URA resolution 202602, amending the building improvement grant, also known as the big program, and repealing resolution 202601.

And I'm gonna turn over to our assistant city manager, Kim Ezel.

Good evening, Chair and Board of the Urban Renewal Agency.

The resolution before you this evening would amend the building improvement grant program to delegate to staff the ability to administratively award some additional funding to previously awarded projects.

In recent months, staff have received feedback from program participants that project costs have increased since they applied for and received their award, and participants have requested program flexibility to release additional grant funding to help them complete awarded projects.

Reviewing the program guidelines, staff believe the program merits some flexibility after award while carefully adhering to the overall limits of the program.

Staff proposes that the board delegate to staff the ability to administratively award up to 25% more funding to eligible projects, subject to funding availability and the program limits of one-to-one matching funds, 100,000 maximum award per project, and 105,000 maximum award per prop business or property within a five-year period.

This additional funding will be strictly limited to project cost increases and could not be awarded for additional items outside of the original project scope.

Under this proposal, staff would have the ability to award up to $20,000 in additional funding to any one previously approved project and up to $87,500 across all projects awarded within a fiscal year.

The 25% amendment ability is being presented by staff because it matches the contractual amendment ability under Forest Groves procurement rules.

I just want to appreciate the assistant city manager bringing this forward.

I think this is gonna absolutely help facilitate projects through the completion and sure nothing get held gets held up.

Uh the 25% is pretty consistent with most projects that are waiting for other funds and and uh so I appreciate uh I mean I'm I'm open to giving the city that that flexibility to uh do these projects through okay.
