below a 20 million dollar draw on our fund balance, and so um you know we did that with the cooperation and collaboration of the budget office and the mayor's office.

Um we're proposing a series of amendments that like I mentioned will get us below that 20 million dollar mark.

And given how departments did control their spending, we didn't target any departments individually.

What we did was we made a general reduction to the budget of approximately four million dollars, um, and we took them from large items in the special objects of expense, and that will give the administration the freedom and flexibility to be able to backfill those items based upon spending patterns that emerge in fiscal year 27.

Um additionally, the common council did want to add a number of items to emphasize and highlight some of our priorities.

We included money in support of housing and our parks.

Um thanks to Donam or Councillor Morris Advocacy, we have additional money for dog control, and we added three positions to the budget to better serve the employees of the city and our residents.

Um so with that, I would like to thank all of my colleagues up here for um for a lot of hard work, a lot of cooperation and collaboration, and I appreciate all of you.
