Public Comments & Testimony

  • No members of the public offered comments during the comments from interested citizens period.

City Manager's Report

  • Castle Road (Johnson Station) Bridge Project: The City Manager reported the city received an ODOT design task order for additional funding not to exceed $200,000 for preliminary engineering and final design under ODOT's first-come, first-served program. Prime AE agreed to split its proposal into two separate proposals (one for ODOT, one for the city) to best utilize the $200,000. Approximately 4% of the total project cost of $1,641,444 will be the city's responsibility, funded by a reallocation of $60,000 from various capital funds. The City Manager stated this reallocation will not cause a substantial negative impact to any individual project and could be supplemented later in the year if necessary.
  • The City Manager requested Council waive formal bidding and authorize him to negotiate and enter into an agreement with Prime AE as the design professionals, noting the city is waiting on final agreements and orders from ODOT and that failure to meet the deadline could result in the city not receiving the $1.6 million in grant funding. Formal legislation was requested for the February 5, 2024, Council meeting.
  • The City Manager noted a cybersecurity preparedness workshop for local elected officials (approximately 3 to 3.5 hours) covering recent cybersecurity incidents, with details to be forwarded to Council.

Action Items

  • Resolution 24-R-05 was approved on a roll call vote: A resolution authorizing the City Manager to enter into a three-year agreement with Silver Sky Inc. for managed endpoint detection and response services at $33,000 per year, plus a one-time setup fee of $1,387.50. The City Manager stated the services will greatly enhance the city's cybersecurity capabilities and fill the gap for after-hours cybersecurity monitoring, as recommended by IT Manager Davey at the January 2 Council workshop.
  • Ordinance 24-01 (Emergency): A public hearing was opened and closed with no public comment. Council approved the emergency ordinance by a motion from Vice Mayor Blakesley, seconded by Councilman Follock, approving individual assessment amounts and directing the associated proceedings. It was the only ordinance on the evening's agenda.

Reports from Boards and Commissions

  • Board of Zoning Appeals Meeting Minutes: November 8, 2023
  • Vandalia Arts Council Meeting Minutes: November 21, 2023
  • Vandalia Arts Council Meeting Minutes: November 27, 2023

Financial Approvals

  • The December 2023 Bill Listing in the amount of $3,346,209.77, December expenses over $50,000, and December Purchasing Card Detail in the amount of $31,902.58 were presented for Council's approval.

Council Comments

  • Council members commended staff for securing funding for the Johnson Station Bridge, noting the city will pay only 4% of the $1.6 million project after several years of grant applications.
  • A Council member recognized the Van Tran volunteer transportation drivers, who donated just shy of 1,300 hours in 2023 providing low-cost transportation for senior residents.
  • A Council member commented that the approximately $33,000 spent on increased security for the city's computer system was a "drop in the bucket" compared to the potential cost of a cybersecurity disaster.
  • Council voted by voice vote to excuse Council member Candace Farst from all meetings for the evening.

Executive Session

  • Council entered Executive Session to discuss pending or imminent court action with the City Attorney. Following the executive session, the meeting was adjourned.
