Please stand for the pledge.

0:26

I pledge allegiance to the flag of the United States of America and to the Republic for which it stands.

0:33

One nation under God, indivisible liberty and justice for all.

1:15

Any comments or corrections to those minutes?

1:18

All right.

1:19

See none there stand approved.

1:21

We have no communications petitions or awards.

1:24

However, we do have a number of introductions and oath of office.

1:28

Mr.

1:28

Wendt.

1:29

Thank you very much, Vice Mayor.

1:31

We have three new employees who we would like to introduce today, and one employee will give the ceremonial oath of office this evening.

1:41

First, I would ask that Mr.

1:43

Rich Moret stand up.

1:45

He's our new community risk reduction coordinator.

1:49

He has filled the role after Mr.

1:52

Jacobs was promoted to the role of fire marshal.

1:56

This is the only thing that you really need to know that came out of his uh that came out of uh his application packet.

2:06

He wrote, I am a customer service-oriented individual with 27 years of fire experience.

2:14

I've been part of program development presentations, lectures to the fire department staff and community members.

2:20

I have 13 years of teaching experience, and I know that he can uh back that up as you look at his resume.

2:28

Uh he's worked with Premier Health and Wilson Health.

2:31

He's a paramedic.

2:33

Um he's spent some to time on several departments.

2:36

Uh most notably, I'll say Bethel Township in Miami County at the rank of lieutenant, and he's been adjunct faculty at both Clark State and Sinclair Community College.

2:48

Uh Mr.

2:49

Moret is a resident of Bethel Township in Miami County, and he's joined today by his wife Amber.

2:56

And so we will uh go ahead and do the ceremonial swear-in in a moment, and I'll just take this opportunity to introduce our other two employees here.

3:07

Uh next, I have uh Gordon Haas.

3:11

This is Gordon Gordon is a public works technician.

3:14

He actually started on December 6th, 2023, earlier than some of the other people who I introduced to you.

3:22

Sorry about that, Gordon.

3:24

Um, but since we're doing it today, one of the things that we're able to celebrate, Gordon just got his CDL today.

3:30

Uh he passed his test.

3:32

How's that feel?

3:33

Pretty good.

3:33

That's that's pretty darn good.

3:35

You worked hard on that.

3:36

Um, he's been an equipment operator at TC Holzen in New Carlisle.

3:41

He's worked at Power Equipment Solutions, working in service and maintenance, spent some time at Bo Townsend, if my memory serves me correctly, um, and was a job site assistant at Swafford Construction.

3:52

And so uh he's a typical new grad and lives in Tip City, still right.

3:59

And we're very happy to have you on board, Gordon.

4:03

Thank you, sir.

4:05

Uh next we have Ty Doe.

4:09

Ty has joined us as an information technology support specialist.

4:16

He fills out our ranks in IT, uh being the mysterious fourth employee in the IT division.

4:24

We are so thankful to City Council for you letting us fill those ranks out.

4:29

Um, this is something that makes us go from beyond break fix to being proactive.

4:35

Um I'm really really happy that we were able to get Ty on board.

4:39

He holds a bachelor's degree from Wright State University.

4:43

He had about nine years on it, the city of Fairborn.

4:46

He's worked uh specifically with public safety at Fairborn.

4:50

He kind of went up the ranks, and so when we speak the municipal IT language, uh this guy is squared away.

5:00

And so uh he's already started to make a really big splash, and he wrote in his letter my drive in my career is to provide excellent and efficient IT service while building a relationship with everyone regardless of their department.

5:13

Uh that's culture I can get behind.

5:15

And so uh Ty is joined by his wife Jade today, and they live in Troy.

5:22

Okay.

5:23

Thank you very much.

He also previewed a legislative calendar item: Tri-Cities General Manager Danny Knife would provide an update on wastewater authority capital improvements at a future study session, and a special council meeting to tour the wastewater plant would be scheduled when weather improved.
  • Resolution 24-R-06 – Water Meter Purchase: Wendt explained that the city has ordered 3,000 of approximately 5,700 water meters, and a new order of 1,300 meters (from August 2023) is due for delivery in February 2024. The resolution authorizes up to $500,000 to purchase additional Badger E-Series ultrasonic meters from Buckeye State Pipe & Supply, covering about 1,300 residential meters. Councilmember Follick moved approval, seconded by Councilmember Farst. Councilmember Farst noted the decision followed years of study. The resolution passed 6-0.
  • Resolution 24-R-07 – Dump Truck Purchase: Wendt stated the 2024 capital budget appropriated $100,000 for a new one‑ton dump truck to replace truck #15 (55,700 miles). The truck is used year‑round for hauling materials and snow removal on 210 lane miles. The purchase from Beau Townsend Ford of Vandalia, under the Vandalia First Option ordinance, was priced at $60,884 with government incentives. Councilmember Farst moved approval, seconded by Follick. Passed 6-0.

  • Resolution 24-R-09 – Preliminary Engineering for Johnson Station Road Bridge: Wendt explained that ODOT offered a design task order of up to $200,000 (on a first‑come, first‑served basis), which the city received. ODOT selected Prime AE for the work, but their negotiated fee exceeded the $200,000 task order; the resolution authorizes the city manager to sign an agreement for $60,655. Councilmember Follick moved, seconded by Lewis. Passed 6-0.
  • Variance BZA 24-01 – Monument Sign at 113 West National Road (Kettering Health): The Board of Zoning Appeals voted 5‑0 on January 10, 2024, to recommend approval with two conditions: (1) the sign shall meet the area, height, and setback requirements of the office service zoning district per table 1236‑2; (2) [the second condition was not fully read in the transcript but noted as shown on the board]. Councilmember Farst moved to approve with the two conditions, seconded by Avalotis Weaver. The applicant was present but did not speak. Passed 6-0.
