And welcome to this meeting of the Syracuse Planning Commission.

8:15

We will be in our public hearings momentarily, but before we do that, we will consider action on the minutes of our last meeting, which was held August thirty first.

8:26

Is there a motion for action on those minutes that have been distributed in advance to the commission members?

8:31

Yes, I have two corrections for consideration.

8:35

The first is in the presentation of the application for SP twenty twenty-six dash ten on page two.

9:34

It's not really a complete sentence where it doesn't make sense, and that it really should read the items DPW identified as requiring action must be completed by the DPWs to the DPW's satisfaction.

10:00

Any other corrections?

10:01

Any other discussion?

10:04

If not, all in favor of that motion, please indicate by saying aye.

10:08

Aye.

10:08

Those opposed, please say nay.

10:10

Any abstentions?

10:12

The minutes of our August 31st meeting are approved.

10:16

We move into our public hearings and new business.

10:20

Uh just by way of process for anyone unfamiliar with the procedure that we use as each application is uh identified by member of the staff.

10:30

We ask that the applicant or the representative come to the podium in the center of the room, provided their name and address for the record, and then a brief summary of the application involved.

10:39

Following questions from the commission members, we will open the floor to the public, inviting members who wish to speak in favor of the application to do so, and also those wishing to speak in opposition to the application to do that as well.

10:53

Where comments are offered in opposition, we will encourage the applicant to return to the podium to address the comments made in opposition.

11:02

We ask that uh speakers either for or against uh particular um application, hold their comments to about three minutes so everyone has an opportunity to speak.

11:15

Uh so with that, Jacob is there are there any last minute updates that we know about in terms of the agenda?

11:21

Yeah, there are two postponements.

11:23

Um major site plan reviews at the end of the new business uh agenda, both with the Spanish Action League of Onadoga County or La Liga.

11:35

Um they had missed uh their BZA meeting last week that they were scheduled for.

11:41

Um so they'll come back to BZA and then we'll bring these two back.

11:46

Umly one item needed to go before the BZA, but um the representative it's the same uh owner applicant and same uh firm that's doing uh the applications on behalf of them.

11:58

So they'll just bring them both back together at a future uh meeting.

12:03

So anybody here for 601-21 South Gettys or 316 Delaware Street again for the Spanish Action League of Onadaga County, those will be back on a future agenda, and we will do public noticing again for those.

12:17

Okay, and those are the only changes for tonight.

12:20

That's it, yes.

12:21

Okay, all right.

12:22

Uh so first up we have a zoning map amendment Z-2923 at 270 West Corning AV with the uh Greater Syracuse Property Development Corporation or Land Bank.

12:34

Uh this is in the R1 zone district.

12:37

Um there is a companion lot alteration, which is essentially it's a resubdivision, but it meets uh the dimensional um standards to do administratively within the office uh rather than before this body.

12:51

So typically it would be a resubdivision and this together before you, but there is a lot alteration, it just is with our office.

12:58

Doesn't rise to this level.

13:00

Correct.

13:01

So if the application applicant is here, yes, it's we'll be on the careful.

13:06

Thank you.

13:07

Uh good evening, commissioners.

13:09

My name is Rebecca Baker with the City of Syracuse Zoning Administration.

13:12

Uh Jake pretty much covered the project at hand.

13:14

Um zoning map amendment 2923, situated at 270 West Corning, um, which is located in the R1 zone district, is involved in a zoning, uh, excuse me, a lot alteration application, which is R 2026 70.

13:32

Uh, this proposal was to essentially take uh two portions of 270 West Corning Avenue and split them between 21 31 Midland Avenue and 2135 Midland Avenue.

13:46

Um, in doing that action, we would wind up with parcels that are split zoned.

13:51

Uh so the zoning map amendment is required to move forward with the law alteration.

13:56

Thank you.

13:58

Any questions for the applicant from the commission members.

14:03

Go ahead.

14:04

Yeah, I just have a question.

14:06

I I think there's a mistake, but in case it's not uh let me know.

14:11

On uh figure four on page nine, the uh the heading for for that figure reads proposed zoning district map uh is a combination of 119 Hope Avenue and proposed 539 West Colvin Street uh portion.

14:29

I believe those addresses are wrong.

14:32

Uh so perhaps they should be corrected to in case anybody has a question about it.

14:36

Thank you, Commissioner.

14:36

I apologize that is incorrect.

14:38

Um, and I'm responsible for that, so I do apologize.

14:42

We we can correct that.

14:43

Thank you.

14:44

But I assume it's referring to the addresses on on the map.

14:48

Okay.

Summary of Proceedings

Syracuse Planning Commission Meeting - September 22, 2026

The Syracuse Planning Commission convened on September 22, 2026, at approximately 7:00 PM local time (21:52:15+00:00) to consider a zoning map amendment, two major site plan reviews, and a three-mile limit subdivision review. Two items were postponed. The commission approved all items with conditions.

Meeting Opening and Minutes

  • The commission approved the minutes of the August 31, 2026, meeting with two corrections related to the wording on page two for application SP-2026-10.

Postponements

  • Two major site plan reviews for the Spanish Action League of Onondaga County (La Liga) at 601 South Geddes and 316 Delaware Street were postponed because the applicant missed a Board of Zoning Appeals meeting. Both will return on a future agenda with new public noticing.

Zoning Map Amendment Z-2923 – 270 West Corning Avenue

  • Applicant: City of Syracuse Zoning Administration (Rebecca Baker).
  • Description: A zoning map amendment to avoid split-zoned parcels after a lot alteration. Two portions of 270 West Corning Avenue will be merged with adjacent lots at 2131 and 2135 Midland Avenue.
  • Public Comment: None.
  • SEQR: Negative declaration issued.
  • Vote: Unanimous approval with a condition that the companion resubdivision maps (R-2026-70) must be filed with the Onondaga County Clerk within 62 days of Common Council approval of the zoning map amendment. The recommendation moves to the Common Council for final action.

Major Site Plan Review MA-SPR-2026-25 – 344 North Salina Street (Helio Health Training Center)

  • Applicant: Helio Health, represented by Bob Segert (architect) and Kathleen Gaffey Babb (President/CEO).
  • Description: Construction of a two-story, 12,500-square-foot building to replace three abandoned buildings. The facility will serve as a workforce training center for behavioral health professionals. Helio Health reported training over 6,900 individuals since 2020. The building design was reviewed by the Landmark Preservation Board and is compatible with the historic district.
  • Discussion: The training center will host cohorts of up to 25 for in-person sessions, with most trainings during business hours. A fitness center was removed from plans; the second floor now includes classroom and office space. Neighbor concerns about Helio Health’s existing clients (lingering, needles) were raised at a prior meeting. Kathleen Gaffey Babb stated the training center serves staff and trainees, not the general patient population, and committed to increased security and community engagement.
  • Public Comments:
    • Jose Mareto (268 Mark Lane, Syracuse) expressed skepticism about Helio Health’s hiring practices and long-term community benefit based on his personal experience applying for jobs without response. He did not oppose the proposal but urged safeguards.
    • Councilor Nave (representing the Northside) acknowledged the need for the project to improve the dilapidated site but requested additional professional security personnel to address safety concerns from Helio Health’s existing operations.
    • Kathleen Gaffey Babb responded by offering her contact information and committing to meet with neighbors and address concerns, including expanding outreach and engagement efforts.
  • SEQR: Previously completed.
  • Vote: Unanimous approval with two conditions: (1) compliance with general site plan approval conditions, and (2) snow storage must be maintained on-site in designated areas, not encroaching into public rights-of-way or adjacent properties.

Major Site Plan Review MA-SPR-2026-32 – 813 Northway Street

  • Applicant: Michael Wolniak (architect) on behalf of Shaylin Wanjala.
  • Description: Modification to an existing single-family residence to add bedrooms and bathrooms at the lower level for family members (mother and brother). No exterior changes except emergency egress windows at the rear. The house has a walkout basement due to a split site.
  • Public Comment: None.
  • SEQR: Negative declaration issued.
  • Vote: Unanimous approval with two conditions: (1) compliance with general site plan approval conditions, and (2) proper permits must be obtained before any work.

Three-Mile Limit Subdivision Review 3S-2026-13 – 734 State Fair Boulevard (Town of Geddes)

  • Description: A subdivision review within the three-mile limit of Syracuse, requiring commission approval. The city engineer had already approved the proposal.
  • Discussion: Staff noted that the minutes from the Town of Geddes did not reflect whether a SEQR review had been conducted. The commission added an amendment requiring confirmation that the town completed its SEQR review. If not, the item would need to return.
  • Vote: Unanimous approval with the condition that SEQR must be confirmed as completed by the town.

Adjournment

  • The meeting adjourned without further business.
