The meeting was called to order at 11:05 AM. Present: Mayor Sharon Owens, Commissioner Diane Nastry, Commissioner Collins, and city staff. Council President Paniagua was absent. Notice was posted to the Surah web page and sent to media on August 3, and posted on the public notice board on July 31.

- Resolution 3479 & 3480 (companion pieces): Authorized the Urban Renewal Agency to accept up to $1,000,000 from the City of Syracuse for the Home Headquarters Urgent Care Home Improvement Program (UCIP). Funding is citywide for income-qualified residents under 80% area median income. Resolution 3480 is the agreement with Home Headquarters.
- Resolution 3481 & 3482 (companion pieces): Authorized accepting funding and entering into a contract with the Syracuse Housing Strategies Corporation for 2026-2027. The corporation's board previously met without a quorum; a follow-up meeting is scheduled to finalize approval.

We are all set. Uh call the order. Uh the regular meeting of the Syracuse Urban Renewal Agency, Sarah, August 10th, 11 AM. We have uh the mayor, Sharon Owens here. Um Rita uh council President Paniagua is absent. Um Diane Nastry is present, Commissioner Collins is present, um, city staff is present. Thank you. Present. So we will call the meeting to order at eleven oh five. Um so it was posted to the Surah web page last Monday, the third. Um, and then it was sent to the media that same day, and it was posted downstairs on the public notice board on the Friday before, so I believe that was July thirty first. So I am done voting. So we can yeah, we can we can hold off on that. Um, since Diane was not here, and um, you know, I don't know if you reviewed them, but that's okay. With council president, she was here, so uh at the next era meeting, we can just approve the minutes from you know, we'll have the ones from today's meeting and then the prior meeting from April. So we will uh uh postpone the approval of the minutes the April 30th minutes for the next meeting, which will also include today's meeting. Yes, new business resolution number 3479. Yes, yes, thank you, Mayor. Um so resolution number 3479 and the following resolution 3480 are companion pieces. Um so this is authorized. So 3479 is authorizing um the urban renewal agency to accept funding in an amount not to exceed one million dollars from the city of Syracuse um to be utilized um by home headquarters for the urgent care home improvement program or the UCIP. Um and that was um an allocation in the city of Syracuse budget that was approved by common council, um, and then 3480 is just the agreement with home headquarters um for that funding. So if you have any questions, um Michelle is here and can uh answer more specific questions, but this is um citywide funding for citywide um use uh Michelle Sabianski, deputy commissioner of neighborhood development. Uh yes, the idea is that these funds for home headquarters would be used uh throughout any residents uh who are income qualified under 80 percent area median income throughout the city limits. Okay, I will entertain a motion uh to accept uh resolution 3479. So moved. I'll second that and so approved. I'll also accept a motion to accept resolution number 3480, so moved, and I will second that, and so the item is approved. Resolution 3481. Um 3481 and then 3482 um our companion pieces. So 3481 is um to accept funding for the urban renewal agency to accept funding um and enter into a contract with the city of Syracuse um in connection with the 2026-2027 funding for the Syracuse Housing Strategies Corporation. Um this is the second time we've done that. This there was a similar um agreement last year and funding in the in the again. This was in the city budget approved by common council. So now this is um the agency accepting the funding, and then 3482 is um contracting with the housing strategies corporation to um for them to act as sir as agent in administering those funds. We have council approval for 3482. Um we'd have to come back for that. So uh from a process standpoint, uh the clerk requires that both the SURA board as well as uh the respective boards of directors have their board resolutions in order to have those items go forward on the agenda. So um this uh housing strategies corporation board met uh about two or three weeks ago. We did not have a quorum, but we did discuss this uh the budget that is being put forward in the draft contract, and then the uh SHSC board will meet again this Friday, uh, where we anticipate that it would be uh fully memorialized in the same way that you all are reviewing it today. So and then we're headed to the council after those two actions. Yes, and that's the same for 80. Yeah, correct. Okay, yes, all right. Uh what was that? No, I'm sorry. We we did motions on the previous ones. We had not these two. We did. I moved uh Diane moved I oh okay, that was good enough.
