Summary of Proceedings

Torrance City Council Meeting – September 16, 2025

The Torrance City Council convened on September 16, 2025, at 1:00 PM UTC (starting with closed session at 5:01 PM local time, reconvening open session at 6:06 PM). The meeting included roll call, oral communications, closed session with no reportable actions, and council member announcements. Councilmember Lewis was absent. Key actions included a motion to reconsider a prior agenda item due to an inadvertently excluded public letter.

Consent Calendar

  • No consent calendar items were discussed in the open session.

Public Comments & Testimony

  • No public oral communications were heard during the open session.

Discussion Items

  • Councilmember Matucci – Request for Reconsideration of Agenda Item 9B (August 19, 2025): Councilmember Matucci stated that during the August 19, 2025 meeting, the City Council conducted a public hearing, denied an appeal, adopted a resolution approving CUP 24-00028 and DBP 24-0004, and determined a categorical exemption (Class 32) for a project at 3475 Torrance Boulevard. After that meeting, it came to the city's attention that a letter and attachments from the supporters alliance for environmental responsibility (SAFE or SAFER) were inadvertently excluded from the agenda packet and were not part of the record. To protect the due process rights of both SAFER and the applicant, Matucci asked for concurrence to have staff bring back an agenda item so the City Council could decide whether to reconsider the matter. The council concurred unanimously (6-0, with Councilmember Lewis absent).

Council Announcements & Community Events

  • Councilmember Calani wished a happy Mexican Independence Day (September 16) and announced the 28th annual Coastal Cleanup Day on Saturday, September 20, 2025, from 9 AM to noon at Miramar Park, in partnership with Heal the Bay, Torrance Area Chamber of Commerce, and Team Torrance. The theme is “color waves”; volunteers wearing one color from head to toe receive a limited edition T-shirt.
  • Councilmember Matucci recognized his father’s 88th birthday, noting he is living with advanced Alzheimer’s.
  • Councilmember Shay announced the ribbon cutting for Shell Recharged at a former Lazee's location on Torrance Boulevard, featuring 20 new electric vehicle charging stations—the first Shell EV charger in Los Angeles County. He encouraged residents to use the chargers.
  • Mayor echoed congratulations for the Shell EV charger and noted it is the first in the county.

Key Outcomes

  • Unanimous concurrence (6-0) to direct staff to prepare an agenda item on whether to reconsider the August 19, 2025 approval of CUP 24-00028 and DBP 24-0004 at 3475 Torrance Boulevard, due to an inadvertently excluded letter from SAFER. The reconsideration item will return to the council for a vote.
  • Meeting adjourned to Tuesday, September 23, 2025, at 5:00 PM for closed session, with regular business commencing at 6:30 PM in the Leroy J. Jackson Council Chamber.
