Um what we're voting on today is the culmination of a lot of work.

We began conversation around this legislation back in the winter time.

Um, I'm glad that our efforts are finally coming to fruition today.

Biometric surveillance can create very tangible harm for our residents during the unrest this winter in Minnesota in Maine.

We witnessed the collection of biometric data being used as a tactic of intimidation.

This demonstrates the power of this technology.

We know that algorithms used to identify individuals have a hard time with people who are young, people who are old, persons of color, members of the LGPT, LGBTQ community.

In many ways, these are descriptors of our city.

The misidentification of these individuals opens them up to greater levels of harm.

It's technologies evolve and emerge.

Lawmakers are always trying to play catch up.

With this vote today, we have the ability to define the conditions that we want to see in our city and to push back against corporate actors who are collecting our biometric data, sometimes for their financial benefit.

In the interest of our residents' privacy and all of our civil liberties, I urge all of my colleagues to vote in favor of this legislation.

From May 15th to June 15th is Tourette's awareness month.

And this is very personal to me, so I'm thankful that my brother Chuck, my sister-in-law Betsy, are here to recognize my friend Rick Tosquito and others who know who live with Tourette syndrome.

It is a very misunderstood disorder.

And for me personally, it was very emotional.

Because Rick and I know personally, uh, we've lived through that journey with a lot of hardships.

People punting us down.

See we couldn't do it.

But somehow we raise up and we say no, we can do it.

And against all odds, we accomplish what we are.

And against all odds, I'm sitting here before the common council as an elected official.

I am the second elected official in the state of New York to have Tourette syndrome.

Earlier this month, the New York City Council passed a resolution of Tourette's Syndrome Awareness Month.

The city advocate Jamon Williams is the first elected official.

So I take to I take pride that I'm a second official in the state of New York to hold this position and to make awareness.

And that for all of us, sometimes they don't understand us.

And I know as a counselor, it gets emotional for me.

So I'm always thankful for Councilor Caldwell to holding on to me at meetings.

And I think uh President Panayago keeping, you know, the keep it toned down, be careful what I say sometimes.

I get emotional.

But that's we're very high strong in how we are.

So I do want to I do want to thank everyone who is here.

And I'm now gonna ask for its adoption before then I will read the resolution.

Resolution to recognize May 15, 2026, June 15, 2026, as Tourette's Syndrome Awareness Month in the city of Syracuse, whereas Tourette syndrome is a neurological disorder characterized by repetitive involuntary movements and or sounds called ticks.

And whereas, according to the Centers for D the Disease Control and Prevention, CDC, approximately one in 50 school-aged children in the United States are affected by Tourette syndrome or another persistent tick disorder.

And whereas it is a genetic condition and symptoms often persist into adulthood.

And many children and families in the city of Syracuse are perfected by Tourette's syndrome.

And whereas, despite its prevalence, Tourette syndrome remains widely misunderstood, which often leads to bullying and can create social and academic barriers.

And whereas by raising public awareness of Tourette syndrome, there can be a greater understanding of the disorder, which will create compassion and support for individuals leading living with this condition.

And now therefore, be it resolved that the Syracuse Common Council is doing elected representatives of the proud citizens of the City of Syracuse do recognize May 15, 2026 to June 15, 2026 as Tourette Syndrome Awareness Month in the City of Syracuse, and encourage everyone, our community to learn more about Tourette Syndrome and always promote kindness and inclusiveness.

Adopted by a unanimous vote of the Syracuse Common Council, signed by the Honorable Rita Paniagua, President of the Syracuse Common Council.

It may also acknowledge that City Hall is lit in teal every evening through June 15th as a symbol of Tourette awareness, and I want to thank Mayor Owens and the administration for agreeing to have the city lit in teal.
