11:56The city knew from the beginning that this was a multi-year project.
11:59If the current right-of-way fee structure produces an unintended result, then the appropriate response is to bring forward a legislative fix and allow the council to fully review it.
12:09Well, I appreciate the administration's efforts.
12:11I still have significant questions regarding the proposed fee structure, including how it accounts for the actual public right-of-way being occupied, the treatment of linear footage, and the creation of separate schedules for different users of the public right-of-way.
12:26I am also concerned that work has continued while the permit issue remain remains unresolved.
12:32Permits exist for a reason.
12:34They provide oversight, establish conditions for work in the public right-away, and help ensure accountability to the public.
12:41Residents, contractors, and businesses are expected to comply with the city's permitting requirements.
12:49Whether intended or not, this creates the appearance that some applicants are being treated differently than the average citizen.
12:56And I do not believe this is the message we should be sending to our taxpayers who are expected to follow the rules every day.
13:04We have already granted one extension.
13:06I do not believe another extension is warranted before these issues are fully addressed.
13:38From very large builders like Heiner Hoyt to very small builders, startups from our communities.
14:28So just before the vote, I want to thank uh all everyone that has been involved in getting this legislation or at least this item to this point.
14:42I do as a chair of this committee, I do acknowledge that the legislation we have in front of us as a mechanism to evaluate and and and ask developers to pay is inefficient.

32:11Whereas Anna Thompson Perez was the founding force behind La Liga, the Eshin Hispanic, later known as Project Adelita.
32:24An organization established in 1969 to serve the needs of Syracuse's growing Spanish speaking population.
32:30And whereas as the first coordinator and later president, Mrs.
32:34Thompson Perez helped create programs that empowered residents through education, workforce development, and community support.
32:44Thompson Perez's leadership, Project Adelante developed English language programs that provided residents with practical skills for everyday life and greater access to employment opportunities.
32:56Project Adelante programs also assisted individuals seeking United States citizenship and worked to strengthen connections between Syracuse Hispanic residents and the broader community.
33:10Thompson Perez served on the State Human Rights Commission for Syracuse and Anadaga County and was appointed the governor's committee of volunteerism, where her efforts helped foster cultural understanding and expanded opportunities for generations of Syracuse residents?
33:27And where is the city of Syracuse wishes to honor Anna Thompson Perez's service leadership and community empowerment that continues to strengthen the city of Syracuse to this day with an honorary street sign at the intersection of Seymour Street and Southwest?

33:47Now therefore, be it ordained, subject to the approval of the mayor, the common council hereby authorizes that an honorary sign be installed at the intersection of Seymour Street and South West Street in honor of Anna Thompson Perez temporarily designated the intersection as Anna Thompson Perez Way, and be it further ordained that the commissioner of DPW is authorized to install the appropriate honorary signage at the intersection of Seymour and Southwest Street in the city of Syracuse for the period of one year from the date of installation with the sign to then be removed and presented to Miss Mrs.

36:03We don't really have um time to say what I have to say, but I thank you um for I thank you for um this time, even to um receive this award, and we want this um situation to continue to escalate even to the the national that we have um a right to vote in Puerto Rico as for the president of the United States, and that we also have a right to be a part of the nation and not be a person that is invaded because Puerto Rico was invaded in 1980 and nine eighteen ninety-eight, and we want to say that we're a part and not being forced to do things in another way and say that another another nation or another people is dominant over us, and we're also the descendants of the Taino and the Arawakan, and they speak their own language, not a European language, but we want to be a part and not be a victim, amen, of uh of another person that is involved with us and say we have to do it their way.

45:10Uh last Saturday, Syracuse lost one of our finest citizens, a lifelong North Sider who gave back to the community, Ray Ronaldi.
45:23Although Ray Rinaldi is known as a member of the Greater Syracuse Sports Hall of Fame, and he went to North High, he went to the North High Wall of Fame.
45:33He gave so much to his community to the boxing center on Pond Street and later on South Gaddis.
45:40He took youth who were fighting out their problems in the streets and brought them inside and learned how to box in a respectable manner.
45:52Had computers taught them, educated them, and fed them.
46:00Today he we have the Ray Ronaldi Foundation.
46:04But this man did so much for our community.
46:08He was quiet mannered.
46:10I remember when the Butternut Police Community Center honored him at a Tel deals eight years ago.
46:18And it was never for him, it was for all the kids in our city.
46:23So Ray, you will be deeply missed.
46:29And we, as a community, as a city, and I know my colleagues join join you in saying thank you and God speed.

46:43Um, in the last week, we have also lost um Susan Antonini, who was dedicated to her family and to her making the world better for children, and Bill Delavan, who was a giant in the arts community in Syracuse.

47:00We're also standing in solidarity with the families of Juwonio and the teachers and staff who are committed to inclusive education.
