0:04

So go ahead.

0:04

I'll now call to order the November 24, 2025, Towalton Development Commission meeting.

0:11

First item is public comment.

0:14

Public comment.

0:14

It's an opportunity for anyone to address the commission regarding an item that is not on tonight's agenda.

0:18

Please keep your comments to about three minutes.

0:20

If there's anyone here who would like to address the commission, this would be the appropriate time, and then I'll take Zoom.

0:26

Anyone who would like to address the commission in person.

0:29

Seeing none, anyone on Zoom?

0:31

All right.

0:33

Well, it brings us to the consent agenda, the consent agenda of those items considered routine.

0:38

It'll be adopted by one motion unless someone on the commission would like an item removed and heard separately later tonight.

0:44

Tonight, the consent agenda consists of one item, consideration of approval of the Tualton Development Commission meeting minutes of September 22nd, 2025.

0:53

Would anybody like that removed?

0:55

I move we adopt the consent agenda as read.

0:59

Second.

1:05

All in favor say aye.

1:07

Aye.

1:08

Opposed?

1:09

Abstentions.

1:10

It's unanimous.

1:11

That brings us to general business item number one, consideration of resolution number 642-25, amending the core opportunity and reinvestment area plan through a minor amendment to add parcels for potential acquisition in support of the 18970 catalyst project.

1:28

Welcome, Sid.

1:33

Here we go.

1:35

Good evening, uh Chair Bubenick and members of the Commission.

1:39

I'm uh Sid Sin, Urban Renewal Economic Development Manager.

1:43

And uh this evening, uh the uh question before the council this evening is to uh adopt uh sorry getting my notes together uh resolution 642 25, which is a minor text amendment uh to the uh core opportunity and reinvestment area plan to add parcels for uh potential acquisition in support of the 18970 catalyst project.

2:12

Uh and I'm gonna go through a few slides that talks a little bit about the background, three different parcels, and uh the actual uh code text amendment itself.

2:23

A little context about the uh core oper the core plan itself.

2:28

It was adopted as you know in uh 2022 with the uh purpose of uh uh creating uh efforts to strengthen the social cultural, environmental uh and economic vitality of toilets and specifically there are projects in there.

2:44

Uh talks about funding projects and improve the property values, uh, and look uh eliminates um existing and future blights and also creates an active uh civic core.

2:56

Uh in the area uh the urban renewal plan for the core plan is 457 acres.

3:03

The area that we're talking about is down in our downtown core area.

3:09

Uh in the plan itself, there is identified the 18970 catalyst uh project.

3:15

18970 refers to the address of the site itself.

3:20

Uh and the project description talks about um uh trying to use uh have the highest and best use for the property uh public-private partnership uh where there'd be a mixed use development with attainable housing and commercial retail on that site.

3:38

Um the four properties that are highlighted in red are owned currently owned by the city.

3:43

Uh it's about half an acre.

3:46

Uh and uh one of the things I might note uh that may come back before the commission is potentially a text amendment to this project to add um to include market rate housing as part of this right now.

3:59

It's specific to attainable housing, which is workforce housing uh in essence, and then commercial retail.

4:06

Having a mix of uh market rate housing uh might attract um additional developers to the project.

4:12

So just wanted to give uh the commission a heads up on that.

4:19

The um there are uh three projects uh or three parcels that are proposed to be added to the core plan itself.

4:27

Uh those are located um to the east of the uh east end or the uh uh sorry the uh catalyst projects.

4:38

Uh the two two parcels um in green are uh owned by uh one um person, the other to the south itself is is another parcel in blue.

4:50

Uh in total, these properties are about another uh half acre.

5:00

So being able to create um to be able to uh have this full block for redevelopments uh would certainly be a little more attractive for for redevelopments.

5:04

Uh the process itself to include these three parcels is a minor amendment to the core plan, and you need to identify the properties to be acquired and uh an estimated acquisition and uh disposition schedule for these uh parcels.

5:22

Uh the resolution itself, uh 642-25.

5:26

There are two amendments, there are two sections.

5:28

Uh the first section is uh under urban renewal projects, the catalyst project itself, and the uh proposed language is the bold and uh double underlined.

5:40

Uh the text amendment itself is uh states that the project should also consider acquiring adjacent parcels as they become available to enhance and make redevelopment of the block more viable.

5:54

Uh the second section is under section eight, which is property acquisition and disposition.

6:00

The text language amendment here identifies the three properties and it also talks about uh maybe within the next uh couple years that if we were able to acquire all the properties, we would then um put it out for a request for a proposal and qualifications to redevelop the property um consistent with the uh catalyst project that's been identified, and last slide being um staff would recommend approval of resolution 642 25.

6:31

I'm available for any questions.

6:34

Questions for Sid Council Brooks Um what are the city owned um lots now?

6:48

Sure.

6:52

They would be the uh four parcels highlighted in the red boundary.

6:58

Uh-huh.

6:58

What is it?

7:00

What's that?

7:00

What parking lot?

7:02

The parking lot.

7:02

Oh, yes.

7:03

Uh it's the red parking lot, and then there's a gravel lot uh south of that.

7:11

It's at the corner of Nyburg and Boone's Ferry Road Crossing West Station.

7:19

Yeah.

7:20

Okay.

7:21

And Seneca on the north side.

7:23

And then as far as the um what do we call it?

7:27

Accelerator project, catalyst project.

7:29

Catalyst project.

7:30

Um is there like a idea?

7:34

Uh yes, I think uh during the uh 2022 um uh uh adoption of the plan, the illustration um up on the the top right is uh shown as a a potential mixed use project that could occur there.

7:50

Certainly it's uh for illustration purposes only, but uh the concept would be to do attainable housing and um ground floor commercial on it.

7:59

Great, thank you.

8:01

Other questions for Sid I'm oh I lost it.

8:11

I move that we adopt resolution number six forty-two-25.

8:16

This roll call or voice vote.

8:19

Just want to make sure.

8:20

Yep, second.

8:21

All right, second.

8:23

I have a motion second to adopt resolution number six forty two-25.

8:27

Any discussions on this motion?

8:29

Councillor Sacco.

8:31

Aye.

8:32

Councilor Hillier.

8:33

Aye.

8:33

Councilor Reyes.

8:35

Yes.

8:36

Turn it off.

8:37

Council Gonzalez.

8:38

Aye.

8:39

Council Brooks.

8:40

Aye.

8:41

Council President Pratt.

8:42

I should guess I should say Commissioner, sorry.

8:46

Uh Chair votes aye.

8:48

The resolution is adopted unanimously.

8:51

Uh motion to adjourn.

8:53

So move.

8:54

Second.

8:55

Motion is second to adjourn the commission meeting.

8:57

All those in favor say aye.

8:58

Aye.

8:59

Aye.

9:00

Opposed.

9:01

All right.

9:01

Happy Thanksgiving, everyone.

9:02

Have a safe and happy holiday.

Tualatin Development Commission Meeting - November 24, 2025

The Tualatin Development Commission met on November 24, 2025, at 8:00 AM. The meeting was called to order by Chair Bubenick. No public comments were made. The commission unanimously approved the consent agenda and adopted Resolution 642-25, which amends the Core Opportunity and Reinvestment Area Plan to add three parcels for potential acquisition in support of the 18970 catalyst project.

Consent Calendar

  • The consent agenda consisted of one item: approval of the Tualatin Development Commission meeting minutes of September 22, 2025. The item was adopted unanimously without discussion.

Discussion Items

  • Resolution 642-25 – Amendment to Core Opportunity and Reinvestment Area Plan: Sid Sin, Urban Renewal Economic Development Manager, presented a minor text amendment to add three parcels (totaling approximately half an acre) adjacent to the 18970 catalyst project site. The core plan, adopted in 2022, covers 457 acres in the downtown area. The catalyst project currently envisions a mixed-use development with attainable (workforce) housing and ground-floor commercial on four city-owned parcels (about half an acre). The amendment allows for acquisition of additional parcels as they become available to create a full block for redevelopment, with an estimated timeline of two years to acquire and then issue a request for proposals. Staff also noted a potential future amendment to include market-rate housing in the project to attract more developers. Commissioner Brooks asked about the location of city-owned lots (the red parking lot and gravel lot near Nyburg and Boones Ferry Road). No public testimony was received.

Key Outcomes

  • Unanimous adoption of Resolution 642-25: The resolution was approved by a roll call vote of 7-0 (Commissioners Sacco, Hillier, Reyes, Gonzalez, Brooks, President Pratt (as Chair Bubenick), and Chair Bubenick voting aye). The amendment adds three parcels to the acquisition schedule and updates the project description to include adjacent properties.
  • The meeting adjourned with a motion and second, all in favor, with a note to have a safe and happy Thanksgiving.
